2016 Annual and Measure J & L Pavement Rehabilitation Project
On June 9, 2016, City engineering staff received and opened three (3) bids.  The bids have been reviewed and verified responsive and responsible. The lowest bidder is Bay Cities Paving & Grading Inc., located in Concord, California, with a total amount of $5,633,548.06. On June 21, 2016 at the regular City Council meeting, City staff will request that the City Council award this project to Bay Cities Paving & Grading Inc.  Construction of this project is expected to begin in July 2016.
 
North Lane Storm Water Mitigation Project
The contractor for this project is Bay Cities Paving & Grading Inc. The construction manager is ANCHOR Engineering. Construction of this project will begin on June 27, 2016.
 
This week,the Davey Tree Expert Company will remove a valley oak tree located in public right-of-way, in front of 1 North Lane. A tree removal notice was posted on the tree in early May 2016.

Bike Route Signage and Striping
 
2016 Citywide Bicycle Route Signage and Striping Project
The City of Orinda will be installing bicycle route signage and striping along m ajor corridors throughout the City of Orinda this summer. The bicycle routes include: El Nido Ranch (from St. Stephens Drive to City Limit), Via Las Cruces - St. Stephens Drive (from Honey Hill Road to El Nido Ranch), Glorietta Boulevard (from Moraga Way to City Limit), Rheem Boulevard (from Glorietta Boulevard to City Limit), and Overhill Road - Tara Road - Southwood Drive (from Glorietta Boulevard to Moraga Way).
 
The construction contract was awarded to Chrisp Company. Construction will tentatively take place beginning in late June or early July and will last approximately 3 weeks.

Mini Park Renovation

The "mini park," located at the north east corner of Brookwood and Camino Pablo will soon undergo a renovation.   At the June 21, 2016 City Council meeting, staff will present the proposed conceptual design for the park, which is owned by PG&E but leased to the City of Orinda, and will request direction from the City Council to proceed with the project.



City of Orinda Downtown and Affected Neighborhoods Parking Study

On Monday, June 13, 2016 at 7:00pm in the Library Auditorium, TJKM presented their findings on the parking data collection and provided analysis, recommendations and the results of the survey.  The overall recommendation from TJKM is that limiting the hours that parking in certain areas is allowed and increasing enforcement are key to increasing the turnover of parking in the Theatre Square area of the city. They also recommended permit parking for employees and residents.

BART representative Nicole Foletta was present and subsequently provided information from their 2015 Station Profile Study and the following data on bike parking spaces:

There are currently 100 bike parking spaces at the Orinda BART Station: 60 inside racks, 24 outside racks, and 16 bikelink lockers. The overall bike parking occupancy at the station is 26%. Therefore, there currently appears to be sufficient bike parking available to meet the demands. The most popular bike parking locations are the bikelink lockers, which are about 63% occupied - so there is still capacity even at these lockers.

According to BART's 2015 Station Profile Survey, about 1% of passengers boarding at the Orinda Station arrive by motorcycle or scooter. There are approximately 10 motorcycle parking spaces at the BART parking lot at the Orinda Station, and those are typically full during the day.  BART's Access group is currently working to enlarge the motorcycle parking area, increasing the number of motorcycle parking spaces available.

PLANNING COMMISSION UPDATES: Action Update
 
NEW PUBLIC HEARINGS:
  • 29 Big Leaf Road (Lot 46 at Wilder   -  The Planning Commission held a public hearing to consider Design Review and Elevated-Deck Permit applications for a new multi-level, 4,270 square-foot (adjusted) single-family residence.
    ACTION:  This item has been continued to the July 12 th , 2016 regular meeting of the Planning Commission.  
     
     
  • 27 Donald Drive The Planning Commission held a public hearing to consider a Design Review for an Encroachment into the Public Right of Way application and Exception Permit application to allow for construction and maintenance of a 5-foot, 11-inch high fence made of partially open material in the public right of way. The fence will be located a maximum of 4 feet beyond the property line and setback approximately 8 to 9 feet from the Donald Drive edge of pavement.
    ACTION: By a majority (5-1) vote, the Planning Commission denied the Encroachment Permit application and approved the Exception Permit application to allow for construction and maintenance of an adjusted, 5 foot high (exterior) fence made of partially open material, not within the public right of way.
CONTINUED PUBLIC HEARINGS:
  • 98 Diablo View Road As a result of public comments received by the Planning Commission at the May 24, 2016 public hearing of this application, the Planning Commission voted unanimously to continue this item to their next regular meeting (June 14, 2016) as a result of a survey requirement being placed on the applicant for purposes of establishing easement, right of way and property ownership with the neighboring property to the south of the proposed project site. Therefore, the Planning Commission will continue this public hearing on June 14, 2016, to consider a Design Review application to allow a 1,435 square-foot addition to an existing 4,874 square-foot residence. The addition will create a new 1,157 square-foot second-story above the existing garage, a 139 square-foot hallway to attach the existing lanai, and a 127 square-foot addition for the stairs leading to the second-story. The property is located in the Ridgeline Overlay District. 
  • ACTION: By unanimous (6-0) vote, the Commission approved 
    the Design Review application and adopted the Statement of Official Action as recommended by staff. 
     
