SEDA-Council of Governments is a public development organization serving 11 central Pennsylvania counties. SEDA-COG is overseen by a board of elected officials, business people, and area residents; and staffed by professionals with expertise in such fields as transportation, international sales, information technology, and financial packaging. We work with the region's counties, communities, companies, and individuals. We help them make things happen.
Our Business Finance Department is currently seeking a driven individual with strong customer service skills, to handle loan portfolio management which includes following-up on delinquent loans, analyzing financial statements, servicing existing loans, performing client visits, reporting, and ensuring compliance with loan obligations. This position provides underwriting support to the Business Finance Relationship Managers. 
Our ideal candidate will have an eye for detail, along with possessing strong analytical, problem-solving, and communication skills, both written and verbal. Excellent customer service and organization skills are a must. A Bachelor's Degree in Finance or a related field, along with 2 years of work experience; or in lieu of a degree, combination of education and experience will be considered. Knowledge of loan processing and/or loan closings is a plus.

Program Assistant

This position requires the individual to provide excellent administrative and clerical support to the Business Finance Department. Tasks will include file maintenance and retrieval, client invoicing, monitoring the process of requesting and receiving financial statements, paid real estate tax receipts, update insurances, monitoring loan conditions, enter loan balance updates, process pay-off quotes, open and process incoming mail, follow-up on delinquent insurances, gather annual information to support our economic development reporting requirements, providing loan processing assistance, assembling monthly meeting packets, handling department correspondence, and serve as a liaison between clients and staff.


Our ideal candidate possesses excellent communication skills, strong multi-tasking and time management skills, along with the ability to work independently in a rapidly changing environment. Accuracy and attention to detail are a must. An Associate's degree is preferred along with three years of administrative experience. A working knowledge of Microsoft Office products is required.

SEDA-COG, county partner to help 
local gym continue to thrive 

24/7 Body Central gym in Lock Haven is thriving because of a Lock Haven resident's entrepreneurial vision that the area needed a gym open at all hours.

Michelle McCain started it at 426 Bellefonte Ave. when she saw that need in the area, and decided to fulfill it. At three years in, they are over 300 members strong and growing every day. Membership is for people ages 14 and older.

"It's rewarding to help people get healthy," McCain said.

Being a business owner can be stressful, too, at times - like when her heating, ventilation, and air conditioning (HVAC) system went out.

SEDA-Council of Governments (SEDA-COG) Business Finance Department, in partnership with Clinton County, helped provide the funding to replace the HVAC system. She said the $12,450 Clinton County Revolving Loan was the kind of financing she was looking for.

"The interest rates are very attractive and the monthly payments are good, especially for being a small business owner," McCain said.

SEDA-COG staff helped her through the process with expertise.

"Ray (Haden) did an awesome job getting it put together. He was on top of things and knew how to get it done. He did an excellent job of securing the funds I needed to complete the HVAC system," she said.

Her future plans are focused on the current gym and growing it.

NADCO, the trade association for the nation's Certified Development Companies (CDCs), reports that the effective interest rate for the 20-year debentures increased from 4.64% for January to 4.94% for February. 
The 10-year effective rate remains at 4.66% for February.

The debentures that funded this month's 20-year 504 loans were sold to investors at an interest rate of 3.22%, which is an increase from January.
