Union Attempt to Place a PLA on Cuesta College's $275 Million Measure L Construction Bond Shot Down by Aggressive and Effective Campaign

We discovered the PLA, thanks to Labor Issues Solutions' Kevin Dayton, only six weeks ago when it was discovered that unions had requested and been given an opportunity to tout the highlights of PLAs in January at the college's trustee meeting. Alerted CFEC and our allies sprang into action and by the next meeting more than 150 local citizens packed the board room to make the board aware that they had made a grave error. Then Wednesday CFEC and our allies were given equal time to present, formally, our case via a 30 minute presentation, something that was done most effectively.

 

The presentation kicked off with the San Luis Obispo Builders Exchange's fearless leader Leslie Halls giving opening remarks. She then handed the baton off to ABC of Central California's Russell Johnson who showed a very effective video touting ABC's world class apprentice programs while explaining to the board that a PLA would make it impossible for merit shop apprentices to be used under a PLA. Next up was the Western Electrical Contractors' (WECA) Richard Markuson who handed out and explained a powerful sheet showing how much money a merit shop worker would lose by working under a PLA. CFEC's Eric Christen then closed the presentation with a PowerPoint that highlighted the waste, fraud, and abuse associated with PLAs.

The presentation was followed by members of the public being given time to speak and here the anti-PLA speakers not

only outnumbered the pro-PLA side, but were superior qualitatively as well.

 

Then came board discussion and it was clear immediately that our educational campaign had paid off. Trustee Sysak led things off by claiming that he couldn't imagine why the college would consider limiting competition and that if a PLA did come up for a vote, he'd be against it. Trustee Mitchel posed a brilliant question to staff when she asked staff if the college had suffered any strikes or work stoppages on previous projects, to which they responded they had not. Trustee Hitchman said that while he was a union guy and "pro-labor", he could not vote for something that would discriminate against workers. The conversation went on a little longer with Board President Mullen stating that unless there was a motion to proceed further with a PLA discussion the college would continue to bid work as is. And with that the issue died.

 

With the first bonds having been approved to be sold earlier in the meeting the college will soon have work for local contractors to bid and work on, while taxpayers will get the best bang for their buck they can. This is great news and we encourage everyone to please contact the board and let them know much you appreciate their lack of action on a PLA. 

Vacaville Unified School District to Hold PLA Workshop on Monday  

This Monday, March 9, beginning at 6:30pm, the Vacaville Unified School District will be holding a workshop to discuss the issue of a PLA. Unions are attempting to get a PLA placed on the District's recently passed $194 million Measure A school construction bond. The work session will be held at 401 Nut Tree Rd, Vacaville, CA. CFEC and our allies will be making presentations and helping to convey the message that PLAs have no place in our state or country.

 

What you can do:

 1. Please plan on attending this meeting and speaking

 2. Contact the school board to express your feelings about PLAs.

Hercules City Council to Vote on PLA for Wastewater Treatment Plant

On Tuesday, March 10, it is the Hercules City Council's turn to vote on a PLA (click here and see Item 12.1). Set to begin at 7:00pm the meeting will be held at the City's Council Chambers located at 111 Civic Drive in Hercules. The City is building a waste water treatment plant in partnership with the City of Pinole. Unbeknownst to the City of Hercules, however, the Pinole City Council took the brazen step of authorizing a PLA on the facility without consulting its partner city! Should the PLA actually be put into effect the City of Hercules would be responsible for whatever cost overruns the PLA would almost certainly result in. This lack of good faith by a majority of the city council in Pinole has not gone over well, to say the least.

 

We can defeat this PLA but we need your help!

 

What can you do?

 1. Contact the City Council today and express your feelings about PLAs.

2. Show up at the City Council meeting and show your support for open competition.

CFEC's Eric Christen Gets Editorial Published Calling Out School Board for Pro-PLA Vote

Our non-linear approach to fighting PLAs sees us use many different tools to combat these "agreements." One of those is what is called "earned media", which is where we generate free media on our issue in local media. An example of this occurred this past weekend when an editorial that Eric wrote highlighting the shameful approval of a PLA by three members of the San Bernardino Community College Board of Trustees,  was published in the San Bernardino Sun newspaper .  Our goal is to educate the taxpayers and voters, here and everywhere, about what this board, or any board, has done in voting for a PLA and then hold them accountable.
