Federal Legislative Update
Congress continues working through the appropriations process. From our friends at the National Women's Law Center noted the following early chil
dhood focused markups from the
House full Appropriations Committee for the FY2019 Labor, Health and Human Services, Education (LHHS) Appropriations Act last Wednesday.
- Maintained the historic $2.37 billion increase in the Child Care Development Block Grant (CCDBG).
- Reversed the originally proposed $13 million cut for the Child Care Access Means Parents in School Program and restored it to the FY 2018 level of $50 million.
- Maintains the full current $1.212 billion funding level for 21st Century Community Learning Center (21st CCLC) afterschool and summer learning programs.
- Increased Head Start by $50 million;
- Maintained funding for Preschool Development Grants at $250 million.

Word from our friends at the Center for Budget and Policy Priorities (CBPP) is that the anticipated TANF reauthorization will not be voted on this week, and may not happen this session after all. If that is the case, the current authorization of TANF expires on September 30 and the program will be extended through a one year short term extension as has happened since 2010.
