Just over a week ago, President Barack Obama delivered one of his final State of the Union addresses, during which he laid out a number of policy proposals, spanning infrastructure improvements and international trade agreements to voting rights and higher education. Despite the president's calls for bipartisanship, it remains unlikely that many of the ideas highlighted in his State of the Union address will come to pass, especially given the gridlock that has characterized Congress for the majority of his presidency.

During his State of the Union address, President Obama accentuated his recent proposal to make community college free of cost to Americans, citing it as a natural extension of public high school as well as an opportunity for professional development. Undeniably, the cost of higher education and the rising student loan debt has plagued many young Americans and their families, leaving them financially vulnerable and unprepared for the future. Although members of Congress put forth various legislative proposals to combat this epidemic, compromise was never reached before they recessed for 2014. Regardless of the viability of his community college proposal, it is our duty as a nation to work together to provide future generations with the foundation and resources necessary to succeed -- without having to choose between education and financial wellbeing.

 

President Obama's address, coupled with his exuberance and passion, not only lays the groundwork for the Democratic platform moving into 2016, but also serves as a call to action for state governments to implement proposals that seem likely to be left unaddressed by Congress. And most Americans seem primed for changes that benefit the middle class, voicing their support for issues such as raising the minimum wage and establishing paid sick leave at city and state ballot boxes this past election.

 

Although Republicans secured control of both chambers in the 2014 midterm elections, President Obama seems re-energized by the change, pushing ambitious policy proposals and reminding voters of the energy and commitment that first got him elected. Utilizing this momentum, President Obama demonstrated that he will spend his last two years in office working to help a struggling middle class and to ensure that all citizens have the opportunity to pursue the American Dream.

A Look Ahead: Governor Baker Assumes the Corner Office

As with any new administration, Governor Charlie Baker's team will bring energy, a fresh perspective and a sense of urgency to accomplish campaign promises. Massachusetts State House observers have been closely following the first month of the Baker Administration, analyzing Cabinet and key staff appointments to decipher the policy priorities of the new Governor.

 

The Baker Administration announced that they have frozen most new procurements and will be evaluating recently enacted policies by the prior administration. Looking forward, there are a number of pressing issues that will be the subject of debate in the months to come. The addition of Secretary of Education James Peyser, a vocal proponent of charter schools, may support efforts to lift the Charter School Cap.

 

Massachusetts has been at the forefront of health care reform but costs for state programs continue to grow and were a significant driver of the FY15 budget gap. As a former executive at Harvard Pilgrim, we expect this spending to be a top priority for Governor Baker. Additionally, given Secretary of Health and Human Services Mary Lou Sudders' background in behavioral health integration, coupled with the Commonwealth's longstanding opiate crisis, make health care a front-burner issue for Governor Baker. To that end, the Governor and Attorney General Maura Healey will form task forces to identify further strategies to stem the tide of addiction in Massachusetts.

 

With electricity rates rising this winter and an energy bill failing to pass last legislative session, the Legislature and Energy and Environmental Affairs Secretary Matt Beaton are actively evaluating energy policy. Several proposed natural gas pipelines, as well as Cape Wind and other renewable energy sources will all be part of the focus as leaders evaluate Massachusetts' energy future, while attempting to curb escalating costs for ratepayers.

 

The conflict between cab companies and "upstart" Transportation Network Companies (TNCs) such as Uber, Lyft and Sidecar has been the subject of debate in cities and states around the world. In his last days in office, Governor Patrick issued draft regulations regarding TNCs, but those rules face an uncertain future with Governor Baker. How the Baker Administration handles TNC policies will have a dramatic impact on the taxi industry and may be an indicator of how the Commonwealth addresses many of these new and "disruptive" technologies.

 

With significant personnel turnover across state government, the agencies and departments that set policies for a wide range of industries will soon better reflect the views of Governor Baker. These changes make for both a rapidly changing political environment and an opportunity to accomplish goals for your organization.

Community Servings: "Prescribe Food as Medicine"
Nonprofit pioneers innovative and practical solution to healthcare 

Every day, across America, those who suffer from critical and chronic illnesses are being forced to make the dire decision of whether to choose between food and medicine.  

