Dear Friends and Neighbors:
There will be a public meeting to discuss the Water Main Replacement in the "Westchester II Area" (WBS Number: S-000035-0200-4). The meeting will be held Tuesday, November 28, from 6:30 P.M. to 8:00 P.M. at Nottingham Elementary School, 570 Nottingham Oaks Trail, Houston, TX, 77079. This project will replace the water mains in Westchester Sec. 1 & 2 and Nottingham Forest Sec. 8
The notice to proceed has been issued to the contractor, D.L. Elliott Enterprises, Inc., for November 27, 2017. The anticipated substantial completion date for this project is August 8, 2018. Below is a map of the areas where the water mains will be replaced, and a list of the street segments.
Typically, water main replacement projects are the least intrusive type of project Public Works does. Most of the work is usually done behind the curb in the city's right-of-way and typically utilizes trenchless techniques requiring only a small hole to be drilled every 200 feet or so. As it is received by our office, we will post all relevant information on our website homepage. Prior to the commencement of construction, you will be provided with a hangtag by the contractor that will contain more information about this project, as well as 24/7 emergency contact information for the contractor. There are only a couple of instances in which residents will be without water during this project, such as in the case of emergencies, and when the contractor makes the wet connections after lying the new lines (those later outages usually only last for approximately four hours and prior notice is given to alert residents that the water will be turned off).

Typically, this kind of project is scoped based largely upon self-reported 3-1-1 data from residents just like you. If you have experienced any issues regarding your water supply (leaks, lack of adequate pressure) or the quality of your water (smell, discoloration, debris or particles, or bad taste), please make a report to 3-1-1 so you can get on the city's radar and be considered for a future water main replacement project.
