NAR Member Profile -- How Do You Compare?
 
NAR recently surveyed a sampling of REALTORS® nationwide to determine the characteristics of today's typical REALTOR®. Ten years of experience, 11 transaction sides in 2015, with a sales volume of $1.8 million. The number of new REALTORS® continued to rise in 2015, with those having less than two years experience increasing from 17% to 28%. Click here to check out how you compare.
Standard Forms Update: Coming July 7th

Four RVAR standard forms will be revised in zipForms® as of Thursday, July 7th. Key revisions to the Purchase Agreement (and where applicable, the Lot/Land Purchase Agreement) include:
  • The Deposit paragraph will be revised to add the option for Purchaser to (a) pay Deposit to Escrow Agent at time of contract ratification OR (b) pay Deposit to Escrow Agent within 5 days after contract ratification ("Extended Deposit Date"). Also, an instruction will be added for the Escrow Agent, if a VREB licensee, to place the Deposit in an escrow account by the end of the 5th business banking day following the latter of (1) date of contract ratification OR (2) Extended Deposit Date.
  • The POA and Condo paragraphs will be updated to match minor updates in the laws going into effect July 1st.

  • Language will be added requiring written evidence to be provided to the Purchaser upon completion of all repairs made pursuant to Paragraphs 14 and 15.

2016 New Laws

The following new laws will take effect on July 1, 2016, unless otherwise noted.

Agency/Licensing
  • The VREB will have the authority to grant exemptions to waive or reduce the number of CE hours required in cases of certified illness or undue hardship demonstrated to the VREB;
  • The law will be clarified that a written brokerage agreement is not required between a licensee and prospective buyer prior to showing properties;
  • The disclosure of brokerage relationship will not be required in commercial transactions;
  • The VREB will initiate a process of recording the names/license numbers for Supervising Brokers for branch offices, as well as the licensees working at a branch office. (The deadline for Supervising Brokers to register with the VREB is January 1, 2017.)
Condo/POA
  • The number of days for the payment of fees for association documents being charged at settlement will be extended from 45 days to 60 days to handle concerns over delayed settlements after the implementation of TRID.
  • The timeline for delivery and receipt of POA or Condo disclosure documents in a resale situation will be the same.
  • POA and Condo Associations will be prohibited from a list of charges and requirements related to rentals.
Home inspector licensing was also passed this year, though the law will not take effect until July 1, 2017. The delayed implementation provides time for DPOR to create new regulations that will allow certified home inspectors to transition to licensed home inspectors and set out the requirements for new home inspectors to get licensed.

Advocacy @ Work  
Advocacy @ Work is a regular article aimed at updating members on what is happening in our region regarding Economic Development and/or Governmental Affairs.   

 

  • Access and ease to reliable transportation is a key to economic development.  At our recent Speaker's Forum, Tim Bradshaw, Executive Director with the Airport Commission talked about air service at the Roanoke-Blacksburg Regional Airport and presented some interesting observations about the common complaints of reliability and ticket prices.   First, the airlines operate in a free market environment and the airlines, not the airport, set ticket prices. Second, there are many factors that affect reliability and schedules.  Airlines are tightening up on all aspects of their business including not purchasing as many new planes and increasing passenger capacity with fewer flights.  Only if the airlines see a need to have more planes for more passengers, will they add more flights with newer planes. Another aspect of reliability is the current shortage of pilots.  The airlines often move available pilots to more profitable routes at the expense of routes like Roanoke.  This is a long term issue that will continue to plague the entire industry for the coming years. Mr. Bradshaw suggests flying in and out of Roanoke versus traveling to other cities to catch flights.  More passengers in and out of Roanoke will result in both better service and less expensive tickets.
  • On May 24th, Roanoke County Board of Supervisors approved the budget, including $3.2 million to expand the broadband fiber network in the County.  Broadband is critical for businesses to expand and locate in the region.  Thanks to members of the RVAR Board of Directors, Broker Council, Governmental Affairs and Economic Development Committees for expressing their individual support of the expansion.
  • Franklin County has announced plans for a new campus-style business park just off Route 220 that has the potential to accommodate two, pad ready sites in excess of 100 acres each.  Pad ready sites are often vital in attracting new businesses to locate here - think about Eldor and Deschutes.  Sites over 100 acres are even more difficult to locate.  When Franklin County investigated available sites in Virginia, there were only 8 available...in the entire state!  Franklin County may soon have 2 more.  And some companies have already expressed interest!

Membership Meeting -- Save the Date

RVAR will hold a Special Membership Meeting on Thursday, July 14th, 9:30-11:00AM at the South Roanoke County Library. The purpose of this Membership Meeting is to approve proposed Bylaws revisions intended to attract quality leaders to the Board of Directors by removing barriers (real or perceived) to the process for running for the Board of Directors.

A special notice will be sent to all members next week containing the substance of the proposed Bylaws revisions. Please mark your calendar for this special meeting.
RVAR is Hiring!

RVAR is seeking a person to fill a full-time position to help plan, promote and implement the various programs and events for the Association as well as continue to expand the successes of our Community Service projects. This person will serve as the Staff Liaison for the Program & Special Events, Affiliates and Community Service Committees, as well as help coordinate logistics for all the events of the RVAR.

Do you know someone who might be interested in this dynamic role as a team player who is detailed-oriented, energetic, and possesses the ability to plan and coordinate events and meetings? Communication and social media skills are preferred, along with knowledge of Microsoft software applications. The ability to multi-task is essential to this position. NOTE: RVAR employees are not permitted to have active real estate licenses.
