Public Works and Engineering Services
 
2016 Annual and Measure J & L Pavement Rehabilitation Project
At the regular City Council meeting on Tuesday, June 21st, the Orinda City Council awarded the contract for this project to low bidder, Bay Cities Paving & Grading Inc., located in Concord, California, for an amount of $5,633,548.06. In the next few weeks, the City and the contractor will execute the construction contract related to this project.
 
Construction of this project is expected to begin in late July 2016.

North Lane Storm Water Mitigation Project
The contractor for this project, Bay Cities Paving & Grading Inc. and the construction manager, ANCHOR Engineering expect to begin construction of this project on June 27, 2016.
 
In the next couple of weeks, Davey Tree Expert Company will remove a valley oak tree located in the public right-of-way in front of 1 North Lane. A tree removal notice has been posted on the tree since early May.

Santa Maria Park & Ride Lot Stabilization Project
The City has advertised the Santa Maria Park & Ride Lot Stabilization Project for bids. At the May 31st City Council meeting, the Council authorized the advertisement of bids for this project.  The project consists of stabilizing a portion of the Park & Ride Lot on Santa Maria Way by installing concrete piers. The work also includes repaving part of the parking lot and re-configuring the handicap parking spaces to meet current standards. Bid opening will be on July 12th. Construction is expected to start in August or September and will last approximately 2 months.

With summer in full swing, Orindans are spending much more time outdoors working and     playing. To ensure that all can enjoy their properties in peace and quiet, the City established noise regulations that limit noise to 60 decibels with specific criteria and exceptions for: construction projects; yard work with power equipment; golf course maintenance and private clubs. The chart summarizes the days and times during which these activities are allowed to occur with the associated penalties for violating the code.  To report a violation of the noise ordinance, please call the Police Dispatch at 925-284-5010.

City Council Meeting Highlights - June 21, 2016

Here are a few highlights from the June 21st City Council Meeting:

Items for the Good of the City
  • Orinda Association - Provided an overview of the upcoming Fourth of July activities
Consent Calendar, Public Hearing and Policy Matters 
  • Awarded Construction Contracts for the 2016 Annual and Measures J&L Pavement Rehabilitation Project.
  • Adopted a new Fee Schedule to include Development Impact Fees and Fees for services provided by Planning, Public Works and Engineering Services, Parks and Recreation, Police and Administrative Departments.
  • Approved Operating Budget Amendments for Fiscal Year 2017 and the Capital Improvement Plan (CIP) for Fiscal Years 2016-2020.
  • Approved a revised Conceptual Design of the Orinda Mini Park located at the corner of Camino Pablo and Brookwood Drive adjacent to Theatre Square.
  • Approved going out for bids for the BART - Downtown Access Ramp and Lighting Project, which will improve pedestrian access between the Orinda BART station and the Downtown Theatre Square area.
  • The City Council also called for a General Municipal Election to be held on November 8, 2016 for the purpose of filling two council seats.  The candidate nomination period opens on Monday, July 18, 2016 and closes on Friday, August 12, 2016.  Anyone interested in running for office should contact Sherry M.   • The City Council should receive the June 7, 2016 final election results for Measure L by July 5, 2016.  Measure L  will provide $25,000,000 in General Obligation Bonds to finance roadway and storm drain improvements in the City of Orinda.  As of the last vote tally by the County Registrar of Voters the measure is passing 68.52% (5,408 votes) in favor and 31.48% (2,485) in opposition.  This measure requires a 2/3 vote of approval to pass.

