Highlighting the Mentor/Protege Program 
The Mentor-Protégé program is designed to motivate and encourage large-business prime contractor firms to provide mutually beneficial developmental assistance to small business. Overall program goals include: 
  1. Improve the performance of contracts and subcontracts
  2. Foster the establishment of long-term business relationships between large prime contractors and small business subcontractors
  3. Strengthen subcontracting opportunities and accomplishments
The program can help grow existing small businesses, but it is not without significant challenges and hurdles to ensure success. Encourage any company that has considered exploring this program to attend what is sure to be a very informative session!

Charles Lucy 

Mr. Lucy brings more than 30 years of experience in federal regulatory, business, and litigation experience, as well as technical experience in federal/state procurement and acquisition matters, bid protests, contract disputes act appeals, government contract audits and fiscal law issues, commercial space law, university/government technology transfer programs, homeland defense, and small business government contracting. 

Carolyn Terrell 

Employed by the U.S. Small Business Administration, as Supervisory Business Development Specialist, Carolyn Terrell administers the 8a Business Development Program, the Small Disadvantaged Business Program, the HUBZone Empowerment Contracting Program, and the Women Owned Small Business Programs. In these programs, certified firms receive assistance with various aspects of starting, developing and expanding their business, as well as entrance into the government procurement arena. 

Willie Franklin

Willie Franklin is the Manager of the Supplier Diversity and Small Business Program for CH2M, headquartered in Englewood, Colorado. He provides the leadership, management and oversight of the firm's socio-economic program. Willie's responsibilities include the promotion, implementation, tracking and reporting of CH2M's spending with small and diverse companies associated with private and public sectors. Willie coordinates with CH2M's offices worldwide to ensure clients' diverse spend initiatives and objectives are exceeded.

Thomas J. Hamel

Thomas J. Hamel is a founder and Chief Operations Officer (COO) of Apogee Engineering, LLC (Apogee), a premier small business services company that provides technical engineering solutions and advisory support to multiple United States federal organizations. As COO, Mr. Hamel leads and supervises all Apogee programs, projects, initiatives, and contracts to ensure maximum productivity, quality, and on-time performance.
