PSC Elects New Chairman & Inducts New Commissioner

On June 27, 2018, the Public Service Commission inducted Commissioner Comer H. "Randy" Randall (District 3) as its new Chairman. In addition to his Commission duties, Commissioner Randall is a member of the National Association of Regulatory Utility Commissioners (NARUC), where he serves as Co-Vice Chair of the Committee on Water, and as a member of the Subcommittee on Nuclear Issues-Waste Disposal. He is also a member of the Southeastern Association of Regulatory Utility Commissioners (SEARUC). Commissioner Randall's Chairmanship will begin on July 1, 2018.
In addition to the induction of a new Chairman, the Commission swore-in newly elected Commissioner Thomas J. Ervin. Commissioner Ervin

represents the Fourth Congressional District, and will assume his Commissionership on July 1, 2018. Newly elected Commissioner Justin T. Williams (District 6) will be sworn-in August 15, 2018.

NARUC Military Workforce Development Report
|
In January 2017, the National Association of Regulatory Utility Commissioners (NARUC) established the Task Force on Military Workforce Development. The purpose of the Task Force was to review, assess, and highlight best practices and lessons learned in both the utility and government sectors to help develop a capable workforce and create opportunities for veterans.
In April 2018, the Task Force released the
Report on the Task Force on Military Workforce Development: A 10-Step Guide. Members of the Task Force culled information from meetings, panel discussions and research to develop the guide for companies and state commissions that are developing or refreshing veteran hiring programs. The report has several appendices that list detailed veterans hiring manuals, draft military-related language to use in job postings, national career resource website links for veterans and companies, and state-specific resources as well.

Commissioner Hamilton Receives Annual Citizen of the Year Award
|
On June 26, 2018, Commissioner O'Neal Hamilton was awarded the Bennettsville Rotary Club's Annual Citizen of the Year Award.
In presenting Commissioner Hamilton with the Rotary Club's 4-Way Test Citizen of the Year Award, former Representative Doug Jennings stated, "I can think of no person more deserving of this award. O'Neal Hamilton has spent his lifetime serving the public at the city level, the county level, the state level, and the national level. He exemplifies the 4-Way Test in his professional, personal and family life, and he brings pride to all of Marlboro County by his unselfish service."

Since January, the Public Service Commission has held 6 public night hearings throughout the state. Night hearings give the Commission a chance to hear public testimony from individuals who are unable to attend a hearing during the workday.

This year, South Carolina hosted the Annual Conference of the Southeastern Association of Regulatory Utility Commissioners (SEARUC) in Charleston. The conference theme was "Effective Utility Regulation -
All In the Public Interest" and was held June 10-13th.
The educational agenda consisted of keynote addresses from former FCC Commissioner, The Honorable Mignon Clyburn, The Honorable Bruce J. Walker, Assistant Secretary of the Department of Energy, and panel sessions regarding systemic resiliency, nuclear waste management, electrification, tax cut implications, and other important regulatory issues. The agenda also included an opportunity for 3 hours of CLE credit. The full agenda is available on

There were 316 attendees at the conference. This year's conference had an estimated economic impact of over
$536,000 on South Carolina's economy.

PSC Attorney Sworn In as Member of the Bar of the US Supreme Court
|
|
In April, PSC Attorney, David Butler, was sworn in as a member of the bar of the US Supreme Court. Judge Carolyn Matthews moved Mr. Butler's admission into the bar and Chief Justice John Roberts granted the Motion. Lawyers on the trip had the opportunity to eat breakfast in the West Conference Room of the US Supreme Court (pictured right) during the visit. The trip to Washington, DC was sponsored by the Senior Lawyer's Division of the SC Bar Association.