  • Lavenida Lane Vesting Tentative Subdivision Map 9260Request for 24-month extension of the Lavenida Lane Vesting Tentative Map (VTM 9260) which is currently scheduled to expire on December 5, 2016.  If granted by the Planning Commission, the expiration of VTM 9260 would be extended to December 5, 2018. 
NEW PUBLIC HEARINGS:
  • 412 Camino Sobrante - A public hearing to consider a Design Review for demolition of >50% of walls on an existing one-story, 2,865 adjusted square foot residence, construction of a two-story 5,983 adjusted square-foot single-family residence and Tree Removal Permit for the removal of two protected Valley Oak trees.
  • 30 Charles Hill Circle -  A public hearing to consider a Design Review, Elevated Deck, and Tree Removal Permit applications for a new 4,726 adjusted square foot single-family residence.
  • 34 La Vuelta - 
    A public hearing to consider a Design Review, Elevated, Exception, and Tree Removal Permit applications for a new multi-level, 3,402 adjusted square-foot, single-family residence. The proposed garage will be located 4 feet from the front setback, as measured from the right-of-way and not the front property line, where according to ยง17.4.7, Steeply-Sloping Front Yard, a minimum 15-foot setback is required for garages. The proposed development also involves the removal of 11 protected trees and a replacement of tree shrubs that are equivalent to 25 trees.
  • 68, 66, 62, 65,67 & 69 Windy Creek Way - 
    A public hearing to consider a Design Review applications for six new multi-level, single-family residences on Lots 186, 187, 188, 199, 200, and 201, and two Elevated-Deck Permit applications on Lots 200 and 201, in the Wilder subdivision.
NEW PROJECT APPLICATIONS - 
  • 15 Altarinda Road - Carport structure with 40.26 kw solar photovoltaic system over existing office building parking lot.
ZONING ADMINSTRATOR UPDATES - 
  • 93 La Espiral - 

    Design Review for an Encroachment into the Public Right-of-Way application and Exception Permit to replace failing retaining walls as well as widen and regrade existing driveway to improve access. The permits are required as multiple retaining walls within the front yard setback and public right-of-way will be replaced with a retaining wall with a maximum height of 6 feet.

Lacrosse: Run, Pass & Shoot
 
There are still spaces available for the  Lacrosse: Run, Pass & Shoot camp scheduled for July 11 through July 15. Players will first focus on being fundamentally sound and technically correct. Players will then be grouped together by age and ability to learn appropriate drills, skills, techniques and teamwork. Children will have an opportunity to develop leadership skills and build self-esteem as they improve their technique. This camp is for children 7 to 13 years of age and is from 9:00 a.m. to 12:00 p.m. at Pine Grove Park. To register click here and search for barcode 20702 or call (925) 254-2445.
 
Upcoming Concert will feature Motown Classics
Concerts in the Park are now in full swing at the Orinda Community Park located at 28 Orinda Way. The  3 Day Weekend will consist of performances of Motown classics and  Streetdogs Food Truck will grill Chicago-style hot dogs for those with an appetite on June 28. There is a wonderful new addition this year to the concert series, the Lamorinda Wine Growers Association has hosted tastings during the last two concerts and will continue to do so throughout the summer. The concert will be held from 6:30 p.m. to 8:30 p.m. and is sponsored by the Orinda Parks and Recreation Foundation, with support from the Orinda Community Foundation and City of Orinda.
 
Lost and Found
 
City Staff had success in finding a lost Volvo car key recently at Orinda Oaks Park. Amongst the sea of grass, maintenance staff recovered the key and was able to return it to its owner!!

Residential Burglary Attempt - June 21, 2016 -  La Fond Lane
Report concerns an attempted burglary. Victim heard a noise outside the window of the residence. When victim went to investigate and discovered a male wearing a black sweatshirt, attempting to pry open his window. The suspect fled the scene on foot after victim yelled at him.
 
Residential Burglary, Possession. Loaded Firearm, Poss. Concealed Firearm, Poss. Burglary Tools - June 21, 2016 - 30 Block, Underhill Road
Report concerns the arrest of suspect on multiple charges. Suspect was seen exiting residence with stolen property when apprehended by Orinda PD. A search of the suspects vehicle resulted in tying the suspect to multiple burglarized residences.
 
Stolen Vehicle Recovered - June 23, 2016 - Hwy 24
Report concerns the recovery of an unoccupied 2013 Chrysler 200 that was reported stolen via carjacking from Oakland.
 
Drunk in Public - June 25, 2016 -  Camino Pablo  
Report concerns the arrest of suspect for public intoxication and resisting/delaying an officer. Suspect was highly intoxicated and unable to care for himself or get home.
