  Chamber Marks Small Business Week With
Workshop Kick-Off 

Every year since 1963, the President of the United States has issued a proclamation announcing National Small Business Week, which recognizes the critical contributions of America’s entrepreneurs and small business owners.  More than half of Americans either own or work for a small business, and they create about two out of every three new jobs in the U.S. each year.  As part of National Small Business Week, the U.S. Small Business Administration takes the opportunity to highlight the impact of outstanding entrepreneurs, small business owners, and others from all 50 states and U.S. territories. Every day, they’re working to grow small businesses, create 21st century jobs, drive innovation, and increase America’s global competitiveness.

The Chamber is marking this important week by bringing back a long-time program from the Ohio Small Business Development Center.  This popular series of classes is aimed at assisting those thinking of starting a business or those already in business who'd like to improve their skills and knowledge base. 

On Wednesday, May 10, the Chamber will be hosting its New Business Start-Up Workshop led by Joe Belinsky, certified business adviser with the Ohio Small Business Development Center (SBDC), from 10:00 a.m. to noon at the Chamber offices located at 630 Market Street in Steubenville. These open-forum workshops will then continue on the second Wednesday of each month. 

Attendance at each workshop is not mandatory, and the registration fee is $30 per person for Chamber members and $40 for non-members. Revenue Shortfalls Complicate Work on New State Budget

With the House set to unveil its first set of adjustments to Gov. John Kasich’s proposed budget in less than two weeks, news that tax receipts for the current fiscal year are now nearly $615 million below forecasts have caused lawmakers to reassess the assumptions on which they’ll craft the new budget. At a press conference on April 13, the governor, Senate Pres. Larry Obhof and House Speaker Cliff Rosenberger announced they will cut spending by $400 million each fiscal year from what was in the original executive budget proposal.

The announcement is a recognition that sluggish tax collections are not an aberration, but are expected to continue indefinitely. Given this economic uncertainty, taking steps to scale back projections – and expectations – before the legislature begins to make any budget decisions is a responsible and wise approach to keeping Ohio’s fiscal house in order.

Why We Shouldn't Conflate Title II and Net Neutrality

Now that President Trump has signed the Congressional Review Act Resolution disapproving the Federal Communications Commission’s (FCC) broadband privacy rule, policymakers should focus their attention on eliminating the root of the Commission’s power grab—the reclassification of internet service providers (ISPs) as a public utility.

In 2015, three unelected FCC commissioners decided to designate broadband providers as “common carriers” under Title II of the depression era 1934 Communications Act. Simplified, these commissioners placed the dynamics of the internet in the same classification as the now-forgotten rotary dial telephone.  These actions were taken to achieve what is termed “net neutrality,” to achieve an “open internet,” that prohibits internet service providers from blocking or slowing lawful content. It also prohibits entering into agreements to create internet “fast lanes,” which provide higher speeds. But service providers have said openly they have no intention to block or slow internet speeds to the public. To read the article in its entirety, click here.

The first National Secretaries' Day is unofficially celebrated. It became an official day two months later when Charles Sawyer, the United States Secretary of Commerce at the time, declared National Secretary's Day to be June 4. Both celebrations were motivated by a shortage of skilled administrative workers. It's now known as Administrative Professionals' Day, and this year, it falls on April 26.
