2015 Annual and Measure J & L Pavement Rehabilitation Project
The paving contractor, Bay Cities Paving & Grading, Inc., continued paving activities on Camino Sobrante, the last street of the 2015 paving project. The roadway treatment that is being applied to this street is Full Depth Reclamation (FDR) and small sections of Mill and Fill. The contractor applied final hot mix asphalt (HMA) to some sections of Camino Sobrante; other sections are still down to base grade. Next week, the contractor will complete paving activities on this street.
Due to the narrow nature of Camino Sobrante, school buses were delayed along the construction area. The City directed the contractor to start activities after 8:30 a.m. for the remaining of the project. It is expected that this change will facilitate the mobilization of the school buses in the morning.
This week the contractor will complete paving activities on Camino Sobrante and start cleaning up activities on all the streets of the project. The contractor will also apply HMA to small areas within the project limits, including the turnaround pocket at Canon Drive and in front of 19 Valley Drive to secure proper drainage to the existing drainage inlets. Even though the paving activities will be completed in the next couple of weeks, the contractor still needs to complete other activities. In the next few weeks, the contractor will remove debris, materials and equipment off the recently paved streets. The contractor will also install AC dikes, raise all utility valves and manhole covers, and stripe all the streets rehabilitated under this project. It is expected that the striping and project completion will take place at the end of May 2016.
The upcoming paving project, the 2016 Annual and Measure J & L Pavement Rehabilitation Project, will be advertised for bids in May 2016. Its construction is expected to begin towards the end of July 2016. On May 3, 2016 at the regular City Council meeting, City staff will request the City Council to authorize the advertisement for bids of this project.
Roads Selected for 2017 Paving Project
On Tuesday April 19th at the City Council meeting, the Council approved the lists of roads for design under the Annual Paving Project (funded by Gas Tax and County Sales Tax) and the Measures L & J Paving Project (funded by the Measure L .5% sales and the Measure J Bonds). The list of roads were recommended by the Citizens' Infrastructure Oversight Commission (CIOC).

The City recently issued bonds to fund road and drainage repairs throughout the City. Standard & Poor's rated the bonds "AAA" based on Orinda's strong local economy, strong budgetary performance and flexibility, and strong financial practices.

The big news from Environmental Health this year is that placarding will begin April 15, 2016. Inspectors will post the placard when they conduct a routine inspection at a food facility after April 15. In approximately one year, we anticipate all food facilities will have received a placard.

- 19 La Campana - A public hearing to consider Design Review and Tree Removal Permit applications to allow demolition of an existing one-story, 2,310 square foot residence and construction of a new two-story, 4,364 adjusted square foot, single-family residence and removal of a coast live oak tree.
- 20 Via Las Cruces & 66 St. Stephens Drive - A public hearing to consider (now expired) Design Review Permit, Tree Removal Permit, Exception Permit, Encroachment Permit, Use Permit, and Sign Permit applications to allow the replacement of the existing Moraga-Orinda Fire District (MOFD) Station 43 with a new 5,002 square foot station at 20 Via Las Cruces. The applicant also requests a General Use Permit and Sign Permit to allow a 1,080 square- foot temporary facility at 66 St. Stephens Drive (in the parking lot of St. Stephen's Church) to house MOFD personnel and equipment during construction of the replacement fire station. The expired project was originally approved by the Planning Commission in September of 2012. As currently proposed, the new permanent fire station is identical to the prior approval, but the temporary facility is now offsite (at 66 St. Stephens Drive/St. Stephen's Episcopal Church) and slightly larger than the 960 square-foot facility that was approved originally. ***NOTE*** Staff has recommended this item be continued to the next regularly scheduled meeting of the Planning Commission on May 10, 2016

Parks and Recreation
New, Drop-in Futsal!
The Parks and Recreation Department is now offering Drop-in Futsal. This modified form of soccer is an exciting, fast-paced small sided game, widely played across the world and growing quickly in the US. The court surface, smaller reduced-bounce ball and rules create an emphasis on improvisation, creativity and technique as well as ball control and passing in small spaces.
This program is for children ages
8 to 16 years old and is held on Sundays, April 24 through June 5 from 3:00 p.m. to 5:00 p.m. at Wagner Ranch Gym. The players will be assigned to a court based on their age and skill level, and teams will be formed by staff each week. To register call (925) 254-2445.
A Doggone Good Time!
Join the Orinda Parks and Recreation Foundation for a Doggone Fun Fest on Sunday, May 15 from 2:00 p.m. to 4:00 p.m. at the Orinda Community Park. Individuals that attend will be able to watch exercise demonstrations by Diablo Peak Dog Sports, search and rescue demonstrations by the California Rescue Dog Association, a dog parade and more. OYA Season Kick Off!
The Orinda Youth Association (OYA) kicked off the season on April 16 and 17 which marked the start for OYA Baseball, Softball and Soccer. There were 51 teams for a total of 519 children who came out to play in picture perfect weather to commence the start of a new season. Orinda Seniors Walk through Ancient Egypt!
A group of 10 Lamorinda Seniors explored the Rosicrucian Egyptian Museum in San Jose on Thursday, April 14. Guided by an audio tour, participants learned about the fascinating history, artifacts, and architecture of this mysterious civilization.
They even viewed mummies excavated from the tombs of Egyptian pyramids and viewed Journey to the Stars, the museum's Planetarium show.
