MIchelle Morris, Program Assistant at the Bunche Center, will be presenting at the National Clearinghouse on Disability and Exchange's "Joining Hands Symposium" on July 17th. The event will be attended by international exchange alumni with disabilities, disability rights leaders, international educators and exchange professionals, U.S. Department of State staff, volunteer-sending programs, and others who are passionate about enhancing disability access in the broad range of international opportunities and citizen diplomacy.

The Pickering Program provides 30 graduate fellowships annually to highly qualified seniors and college graduates committed to joining the Department of State’s Foreign Service.

Foreign Affairs Fellowship!
|
|
Lily Lopez-McGee currently serves as the Director for the Thomas R. Pickering Foreign Affairs program. Previously, she served as the Deputy Director for the Charles B. Rangel International Affairs Program. Prior to her work at Howard University, Dr. Lopez-McGee served as manager at Diversity Abroad where she managed the Diversity Abroad Network, a professional network of institutions of higher education, and oversaw the development of the Access, Inclusion, Diversity, and Equity in International Education (AIDE) Roadmap, the first assessment tool developed to evaluate diversity and inclusion efforts in study abroad offices at U.S. institutions. Dr. Lopez-McGee also previously worked at UNCF Special Programs Corporation where she managed an internationally focused fellowship for undergraduate students and worked with minority serving institutions on capacity building efforts related to campus internationalization and grant management. Dr. Lopez-McGee serves as a Co-Chair of the Global Access Pipeline and has helped coordinate the Conference on Diversity in International Affairs sponsored by the Council on Foreign Relations. She is a graduate of the University of Washington, where she earned her bachelor’s in International Relations and master’s in Public Administration. She completed her doctoral work at George Mason University where she studied students’ perceived self-efficacy gains from study abroad. She is deeply committed to equalizing access to education and increasing opportunities for young people to gain international credentials. Dr. Lopez-McGee is bilingual in English and Spanish.

CHARLES B. RANGEL INTERNATIONAL AFFAIRS FELLOWSHIP
|
|
The Rangel Graduate Fellowship Program prepares outstanding individuals to make a difference in the world through careers as Foreign Service Officers in the U.S. Department of State. It is a highly competitive fellowship that promotes excellence and diversity in the Foreign Service, contributing to U.S. representation abroad that better reflects the face of America. A U.S. Department of State program administered by Howard University, the Rangel Fellowship Program supports two-year graduate degrees in areas of relevance to the Foreign Service, arranges summer internships on Capitol Hill and at a U.S. Embassy or Consulate, provides Foreign Service mentors and professional development activities and leads to careers in the Foreign Service. Summertime for the Fellowship program keeps the Ralph Bunche Center abuzz with activities ranging from professional development workshops to panel presentations centered on contemporary foreign policy issues. In addition to the group of 30 Fellows from the 2018 cohort living at Howard University while completing their congressional internships, the 2017 cohort is overseas working at U.S. Embassies and Consulates to contribute to the work of the Foreign Service while learning about the career and life of U.S. diplomats. This year’s internship placements include embassies and consulates around the world including Austria, Australia, Macedonia, Colombia, Ethiopia, Bolivia, and Cameroon, among other international locations. Both the congressional internship and overseas internship placements act as critical experiential learning opportunities for Fellows to see how Congress influences the formulation of U.S. foreign policy and how Foreign Service Officers shape and implement U.S. policy overseas.
The 2018 class reflects the program’s goals of promoting excellence and diversity. They excelled in their academic programs in 24 different undergraduate institutions around the country. They hail from 18 states and represent significant ethnic and racial diversity. All have studied, worked or lived overseas. Work experience includes the Fulbright Program, teaching, NGOs, the U.S. Congress, government agencies, state legislatures, international organizations, and business.
The 2018 fellows began the Rangel program in May 2018 with an orientation and are currently doing internships on Capitol Hill. They will begin their two-year graduate programs in late summer 2018 and will complete overseas internships at U.S. embassies in summer 2019. They are expected to enter the Foreign Service in 2020. |
|
The Rangel Summer Enrichment Program provides undergraduates with the opportunity to enhance their skills, knowledge and understanding about foreign policy and international affairs careers. Our 15 outstanding Summer Scholars will be on Howard University’s campus from June 18 to July 28, 2018 taking courses and visiting various organizations around the city. The 2018 Rangel scholars reflect the excellence and diversity that have characterized the program since its creation. The current group includes individuals from 10 states and the District of Columbia and attend 13 different undergraduate institutions throughout the United States that reflect a full range of academic experiences. Two of this year’s Scholars are Howard University students – Jessica Hernandez and Sabrina Newton. Please join us in welcoming this year’s cohort to campus.

DONALD M. PAYNE INTERNATIONAL DEVELOPMENT GRADUATE FELLOWSHIP
|
|
Maria Elena Vivas-House is the Director of the USAID Donald M. Payne Fellowship Program at Howard University. With extensive experience in the US and international public and nonprofit sectors, Maria Elena has a long record of addressing the under-representation of historically disadvantaged groups and providing equal access to opportunities for all. She led two of the nation's premier programs for minority students in higher education, including: the Hispanic Association of Colleges and Universities National Internship Program (HNIP) and the Institute for International Public Policy (IIPP) at the United Negro College Fund Special Programs Corp.
Maria Elena has also dedicated many years to international development, most recently at the US Department of Agriculture (USDA) Foreign Agricultural Service, where she collaborated with USAID in the areas of education and economic growth, and with the USAID Mission in Jordan in human and institutional capacity building. In Nicaragua, she coordinated the Hurricane Mitch reconstruction project for USDA and as a Nicaraguan government official, managed activities related to the national foreign debt and bilateral and multilateral aid. She has additionally led nonprofit organizations and programs in the areas of legal aid and labor rights.
Maria Elena holds a bachelor's degree magna cum laude in International Relations from Boston University and a master's degree in Foreign Service from Georgetown University. She is passionate about art and nature and volunteers for several organizations, including as a docent at the National Gallery of Art. She is a founding board member of the Friends of the Theodore Roosevelt Island, Inc.

The USAID Donald M. Payne International Development Graduate Fellowship Program seeks to attract outstanding young people who are interested in pursuing careers in the Foreign Service of the U.S. Agency for International Development (USAID). It encourages the application of members of minority groups and those with financial need. The Program is administered by Howard University and funded by USAID. Selected through a rigorous nationwide competition every year, Payne Fellows attend two year graduate programs, participate in activities in Washington, DC that teach them about U.S. foreign policy and USAID, and complete internships on Capitol Hill and at USAID Missions abroad. They enter the Foreign Service upon completion of the program.
The 2018 Fellows are exceptional individuals from diverse backgrounds who have demonstrated an unyielding commitment towards international development work. The ten fellows come from different undergraduate universities. They have studied or worked in Haiti, Germany, France, Ghana, India, China, Spain, Jordan, Japan, Switzerland, Uganda, Vietnam, Peru, Guatemala, Panama, Cote D’Ivoire, Cambodia, and Portugal. On average, this year’s Payne Fellows speak three languages including Spanish, French, Portuguese, Arabic, Chinese Mandarin, Hindi, German, and French. They are racially and ethnically diverse, and all ten of them are gifted and dedicated women.
