Recycling, Zoning & Traffic Issues on Agenda
The Sikeston City Council will convene its regularly monthly meeting at 5 PM, Monday, September 12 in Council Chambers of City Hall, 105 E. Center Street.  An executive session to discuss personnel and litigation matters will be convened at 4:45 PM, with the business session to immediately follow.

Recycling Operations to be  Expanded
To determine resident interest in recycling, the City's current solid waste contractor, Sonny's Solid Waste, is proposing to expand recycling operations. Under the proposal to be presented during Monday's Council meeting, residents will have additional monthly drop-off dates. Also, a drop-off box will be located at the Compost Site for use when the site is open.

Rezoning Request, 631 N. West Street
Ron Newton has requested a lot at 631 N. West Street be rezoned from R-4 Duplex to R-5 Multi-Family. Following a review of the proposal by the Planning & Zoning Commission, they voted not to recommend this request for Council passage. Construction of Downtown Public Restroom
During discussions on the FY-2017 budget, the City Council authorized funding for the construction of a new restroom in the downtown area.  Staff has worked with BMU, Lambert Engineering, and Historic Downtown Sikeston to establish a location, orientation and look for the structure. This will be presented for Council review and comment.

2016 Board & Commission Appointments
Council action is being requested on 37 boards and commissions appointments. 

All appointees, whether new or reappointed, are required by the City Charter to complete an oath of office.  These ceremonies will be conducted prior to the 11:30 AM, September 26 and  5 PM, October 3 Council meetings.

Authorization to Finalize Contact Negotiations: Monument and Wayfinding Signage
Staff is seeking Council authorization to finalize contract negotiations with Geograph Industries of Harrison, Ohio for the fabrication and installation of 3 gateway monuments and 27 wayfinding signs. This signage must meet federal and state highway specifications. The project will be completed over a 5-year period. 

Funding for this project is provided through the City's 4% lodging tax that is paid by individuals staying in Sikeston's motels. The purpose of this project is to direct I-55 and US 60 travelers to Sikeston business, shopping and recreational areas.

Establishment of No Parking Zone: 
Edward Avenue at Malone and Garwood
Dewayne Hawkins originated this request after experiencing line-of-sight disturbance created by large commercial trucks parking on the wrong side of the street.

Tetra Pak representatives originally requested the city allow them to remedy the situation by enforcing no commercial truck parking on Edward Avenue.  However, Tetra Pak officials are now asking the city to implement the No Parking Zone.  

Bill 6021, creating this No Parking Zone, will be read the first time on September 12.  Final Council action is planned during Council's September 26 meeting.

Amendment of City Code Chapter 345,
Pedestrians' Rights & Duties
Council will conduct the second reading and take action on Bill 6030 which amends Sikeston City Code 345.130 Solicitation upon Motor Vehicle Thoroughfares. As the result of a ACLU case involving a southeast Missouri community, Public Safety is recommending changes be made to the definitions found in this section.

Contract for Traffic Signal Battery Backups
Council will conduct the second reading and take action on Bill 6032 authorizing the city to enter into an agreement with MoDOT for installation of traffic light battery backup units at the following locations:  
US 61 (Main Street) and Salcedo Street
US 61 (Main Street) and Smith Street
US 61 (Main Street) and Helen Street
US 62 (Malone Avenue) and Ingram Road
US 62 (Malone Avenue) and Pine Street

Fall Community Cleanup Schedule Announced
The 2016 Fall Community Cleanup - Curbside Pickup program will be held, as follows:

Monday-Thursday Trash Pickup
October 10 & 13 Curbside Pickup

Tuesday-Friday Trash Pickup
October 18 & 21 Curbside Pickup

Residents with curbside pick-up will place bulky items to be discarded at the curb on their designated collection days while those with alley pick-up will place their bulky items in the alley along with their household trash. 

All items must be close together in one area next to the curb or in the alley.  Do not place items you do not want disposed of close to rubbish or items to be hauled off as they may be taken by mistake. Sonny's Solid Waste, Inc.(SSW) will not be responsible or replace any items taken if they are next to the alley or curb on pick-up days.

Parade starts at 10 AM from the Pine at Malone Avenue intersection. The parade travels west on Malone Avenue ending in Downtown Sikeston.
