Moon Chung-in presents very dangerous ideas.

If South Korea entrusts its national security to China the future will only be a Guerrilla Dynasty and Gulag State and there will no longer be a Republic of Korea.

Now that said, despite obvious my bias against Moon Chung-in and many of his ideas and policy recommendations,  I do have to say that his question was very provocative and I do find it interesting and useful to ask that question of the Chinese.  What I would like to know is what did the Chinese say in response to this question.

문정인 〈사진〉 대통령 통일외교안보특보는 4일 국립외교원 외교안보연구소가 개최한 국제회의에서 "만약 북한 비핵화가 이뤄지지 않은 상태에서 주한미군이 철수하면 중국이 한국에 '핵우산'을 제공하고 그 상태로 북한과 협상을 하는 방안은 어떻겠느냐"고 말했다. 그는 이날 회의 사회를 보면서 이 같은 돌발 질문을 중국 측 참석자에게 던졌다. 대통령 안보특보가 주한미군 철수를 가정하면서 중국에 우리 안보를 맡기면 어떻겠느냐고 물어본 것이다.
Moon Chung-in, special presidential advisor for unification, foreign affairs and security affairs, said at an international conference held by the National Diplomatic Academy's Institute of Foreign Affairs and National Security on Monday, "that if U.S. Forces Korea withdraws its troops from South Korea without North Korea's denuclearization, what would it be like for China to provide a "nuclear umbrella" for South Korea and negotiate with North Korea in that state?"
While hosting the meeting, Moon Chung-in threw the unexpected question to his Chinese counterpart. "If US forces withdraw from South Korea, what if we (South Korea) entrusts its security to China?"

강경화 외교부 장관은 이 회의 기조연설에서 최근 북한의 잇단 미사일·방사포 도발과 대미(對美) 압박 발언에 대해 "북한이 현재 위태로운 상황처럼 보일 수 있다"면서도 "적어도 대화 경로는 열려 있다"고 했다. 또 "그 어떤 상황에서도 한반도에서 전쟁이 발생하는 일은 없을 것"이라고 했다.
In a keynote speech at the meeting, Foreign Minister Kang Kyung-wha said, "North Korea may appear to be in a precarious situation at the moment," but added, "At least, the path to dialogue is open." She also said that "under no circumstances will there be any war on the Korean Peninsula."

이에 대해 찰스 쿱찬 조지타운대 교수 겸 미국외교협회 선임연구원은 "한반도에 전쟁이 100% 없을 거라고 너무 확신하지 말라(don't be so sure)"고 말했다. 그는 "북한과 관계를 개선하는 데는 몇 십년이 걸릴 수 있으므로 긴 호흡을 갖고 협상해야 한다"면서 "북한과 합의에 이르지 못하면 북한이 긴장을 고조시킬 수 있다"고 했다.
"Don't be so 100 percent sure that there won't be war on the Korean peninsula," said Charles Chan, a professor at Georgetown University and senior fellow at the American Association for Foreign Affairs. He said that "it could take decades to improve relations with North Korea, and that if it fails to reach an agreement with Pyongyang, North Korea could escalate tensions."
