City of Orinda Downtown and
Affected Neighborhoods Parking Study
Community Meeting - TONIGHT

TJKM will present their findings on the parking data collection and provide analysis, recommendations and the results of the survey at a second community meeting tonight at 7:00pm, in the Library Auditorium.  To view the meeting materials, click here!

TJKM will  discuss their next steps as they prepare a final report to be presented to the City Council at an upcoming meeting.

This meeting is the next phase of the Parking Study that has included: 1 public meeting on January 27, 2016 and 2 stakeholder meetings.
Public Works and Engineering Services
 
2015 Annual and Measure J & L Pavement Rehabilitation Project
Last week the paving contractor, Bay Cities Paving & Grading, Inc., finalized striping activities and the punch list items provided by the City. This project is now complete.
 
2016 Annual and Measure J & L Pavement Rehabilitation Project  
Last week the City received three (3) bids for the construction of the 2016 Annual and Measure J & L Pavement Rehabilitation Project. The companies that provided bids for this project are: Bay Cities Paving & Grading Inc. (Concord), Ghilotti Bros., Inc. (San Rafael), and Ghilotti Construction Company (Santa Rosa).

City engineering staff opened the bids last week, and this week they will review the bids, beginning with the apparent low bidder and verify that all the bids are responsive and responsible.


On June 21, 2016 at the regular City Council meeting, City staff will request the City Council to award this project to the lowest responsive and responsible bidder. The construction of this project is expected to begin in July 2016.
  
North Lane Storm Water Mitigation Project
Construction of this project will begin on June 27, 2016.

Citizens' Infrastructure Oversight Commission (CIOC)   
At the recent CIOC monthly meeting, the Commission reviewed the latest draft  of a financial summary of the Measures J and L revenues and expenditures.  The Commission requested that staff make minor edits and supported release of the summary.  The summary will be regularly updated and will be available on the Roads and Infrastructure page of the City's website.

The Commission also  discussed the results of the 2016 Measure L ballot from the June 7, 2016 election.  It appears that the measure may pass but given how close the count is to the required 2/3 majority it will not be confirmed until the County has completed counting all the ballots.

Finance Department

The City uses a professional investment management firm, Chandler Asset Management, to invest its reserves. The firm receives oversight from the City's Finance Advisory Committee, a group of citizens who provide input to the City Council and staff on matters involving investments and the City budget. Investments are governed by California law and the City's investment policy.

PLANNING COMMISSION UPDATES:

Meeting to be held on Tuesday, June 14, 2016 at 7:00pm

NEW PUBLIC HEARINGS:
  •    29 Big Leaf Road (Lot 46 at Wilder The Planning Commission will hold a public hearing to consider Design Review and Elevated-Deck Permit applications for a new multi-level, 4,270 square-foot (adjusted) single-family residence.
     
  • 27 Donald Drive - The Planning Commission will hold a public hearing to consider a Design Review for an Encroachment into the Public Right of Way application and Exception Permit application to allow for construction and maintenance of a 5-foot, 11-inch high fence made of partially open material in the public right of way. The fence will be located a maximum of 4 feet beyond the property line and setback approximately 8 to 9 feet from the Donald Drive edge of pavement.
CONTINUED PUBLIC HEARINGS:
  • 98 Diablo View RoadAs a result of public comments received by the Planning Commission at the May 24, 2016 public hearing of this application, the Planning Commission voted unanimously to continue this item to their next regular meeting (June 14, 2016) as a result of a survey requirement being placed on the applicant for purposes of establishing easement, right of way and property ownership with the neighboring property to the south of the proposed project site. 
     
    • Therefore, the Planning Commission will continue this public hearing on June 14, 2016, to consider a Design Review application to allow a 1,435 square-foot addition to an existing 4,874 square-foot residence. The addition will create a new 1,157 square-foot second-story above the existing garage, a 139 square-foot hallway to attach the existing lanai, and a 127 square-foot addition for the stairs leading to the second-story. The property is located in the Ridgeline Overlay District. 
NEW PROJECTS:
  • 544 Miner Road 300 square foot, one-story addition located at the north side of the existing residence. The project will include the removal of two trees, neither of which are protected species. 
ZONING ADMINSTRATOR UPDATES: 
  • 519 Miner Road -Tree Removal Permit requested to remove one protected 21.5" Coast Live Oak tree located in the front yard. The tree was originally assessed as being in good condition in an arborist report in July of 2013. A follow-up assessment from the same arborist in 2016, states that the tree shows significant signs of declining health as a result of the drought and grading for the driveway, and downgrades the tree's viable retention rating from good to poor.
  • 76 Davis Road An Exception Permit application has been received for a proposed project that involves removing a failing slab foundation affecting a portion of the family room and kitchen nook located at the rear of the residence. A new raised foundation to match the rest of the existing residence is proposed. While this damaged area of the residence will not be expanding/change in footprint as a result of the improvement, it does require an exception because the area partially lies within the 30-foot creek setback. The project also includes a 315 square-foot addition to the front of the residence.

The Central Contra Costa Sanitary District (Central San) invites you to their Open House on Saturday, July 16, 10 a.m. to 2 p.m., at their headquarters and treatment plant location, 5019 Imhoff Place, Martinez. Pathway Closure
The pathway behind the Orinda Community Center will be closed June 13 through August 19 to ensure safety for the Summer Camp extended care program. Please use the inside or the front of the Orinda Community Center for access to the Orinda Library. Thank you for your cooperation.  
  

