Dr. Emily Murase has served as Executive Director of the San Francisco Department on the Status of Women since 2004, where she has pioneered strategies for implementing women's human rights at the local level that earned San Francisco the 2010 Gender Equality Award from the UN Institute for Training and Research, the 2012 International WorkLife Balance Award by the Lombardy Regional Government of Italy, as well as coverage in reports of the Ford Foundation, the Columbia University Law Journal and Ms. Magazine.
 
Much of the Department's work focuses on violence against women, where the dynamics are the same as bullying.  Perpetrators of domestic violence, sexual assault, and human trafficking exert control over their victims through fear tactics, both physical and emotional.  Under Dr. Murase's leadership, the Department has pursued a survivor empowerment model to address violence against women, including over $4 million in annual funding for direct services to violence survivors and their families and a victim-centered approach to policy reforms.  For this work, Dr. Murase was awarded the 2013 Outstanding Advocate for Women's Rights Award by the National Council of Jewish Women, San Francisco.
 
Dr. Murase is also an elected member of the San Francisco Board of Education where she has championed anti-bullying efforts.  She partnered with CommonSense Media to educate parents on online bullying, facilitated the donation of the anti-bullying children's books Zero and One by Kathryn Otoshi to every elementary school, and passed a resolution unanimously supported by the board to affirm its commitment against bullying.
 
Dr. Murase holds an AB from Bryn Mawr College, a master's from the Graduate School of International Relations & Pacific Studies at UC San Diego, and a PhD in communication from Stanford.  Emily resides in San Francisco with her husband Neal Taniguchi and their two daughters, Chief Negotiator Junko Taniguchi, and Chief Curiosity Officer Izumi Murase, of the Murase/Taniguchi household.