 

In the ongoing battle about how to address increasing healthcare costs, O'Neill and Associates' client and Boston-based nonprofit Community Servings has introduced an innovative and practical solution - prescribe food as medicine. The #FoodasMedicine campaign is part of their work to provide medically-tailored, home delivered meals to more than 1,500 critically ill clients, 93 percent of whom live in poverty, in 18 communities throughout Massachusetts.

Governor Baker Names Chrystal Kornegay as Undersecretary of Housing and Community Development
Former President and CEO of nonprofit Urban Edge joins public sector 

 

The cost of living in Massachusetts continues to rise, challenging the vibrant diversity of the region's neighborhoods and communities. Thus, Governor Baker's decision to appoint Chrystal Kornegay to become the Undersecretary of Housing and Community Development was a welcome signal of his commitment to support the Commonwealth's strong community development sector. Kornegay, a passionate advocate with more than twenty years of experience, builds upon her strong track record, first as the former President and Chief Executive Officer of Urban Edge, Inc., and now as the new leader of the Department of Housing and Community Development (DHCD). DHCD works to improve cities, towns, and neighborhoods across the Commonwealth through the development of affordable housing and by providing financial supports to other community-based programs that ease the burden for low income families. DHCD is responsible for key initiatives to sustain public housing, produce and preserve supportive housing, reduce homelessness, and attract an innovative workforce through the promotion of housing across the state.

 

Kornegay comes directly from the community development world, bringing hands-on experience as the former President and Chief Executive Officer of Urban Edge, and will now extend her expertise across the whole state as DHCD chief. Urban Edge is among the most experienced community development corporations (CDC) in Massachusetts, with a mission to develop and sustain stable, healthy, and diverse communities in Jamaica Plain and Roxbury. After working in its real estate development department for several years, Kornegay became president of the organization and, in 2011, she successfully led Urban Edge through financial challenges brought on by the Great Recession. With a brand new five-year strategic plan in place, she leaves Urban Edge strong, healthy and with clear priorities and a plan for growth. Urban Edge, which has supported low- and moderate-income families for over forty years, has developed more than 1,200 units of affordable housing and is currently in the process of revitalizing the Jackson Square neighborhood of Jamaica Plain and Roxbury.

 

Joseph Kriesberg, the President of the Massachusetts Association of Community Development Corporations (MACDC), expressed his confidence for Kornegay's promotion in a statement about the appointments of Nan Pham, the Secretary for Economic Development and Kornegay, "We are very proud of what Chrystal and Nam achieved during their years leading CDCs in the City of Boston and excited about what they will achieve in their new positions." Along with her unparalleled skills, Kornegay brings hope to Massachusetts-a place where everyone deserves a quality home.

OA Professionals Honored for Work with MA Coalition to Prevent Gun Violence

On January 25, 2015, the Jewish Alliance for Law and Social Action (JALSA), a non-profit dedicated to social, economic, and environmental justice advocacy, honored O'Neill and Associates' Senior Vice President Matt Irish and Senior Director Laura Wareck at the organization's 13th Annual Meeting for their significant contributions to the Massachusetts Coalition to Prevent Gun Violence. An alliance of over fifty statewide organizations, the Massachusetts Coalition to Prevent Gun Violence was established in 2013 as a response to the tragic shooting at Sandy Hook Elementary School in Newtown, Connecticut.

 

On behalf of the alliance, O'Neill and Associates implemented a strategic public affairs campaign, utilizing an integrated approach of earned media and government relations to lead the fight for renewed action against gun violence. The coalition successfully advocated for the passage of gun legislation championed by Massachusetts Speaker of the House Robert DeLeo during the 2013-2014 legislative session, leading to the state's first significant law to reduce gun violence since 1998.

 

As a founding member, JALSA served on the Steering Committee for the coalition, guiding the advancement of Speaker DeLeo's legislation and advocating for more stringent gun control regulations. Before the State Legislature adjourned in 2014, the House and Senate enacted legislation outlining key gun control provisions such as requiring registration and background checks for all gun sales in the Commonwealth; streamlining the collection and implementation of data to further prevent the use of guns in crimes and suicide; and enforcing a new standard for suitability for all arms owners, including rifles.

 

JALSA's 13th Annual Meeting also recognized the Raise Up Coalition and Senate President Stanley Rosenberg for his continued dedication and advocacy reflective of the alliance's mission.

Additionally, we are also glad to welcome back our eight returning interns from Loyola University of Maryland, Emerson College, Stonehill College, New England Law School, Lasell College, and Lesley University from last semester!
