EPA released a pre-publication draft proposed rule that would repeal the
Clean Power Plan (CPP), which set emission guidelines for state plans to limit carbon dioxide emissions from existing fossil fuel-fired power plants. EPA is proposing a change in the legal interpretation of section 111(d) of the Clean Air Act, on which the CPP was based. Under the new interpretation, the CPP "exceeds the EPA's statutory authority and would be repealed."

Rulemaking
CFPB released a 1,690-page pre-publication draft of its final rule regulating "the underwriting of covered short-term and longer-term balloon-payment loans, including payday and vehicle title loans." The rule requires lenders to verify whether consumers can afford to repay covered loans, though CFPB is not finalizing ability-to-repay requirements for certain high-cost installment loans.
MSHA delays rule requiring examination of mines The Mine Safety and Health Administration (MSHA) published a final rule further delaying the effective date of its January 2017 final rule, which requires an examination of working places in metal and nonmetal mines before miners begin work. MSHA is delaying the rule until June 2018 to give mine owners and operators time to ensure compliance.

EPA announced the release of its draft strategic plan for fiscal years 2018-2022. The plan sets three strategic goals for advancing EPA's mission: Core mission, Cooperative federalism, and Rule of law and process. EPA is seeking input from the public on its draft strategic plan.
