The Comprehensive Fiscal Analysis developed for the San Francisco Office of Early Care and Education has been released. This report provides a look at current funding streams, costs of providing early care and education, and graphic pictures of the current funding gaps.

This report is an important piece to add to our demonstration of the funding gaps in ECE, as the field faces the no-growth ECE budget on the state level, San Francisco departments are being asked to make reductions, and plans are underway for the use of new dollars from the Children's Fund.

Both California and San Francisco are planning their budgets, with impact on the resources that go to early care and education. We'll look at what we most need, and build our strategy, including identifying our allies, and best messages.
 
And Action
We'll use these ideas to build our planning for the Walk Around the Block, as well as other activities and events.

Steps of San Francisco City Hall

Join us on the steps of City Hall, April 15 at 10 AM, to celebrate the Week of the Young Child and advocate for resources early childhood educators need to provide young children the care and education they deserve. At their December 17 meeting, the OECE Citizens Advisory Committee went on record in support of policy to pay early care and education teachers on par with K-12 teachers. With a slim increase to ECE in Governor Brown's budget, released in December, and Mayor Lee's request to SF Departments to cut their budgets, we have our work cut out. Nonetheless, the OECE CAC recommendation is an important milestone. Let's make loud and clear the need for state and San Francisco funding to address the ECE wage crisis. It's time to walk!

"The San Francisco Office of Early Care and Education (OECE), in collaboration with its early childhood partners, engaged in a comprehensive fiscal analysis (CFA) from September 2015 to February 2016. This report summarizes the information gathered through the CFA process and is intended to inform a citywide early care and education planning and evaluation process. The goals of the CFA were to determine (1) what funding currently supports early care and education services in San Francisco, (2) how these funds are used, and (3) what opportunities exist to draw down additional funding and/or to use funds more effectively."

There shall be a Children, Youth, and Their Families Oversight and Advisory Committee to review the governance and policies of the Department of Children, Youth, and Their Families, to monitor and participate in the administration of the Children and Youth Fund...and to take steps to ensure that the Fund is administered in a manner accountable to the community.

Govenor's Budget Summary

The governor's budget was released in early January with no increase in funding to early childhood education, and a proposal to allocate early child care funds through a single Early Education Block Grant (EEBG) administered buy Local Educational Agencies. The governor's full budget proposal can be found  here and a summary  here.

The early childhood education community has been reviewing the governor's proposal. You can view the Child Care Law Center's summary of responses f rom the early education and K-12 community at the February 19 California Department of Finance Input Session here. The Child Care Law Center budget update begins with a summary of Governor Brown's proposal:

"In his January budget for Fiscal Year 2016-17, Governor Brown proposes to consolidate funding for the California State Preschool Program (CSPP), Transitional Kindergarten (TK) and the preschool Quality Rating and Improvement System grant (QRIS) into a single Early Education Block Grant (EEBG), to be administered by Local Educational Agencies (LEAs). The Administration has directed that the EEBG should target services to low-income and at-risk children and their families, consistent with the Local Control Funding Formula enacted in 2013-14. It has not provided details on how LEAs would implement the EEBG, but rather has solicited input in four stakeholder sessions it plans to hold prior to the May Revision, when it has promised further details. Under the structural limitations of the budget process, the changes proposed would then need to be finalized in the month between the release of the May Revision and June 15, 2016, when the state constitution requires the legislature to present a final budget to the governor for his signature."

Stakeholder Process for the Proposed Early Education Block Grant
 
The 2016-17 Governor's Budget proposes to consolidate existing pre-kindergarten programs into a single Early Education Block Grant (Block Grant) to local educational agencies (LEAs). The Department of Finance is soliciting public feedback and comments on the Block Grant in anticipation of releasing more details on the proposal in the 2016-17 May Revision.
 
Finance is open to all comments on the Block Grant, but specifically asks to receive feedback on the following:

  • Must be currently engaged in the Workforce for 15 or more hours a week in a licensed family child care or center based program in San Francisco with children ages 0-5
  • Must have been engaged for at least 6 months as an early childhood educator in San Francisco
  • Earn under $60,000 a year (individual income)
  • Currently attending an accredited 2-year or 4-year institute of higher learning
    • Enrolled in a minimum of 3 credit-bearing units
    • Pass courses with a C or better

The Early Start Denver Model (ESDM) is an evidence-based intervention specifically developed for very young children with autism. ESDM is a play-based intervention that fuses behavioral and developmental principles into an integrated approach. ESDM can be implemented in different natural settings such as the home or the daycare/preschool by trained therapists as well as parents within play and daily routines.
