2015 Annual and Measure J & L Pavement Rehabilitation Project
 
 
     
Last week the paving contractor, Bay Cities Paving & Grading, Inc., completed paving activities on Camino Sobrante and applied hot mixed asphalt (HMA) to the turnaround pocket at Canon Drive.
This week the contractor will continue clean up activities on all the streets of the project and has scheduled to start raising all utility valves and manhole covers. Next week, the measurements for AC dike will take place. The actual installation of the AC dikes will follow. The contractor will also apply HMA to small areas within the project limits, including in front of 19 Valley Drive to secure proper drainage to the exiting drainage inlets. These activities will take approximately three (3) to four (4) weeks, after which, the contractor will stripe the 25 street sections of the project. It is expected that the striping and project completion will take place at the end of May 2016.
The upcoming paving project, the 2016 Annual and Measure J & L Pavement Rehabilitation Project, will be advertised for bids in May 2016. Its construction is expected to begin towards the end of July 2016. On May 3, 2016 at the regular City Council meeting, City staff will request the City Council to authorize the advertisement for bids of this project.

North Lane Storm Water Mitigation Project
Last week the City received and opened six (6) bids for the construction of the North Lane Storm Water Mitigation Project. The companies that provided bids for this project are: Anvil Builders Inc. (San Francisco), Bay Cities Paving & Grading Inc. (Concord), Bay Pacific Pipelines, Inc. (Novato), JMB Construction, Inc. (South San Francisco), McGuire and Hester (Oakland), and R.J. Gordon Construction, Inc. (Pleasant Hill).
City engineering staff will review these bids, starting with the apparent lowest bidder, and verify that all the bids are responsive and responsible. On May 17, 2016 at the regular City Council meeting, City staff will request the City Council to award this project to the lowest responsive and responsible bidder.

A Big Thank You to our Volunteers on Orinda Action Day Creek Clean Up!
 
Friends of Orinda Creeks participated in Orinda Action on Saturday, April 23, 2016. Thanks to our 15 volunteers from the Orinda community and from the Orinda Junior Women's Club, we removed 3 truckloads of invasive plants, 12 bags of trash and one bag of recycling from the banks of San Pablo Creek, from behind Chevron Station all the way to the lower Safeway Parking lot. 

And because of the outstanding "can-do" spirit of a particular young man named Ryan, we also removed a shopping cart and a 6 x 8 waterlogged carpet!
 
That is a lot of trash that will not make its way to San Pablo Reservoir,
 thanks to these wonderful volunteers. 
   

Come and See our New Interpretive Sign!

On Friday, April 29, Friends of Orinda Creeks installed a brand new interpretive sign in the Orinda Community Park near the tot structure. It features pictures of San Pablo Creek in downtown Orinda, local wildlife, a map of Orinda's watershed, and information about the creek. The sign was produced and installed in partnership with the City of Orinda.

  Central San Expands Hours of Recycled Water Station
 
T he Central Contra Costa Sanitary District (Central San) expanded the hours of its 
Residential Recycled Water Fill Station on May 2.

The Station is now open Monday through Friday, 8 a.m. to 6 p.m.
Saturday and Sunday, 9 a.m. to 4 p.m.
 
The Station is located at the Household Hazardous Waste Collection Facility, 4797 Imhoff Place, Martinez.
 
Central San residential customers can fill their own containers with FREE recycled water at the
Station and use it to hand-water their lawns, gardens and landscaping.
 
Eligible communities include Alamo, Blackhawk, Clayton, Concord, Clyde, Danville, Lafayette,
Martinez, Moraga, Orinda, Pacheco, Pleasant Hill, San Ramon, and Walnut Creek.

False Alarm Fees
The Orinda Police Department responds to an average of 2000 false alarms each year.  Patrol Officers are spending valuable patrol time responding to false alarm calls which cuts into preventative patrol measures of other police duties. 
 
The City of Orinda Municipal Code 8.12.070 states:  "A. For every Orinda Police Department response to a false alarm in excess of two during any ninety (90) day period, the subscriber of the errant alarm shall pay a false alarm fee."  The fee for false alarms is $281.00.
 
Alarm systems are a valuable asset to crime detection and crime prevention.  The City of Orinda promotes the effective and proper use of alarm systems.  You can help reduce the likelihood of additional false alarms if you:
 
1.  Be sure to have a good quality alarm system that has been installed by a licensed alarm company. 
2.  Train your family members and all of your employees on the alarm system to ensure they are            familiar with the code and how it works. 
3.      Have your alarm system tested on a regular basis. 
4.      Be sure your alarm company provides you with a cancellation code and make sure all authorized users know the code.  In the event of an accidental activation of your alarm, immediately contact your alarm company. 
5.     If your residence has a perimeter fence or gate that has a lock or security code, make sure that our alarm company has the most up to date information when providing an alarm call to the 24-hour dispatch.