     
NEW PROJECTS:
  • 87, 89, 92 Monkey Flower Lane Design review applications for three new single family homes in the Wilder subdivision, ranging from 2,490 to 4,462 adjusted square feet. An elevated deck permit is also sought for the proposed home at 87 Monkey Flower Lane. All proposed homes are two stories. 
ZONING ADMINSTRATOR UPDATES: 
  • 539 Miner RoadLot Line Adjustment and Variance applications for adjustment of lot line between two existing non-conforming parcels with the same ownership: 539 Miner Road, which is currently developed with a single family home; and an adjacent vacant parcel. A Variance is required because the proposed project would bring 539 Miner Road into conformance with minimum lot size requirements but would increase the non-conformity of the vacant lot.

Welcome to Choose Your Own Adventure Camp!
Monday, June 13th marked the official kick-off to summer! The Orinda Parks and Recreation Department welcomed over 130 campers to the Orinda Community Center during the new Choose Your Own Adventure  camps that included dance, science, sports, art, comic books, chess and theatre. Campers are quickly making new friends, learning new things and enjoying some free play between camps while parents are assured their children are safe and happy.
   
Choose Your Own Adventure  camps allow campers to take advantage of extended care options in the morning, lunch and afternoon, all of which are free this year only, and sandwiched between half-day and full-day camp options. Unwind and Relax with Music and a Movie!
Bay Bridge Beat provided community members a great glimpse of what's in store over the next eight weeks of summer. The second Concert in the Park will be held on Tuesday, June 21 from 6:30 p.m. to 8:30 p.m. with a funk/R&B/Soul/smooth Jazz performance by Stratify and Asian fusion food from An the Go . The Lamorinda Wine Growers Association will also host tastings during the concert. Thank you to the Orinda Parks and Recreation Foundation, supported by the Orinda Community Foundation and City of Orinda, for providing this wonderful Tuesday evening entertainment. 
 
The first Movie in the Park will be held Thursday, June 23 featuring the beloved and hilariously funny Minions . Presented by the Orinda Parks and Recreation Foundation with support from the Orinda Community Foundation and the City of Orinda, the featured film of the evening will begin at dusk.

Lamorinda Area Radio Interest Group invites you to visit Moraga Commons for Field Day, the most popular amateur radio on-the-air event in North America. The annual event, hosted by the American Radio Relay League, is free and open to the public. This year's Field Day also honors the centennial celebration of the National Parks Service.

LARIG participants join more than 35,000 amateurs nationwide for this event. Field Day is partly educational, partly an operating event and all about fun! Field Day is on-the-air radio "tag" challenging clubs to connect with as many stations as possible in a 24 hour period. LARIG power is provided by batteries, generators or solar power and demonstrates its off-the-grid capabilities in event of emergency.

LARIG volunteers train to assist civic and first responders in event of emergency and also provide radio communications during community events such as Moraga Treeline Triathlon, Nor Cal Kids' Triathlon, Orinda 4
th of July Parade and Lafayette Art & Wine fest. Members are FCC licensed and supply their own equipment.

Field Day operating hours are 11 a.m. to dusk.

Report concerns unknown suspect(s) breaking the right front window on victim's vehicle with an unknown object while it was parked in his driveway.
 
Petty Theft - June 17, 2016 - CVS
Report concerns suspect taking approximately 11 bottles of whiskey from CVS, passing the register without attempting to pay, and exiting the store. The theft occurred over three days and was captured on store surveillance system.

Under the Influence of Narcotics - Orinda Station

Multiple patrons reported a suspect acting erratically on a SF bound train and at various stations along the Pittsburg line. Officer intercepted a train at Orinda Station and located the suspect who was showing signs of being under the influence of narcotics and the suspect admitted recently using "bath salts" and marijuana. The suspect was transported to county hospital for treatment under section 5170 W&I.
