DESCRIPTION:
 
Transition services assist a toddler with a disability and his or her family to experience a smooth and effective transition from the early intervention program under Part C of the Individuals with Disabilities Education Act (IDEA) to early childhood special education services under Part B. If you have questions about transition requirements, want to increase your confidence in implementing those requirements, or want ideas for collaborating locally to build more effective local agreements for transition, please plan to participate in this 2-part series dedicated to transition. Both sessions are appropriate for local Part C staff, particularly service coordinators and local system managers, and Part B early childhood special education staff.

Part I
September 6, 2016 : State staff from the Department of Behavioral Health and Developmental Services (DBHDS) and the Department of Education will jointly review transition requirements from both the Part C and Part B perspectives. They will highlight areas where there are overlapping responsibilities and identify policy, procedures, and timelines that are regulated as well as those that offer local determination.  


Part 2
October 4, 2016 : Building on the information presented in Part I, staff from local early intervention systems and local school divisions will lead a web discussion about effective transition planning, communication, and collaboration at the local level. The Part C and Part B teams will discuss strategies for building and maintaining a good working relationship to ensure smooth and effective transitions.

Sarah Moore, M.Ed.
Sarah is a Monitoring Consultant with the Infant & Toddler Connection of Virginia. Previously Sarah worked as a Local System Manager and school counselor.
 


Phyllis Mondak
Phyllis Mondak, M.S., M. Ed.
Phyllis has experience in ECSE from the classroom to administration (local and state). She is now retired and doing educational consulting and other activities. In the past Phyllis has been a strong advocate for inclusive settings, work force education, and appropriate funding for all early childhood programs.
 

Kyla Patterson

Kyla Patterson, M.S.
Kyla is the Policy Consultant with the Infant & Toddler Connection of Virginia state office, where she has worked for the past 20+ years. Prior to that, she provided service coordination and developmental services and worked in both community and hospital-based programs.