PLANNING COMMISSION UPDATES - ACTION MINUTES - 

  • 4/21/2016 Special Meeting (Wilder Development Agreement) -  The Planning Commission held a public hearing to review and make recommendations to the City Council on the adoption of the proposed 7th amendment to the 2005 Development Agreement (DA) for the Wilder Project. The proposed DA amendments include: (1) Revisions to the process for reviewing and acting on applications for Design Review Approval for new homes in the Wilder Project; (2) Incorporation of the provisions governing development of new homes in Wilder, which are currently set forth in multiple documents, into a single document, the Wilder Residential Development Standards; (3) Relocation of the Art & Garden Center to Wilder Park and associated amendments regarding costs for the facility and plan approval; (4) Permitting placement of soil from grading home sites on the current Art & Garden Center site and development of a trailhead respite area at this site;(5) Installing artificial turf on Playfield 4; and (6) Permitting development of second units in the Wilder Project. 

ACTION: A recommendation to City Council, to adopt the proposed 7th amendment to the 2005 

Development Agreement (DA) for the Wilder Project was approved by the Commission.

 

April 26, 2016 Regular Meeting  

  • New Public Hearings:
    • 19 La Campana - A public hearing to consider Design Review and Tree Removal Permit applications to allow demolition of an existing one-story, 2,310 square foot residence and construction of a new two-story, 4,364 adjusted square foot, single-family residence and removal of a coast live oak tree.
      • ACTION: The design review and permit applications were approved and the Statement of Official Action was adopted.
    • 20 Via Las Cruces & 66 St. Stephens Drive -  A public hearing to consider (now expired) Design Review Permit, Tree Removal Permit, Exception Permit, Encroachment Permit, Use Permit, and Sign Permit applications to allow the replacement of the existing Moraga-Orinda Fire District (MOFD) Station 43 with a new 5,002 square foot station at 20 Via Las Cruces.  The applicant also requests a General Use Permit and Sign Permit to allow a 1,080 square-foot temporary facility at 66 St. Stephens Drive (in the parking lot of St. Stephen's Church) to house MOFD personnel and equipment during construction of the replacement fire station. The expired project was originally approved by the Planning Commission in September of 2012.  As currently proposed, the new permanent fire station is identical to the prior approval, but the temporary facility is now offsite (at 66 St. Stephens Drive/St. Stephen's Episcopal Church) and slightly larger than the 960 square-foot facility that was approved originally.  ***NOTE*** Staff has recommended this item be continued to the next regularly scheduled meeting of the Planning Commission on May 10, 2016
      • ACTION: This hearing will be continued to the next regular meeting of the Planning Commission of May 10, 2016 at 7:00PM.
    • Lots 184, 185, 202, 203 & 204 at Wilder (Lots located on Windy Creek Lane) - A public hearing to consider five Design Review applications for five new multi-level, single-family residences and four Elevated Deck Permit applications on Lots 185, 202, 203 & 204 in the Wilder subdivision.
      • ACTION: Lot 203 will be continued to a future hearing. The remaining four lots as well as adoption of the Statement of Official Action were approved.
  • Continued Public Hearings:
    • Lots 90, 91, 100, 101 & 102 at Wilder (Lots are located on West Hill Way) - A public hearing to consider Design Review applications for five new, single-family residences and three Elevated Deck Permit applications as part of the proposed new, single family residences on Lots 100, 101 & 102 in the Wilder Subdivision.
      • ACTION: Design review and permit applications for all five lots were approved.
The next regular meeting of the Planning Commission will be held on Tuesday, May 10, 2016 at 7:00PM in the Orinda Library Auditorium located at 26 Orinda Way
  • NEW PROJECT APPLICATIONS:
    • 57-61 Windy Creek Way: Design review applications for five new single-family homes in the Wilder subdivision, ranging from 2,452 to 4,894 adjusted square feet. An elevated deck permit is also sought for the proposed home at 57 Windy Creek Way. All proposed homes are two stories with the exception of 61 Windy Creek Way, which is one-story.
    • 232 Brookwood Road - Commercial Use Permit CUP-2016-003 for a proposed boutique retail, hair salon, and personal grooming business. 
  • ZONING ADMINISTRATOR UPDATES:
    • 103 & 105 Barbara Road - Application received for a lot-line adjustment (LLA).


MEASURE L - INFORMATIONAL MEETING

Informational Meeting about Orinda Measure L -  
the Roads Repair Bond - which will be on the June Primary ballot.
  
The meeting will be on Wednesday May 4th, from 7:00 PM to 8:30 PM,
at the Orinda Library Auditorium.
 
The OA will also publish a "Pro-Con" debate about Measure L in the upcoming
May issue of The Orinda News.

Orinda Action Day Projects Update
There were many wonderful volunteers who came out to support their city by helping beautify multiple areas during this year's Orinda Action Day.
             
Volunteers assisted with projects at the Orinda Community Park and at Orinda Oaks Park. At the Orinda Community Park families and volunteers helped spread 2 yards of sand into the sandbox and there was wonderful team work to clean up the wood steps leading from the park to Orinda Way. Volunteers at Orinda Oaks Park cleaned the areas surrounding the bocce ball court and horseshoe pit. In addition, many volunteers picked up litter within the Downtown areas and along major roadways.
 
Members of the Orinda Teen Advisory Council (OTAC) volunteered as well. Their project was to paint the bridge connecting Orinda Way to Camino Pablo Road. The bridge was originally built in 1920 and needed a fresh coat of paint. After several hours of work, the group was able to restore the bridge to its original beauty.

Officers responded to the station to investigate a report of a subject who was scaring other patrons. On arrival the officers detained the suspect and determined that he was wanted on a $5,000 arrest warrant for narcotics charges out of San Mateo County.
