2015 Annual and Measure J & L Pavement Rehabilitation Project
Although there are no new streets being paved this week, Bay Cities Paving & Grading, Inc., is continuing clean up activities on streets that were part of the project. City staff and the construction management consultant prepared a list of streets and marked the areas where the contractor will reconstruct asphalt curb (AC) dikes. The contractor will apply hot mix asphalt (HMA) to small areas within the project limits, including 19 Valley Drive to secure proper drainage to the existing drainage inlets.  Bay Cities Paving and Grading, Inc. will begin raising all utility valves and manhole covers, this work will last approximately three (3) weeks. The contractor will initiate installation of AC dikes in the next two (2) weeks which will take approximately two (2) days. Striping activities on the 25 street sections of the project will take place at the end of May 2016.
 
2016 Annual and Measure J & L Pavement Rehabilitation Project
The upcoming 2016 Annual and Measure J & L Pavement Rehabilitation Project, will be advertised for bids in mid-May with construction expected to begin towards the end of July 2016.  At the May 3, 2016  regular City Council meeting, City Council authorized the advertisement for bids of this project.
 
City staff and consultants have identified more than ten (10) trees in the public right-of-way that will require an Arborist consultation that may require branches be trimmed or the removal of certain trees.  The locations of these trees are:
 
-Three (3) trees in front of 24 Altamount Drive.
-One (1) tree at the back of 15 Los Altos Road.
-One (1) tree in front of 14 Bobolink Road.
-Multiple trees in front of 28 Bobolink Road.
-One (1) tree at the intersection of Manzanita Drive and Bobolink Road.
-One (1) tree in front of 4 Camino del Diablo.
-One (1) tree at the corner of Estates Drive and Estates Court.
-One (1) tree in front of 37 Via Farallon.
-One (1) tree in front of 41 Via Farallon.
 
The trimming of tree branches is necessary to provide a fifteen (15) foot vertical clearance from the edge of the roadway, which is required by the Moraga Orinda Fire District's (MOFD) Ordinance #13-01 which has been adopted by the City of Orinda. The clearance is required for safety of fire equipment, fire fighters and to the public. The Arborist may determine that trimming  branches, could make the tree unstable and they may recommend tree removal.  City staff and consultants are identifying additional trees that may require an Arborist consultation. A complete list of these trees will be available by the end of May 2016.
 
In addition, there are four (4) trees in front of 137 Goodfellow Drive that will need to be removed in order to replace the existing damaged curb and gutter to prevent premature road base failure under the new pavement.
 
North Lane Storm Water Mitigation Project
In November 2015, the City executed a Service Contract for construction management services with Anchor Engineering, Inc. (ANCHOR).

On April 28, 2016, the City received and opened six (6) bids for the construction of the North Lane Storm Water Mitigation Project. The companies that provided bids for this project are: Anvil Builders Inc. (San Francisco), Bay Cities Paving & Grading Inc. (Concord), Bay Pacific Pipelines, Inc. (Novato), JMB Construction, Inc. (South San Francisco), McGuire and Hester (Oakland), and R.J. Gordon Construction, Inc. (Pleasant Hill).
 
City engineering staff reviewed the bids, starting with the apparent lowest bidder, and verified that all the bids were responsive and responsible. The lowest bidder is Bay Cities Paving & Grading Inc. with a total bid proposal of $2,298,827.   City staff will request the City Council to award this project to the lowest responsive and responsible bidder at the May 17, 2016 regular City Council meeting.

2016 MADD Recognition Award
On Tuesday, May 10, 2016 Chief Mark Nagel and Officer Landon Lawson attended the 2016 Law Enforcement & Prosecutor Luncheon held at Levi's Stadium in Santa Clara.

At the event, Officers from all over the Bay Area are recognized for their efforts in removing impaired drivers from our roadways. The long hours and dedication to this effort makes a difference. Hundreds are alive today never knowing that personal tragedies were likely averted due to the officers' actions.  
Officer Lawson made 27 DUI arrests for 201 5 and he,
along with all Orinda officers, continue their efforts on a daily basis.

  • PLANNING COMMISSION ACTION MINUTES:
    •   Continued Public Hearings:
  • 20 Via Las Cruces & 66 St. Stephens Drive - A continued public hearing to consider (now expired) Design Review Permit, Tree Removal Permit, Exception Permit, Encroachment Permit, Use Permit, and Sign Permit applications to allow the replacement of the existing Moraga-Orinda Fire District (MOFD) Station 43 with a new 5,002 square foot station at 20 Via Las Cruces. 
  • The applicant also requests a General Use Permit and Sign Permit to allow a 1,080 square-foot temporary facility at 66 St. Stephens Drive (in the parking lot of St. Stephen's Church) to house MOFD personnel and equipment during construction of the replacement fire station. The expired project was originally approved by the Planning Commission in September of 2012.  As currently proposed, the new permanent fire station is identical to the prior approval, but the temporary facility is now offsite (at 66 St. Stephens Drive/St. Stephen's Episcopal Church) and slightly larger than the 960 square-foot facility that was approved originally.
  • ACTION - The design review, permit applications were approved and the Statement of Official Action was adopted by a unanimous vote.

Project Description:
The applicant seeks relocation of an established personal-care salon business (Class B) into a 1,300 square-foot space that was previously a photography studio. The proposed use will provide hair, nail, and skin care; body therapy, and retail services. The proposed use offers four hair stations, two treatment rooms, and two nail-care stations. The proposed hours of operation are 9:00 a.m. to 6:00 p.m., Monday through Saturday. The applicant anticipates six employees to provide services during the proposed hours. A Commercial-Use Permit is required because the proposed space is designated Type 1 ground-floor space (prime-retail frontage).

Tot Lot will be closed for Maintenance!
   
The City will be closing the Tot Lot closest to the tennis courts in the Orinda Community Center Park on Thursday, May 19 and Friday morning, May 20. This play area, which is for children 5 to 12 years of age, will be closed in order to swap out the existing sand with engineered wood fiber chips. The sand will be removed on Thursday and the new chips will be added Friday morning. The goal is to reopen the Tot Lot on Friday afternoon.  
Awards Night!
 
On Friday, May 20 the City will host the first Orinda Teen Advisory Council (OTAC) Awards Night to honor the outgoing officers and to encourage teens to meet new individuals and have fun. The event starts at 6:30 pm and is open to all, you do not have to be a member of OTAC to attend. There will be Ultimate Frisbee in the Orinda Community Center Park, followed with food, music, mingling and an honorary ceremony for the officers.

Each year, Summer OuTeens participate in a wide variety of adventures throughout the month of July. Each week consists of 3 trips along with 2 days of camp at the Orinda Community Center playing games, working on art projects and having fun! Summer Evening Fun Almost Here!
The Parks and Recreation Department would like to invite community members to the Orinda Community Park, at 28 Orinda Way, for summer entertainment starting in June.
 
Summer Concerts in the Park, which are sponsored by the Orinda Parks and Recreation Foundation and supported by the Orinda Community Foundation, Rotary Club of Orinda and City of Orinda, are held on Tuesday evenings from 6:30 p.m. to 8:30 pm, with the exception of the July 24, 2016 Opera in the Park event which is held on Sunday and will begin at 4:00pm.
