ADVOCACY MATTERS
Yesterday Pennsylvania's spending plan became law without Governor Wolf's signature. The House and Senate continued to work on the revenue side of the budget after having become snagged on several points, and no one has a clear idea about when this obstacle will be hurdled.
The Pittsburgh Post-Gazette and
Philadelphia Inquirer both ran budget stories yesterday.
The spending plan does include $2 million for the Pennsylvania Historical and Museum Commission's (PHMC) Cultural and Historical Support grants and level funding at $9.59 million for the Pennsylvania Council on the Arts' (PCA) grant programs. The plan also has included $750,000 in the Department of Community and Economic Development's (DCED) budget for Marketing for the Accredited Zoos. Both the PHMC and the PCA saw cuts to their operational budgets under this plan.
The Pennsylvania Museum Preservation Act was not included in this year's budget discussions. It moved out of the Senate State Government Committee and was considered in the Senate twice. The bill was referred to the Senate Appropriations Committee, and it remained there while part of Pennsylvania's budget was hammered out. PA Museums has supported the Pennsylvania Museum Preservation Act from its introduction, and we continue to feel this bill is an important one. It may be taken up again when the legislature returns to session after their summer break, and we will continue to monitor its progress.

ANNOUNCEMENT
The Pennsylvania Historical and Museum Commission (PHMC) has released an announcement about its deaccessioning items at several of its sites.
From this announcement:
"The PHMC places a high priority on keeping objects in the public domain. Whenever possible, deaccessioned objects will be sold, exchanged, or transferred to responsible, non-profit, educational institutions whose missions are relevant to the deaccessioned objects, and who will adequately care for the objects and ensure the general public's access to them. The Pennsylvania Historical and Museum Commission recognizes a limited number of objects have nominal market value and will consider proposals to transfer some objects to other institutions at no cost to the recipient beyond the costs of shipping/transportation. We would ask, however that you express any interest you might have in these items by August 18, 2017."

An important part of the user-centered design process is synthesizing your user research so you can make the most of it in your projects. Personas are a tool to help you identify, research, and understand your audiences, and then summarize them into well-defined fictional individuals. They're a useful way to explore your audience demographics, capabilities, goals, motivations, and limitations. You can then use these personas to help inform design decisions and share your audience research with your organization.
In this webinar, we'll review all the steps necessary to create meaningful, accurate, and effective personas. We'll discuss the persona development process, the research you'll need to conduct based on your current or anticipated audiences, and how to use personas effectively throughout a project. We'll look at online tools to help you craft personas and share them with your team for review, as well as nontraditional strategies to take your personas further and make them a useful tool for long-term planning.

Association of African American Museums Conference

AAAM's 39th Annual Conference will be hosted by the Smithsonian's National Museum of African American History & Culture (NMAAHC) and honorary chair, Founding Director Lonnie Bunch, beginning July 31 - August 4, 2017 in Washington, D.C. The annual conference will broaden the perspectives of those in attendance by promoting an understanding of the social movements -- Civil Rights, Black Power and Black Studies -- which helped to foster racial consciousness in the 1960s and cultivate the creation of Black Museums over the past 50 years.