Summer Fun is Here!! 
School's out, camps are starting, and summer evening entertainment has arrived. Summer Concerts in the Park will begin on Tuesday, June 14 at 6:30 pm with Bay Bridge Beat a funk/soul/classic rock group. Community members are invited to come to the Orinda Community Park with  blankets, lawn chairs and picnic baskets for a "kick-off to summer" evening.  A food truck will be present for concessions and this season the Lamorinda Wine  Growers Association will  host tastings during the concert series. 
   
Upcoming Wisdom Workshop about Lamorinda Village
The Orinda Parks and Recreation Department is now offering a series of Wisdom Workshops. These are free informational seminars and workshops geared for adults and seniors that will cover a variety of topics such as community resources, travel, wellness, and more!The next Wisdom Workshop, scheduled for June 15 at 10:30 a.m., will introduce participants to the Lamorinda Village. Executive Director, Anne Ornelas, will share how a Village can be part of your long term plan to remain in your home. The workshop will be held at the Orinda Community Center in Room 7. Participation is free and registration is not required.
Lunch 'n Learn
Lunch 'n Learn attendees were provided tips and handouts to assist them in the process of de-cluttering their homes on June 3. Jean Goldman presented the workshop,
5 Easy Steps to De-Clutter, to thirteen Lamorinda seniors followed by a tasty lunch generously provided by Tiffany Court of Walnut Creek. If you missed it don't worry! Jean will be teaching her De-Cluttering Workshop this fall at the Orinda Community Center.
 
The next Lunch 'n Learn is scheduled for Friday, July 22, with the Moraga Police Department providing insight and tips on how to keep you and your home safe from residential crimes. The Residential Crime Prevention will be held at the Hacienda de los Flores in Moraga, from 10:30 a.m. to 12:00 p.m. Lunch is provided and pre-registration is required by July 18. Ahoy! Cruising the Bay aboard the USS Potomac
Eight Lamorinda seniors recently enjoyed a narrated historical tour of the San Francisco Bay on President Franklin Delano Roosevelt's  Floating White House the USS Potomac.
Leaving from the Port of Oakland, guests cruised around Alcatraz and Angel Island while learning about the ship's history such as Roosevelt's travels with King George VI and Queen Elizabeth in 1939, being purchased by Elvis Presley in 1964, and later sinking at Treasure Island only to be rescued and restored by the Port of Oakland. Orinda Mini-Park Conceptual Design Scheduled for Review on June 21
At its June 21 regular meeting the Orinda City Council will review the final conceptual design for the Orinda Mini-Park located at the Corner of Brookwood Dr. and Camino Pablo. Lamorinda Area Radio Interest Group invites you to visit Moraga Commons for Field Day, the most popular amateur radio on-the-air event in North America. The annual event, hosted by the American Radio Relay League, is free and open to the public. This year's Field Day also honors the centennial celebration of the National Parks Service.

LARIG participants join more than 35,000 amateurs nationwide for this event. Field Day is partly educational, partly an operating event and all about fun! Field Day is on-the-air radio "tag" challenging clubs to connect with as many stations as possible in a 24 hour period. LARIG power is provided by batteries, generators or solar power and demonstrates its off-the-grid capabilities in event of emergency.

LARIG volunteers train to assist civic and first responders in event of emergency and also provide radio communications during community events such as Moraga Treeline Triathlon, Nor Cal Kids' Triathlon, Orinda 4
th of July Parade and Lafayette Art & Wine fest. Members are FCC licensed and supply their own equipment.

Field Day operating hours are 11 a.m. to dusk.

Credit Card Fraud - June 6, 2016 - 60 Block Moraga Way
Report concerns an unknown suspect(s) using victim's credit card without her permission after
losing wallet at the Peet's Coffe in Orinda.

Vandalism - June 9, 2016 - Wagner Ranch School
Report concerns victim's rear window being broken while she was on a walk. Victim parked vehicle in the parking lot of Wagner Ranch Elementary School and returned to her vehicle to find the window broken. Nothing was taken from inside of the vehicle.

Auto Burglary - June 10, 2016 - 250 Block El Toyonal
Report concerns an unknown person breaking victim's window on his work truck. The suspect(s) took approximately $500.00 worth of hand tools from the front seat of the vehicle.

Battery - Orinda Station

Officers responded to investigate a report of a battery that occurred in the parking lot. The victim reported that he was walking through the parking lot and was involved in an altercation with the driver of a vehicle who accused the victim of blocking the roadway. During the altercation, the victim admitted kicking the suspect's car and said that the suspect shoved the victim to the ground. The victim had a complaint of pain, but declined medical treatment. The suspect was not located, but the victim described the suspect as an Asian male, heavy set, late 20's to early 30's who was driving a white Mercedes.

Car Jacking - Orinda Station

A victim reported her 2004 Volvo X90 was taken by force at the Orinda Station. Two suspects took the vehicle by force and pushed the victim to the ground. The victim sustained a minor injury but she refused medical attention. The suspects also took the victim's cellphone and laptop.

A victim reported their catalytic converter was removed from their 2004 Honda Element, while parked at the Orinda Station, between 0730-1830 hours.
