Chers membres et amis de SIETAR France,  

 

Bonjour � tous!   

 

Encore des �v�nements remarquables en Novembre, avant le point d'orgue que constituent nos Rencontres de Sietar-France, le 1er d�cembre � Paris. Nous essayons de vous offrir une vari�t� d'activit�s pour stimuler votre r�flexion et �largir vos pratiques dans l'interculturel.

 

Sietar est un v�ritable r�seau international : nous recevons une de nos consoeurs de Sietar Nederlands, Ursula Brinkman, qui nous pr�sentera son "Intercultural Readiness Check", outil d'�valuation et de formation pour les managers interculturels.

 

Ensuite, Beno�t Th�ry, fort de sa longue exp�rience de conseil en RH sur tous les continents  pr�sentera son livre "D�velopper les RH � l'international". Il partagera avec nous sa vision d'une gestion de ressources humaines en entreprise qui prend en compte le contexte local, et en particulier culturel.

Intercultural Readiness Check : Developing Leadership Competencies in Diverse Teams

 

Teamwork is the most important form of organisational cooperation (Salas, Cooke, & Rosen, 2008). Today, teams are increasingly global virtual teams. These highly diverse teams run the risk of falling into subgroups, which makes them less effective and successful (Lau & Murnighan, 1998). Global organizations must therefore understand which competencies their team leaders need for managing these highly diverse teams, and how they can develop these competences.

 

The Intercultural Readiness Check assesses four vital intercultural competences: Intercultural Sensitivity, Intercultural Communication, Building Commitment, and Managing Uncertainty. The IRC competences help to identify the extent to which team leaders use two essential strategies for success: Appreciating team diversity and encouraging different perspectives (van Knippenberg, de Dreu, & Homan, 2004).

 

After outlining the core features of the IRC, we will show how we have helped team leaders to develop these competences through carefully designed exercises and facilitated interaction with other team members.

 

Dr. Ursula Brinkmann (Pays-Bas) est membre fondateur et l'une des directrices de Intercultural Business Improvement, un cabinet de consultants sp�cialis� dans le management interculturel en Europe.

 

 

 

Elle a guid� et initi� plusieurs programmes de recherche sur les comp�tences interculturelles. R�cemment, elle a g�r� la conception et l'administration du /des programme(s)d'int�gration lors d'une fusion d'entreprises europ�ennes majeures et publie r�guli�rement en recherche. Docteur Brinkmann a mis au point l'IRC (Intercultural Readiness Check) avec ses coll�gues d'IBI, et elle est d'ailleurs responsable des cursus IRC qualifiants � l'IBI. Elle est �galement membre du bureau de SIETAR, Pays Bas.

 Encore un grand merci � l'�quipe virtuelleCorinne Mahautet Rafik Letaief, qui ont pr�sent� leurs recherches et leur exp�rience lors de notre t�l�conf�rence du 15 Octobre en r�pondant � la question :  

 

�Quels sont les impacts du travail en �quipe virtuelle sur la communication interculturelle ?�

Le soir du 15 Octobre, vous �tiez nombreux en ligne pour �couter tout d'abord Corinne Mahaut, consultante en management d'�quipes multiculturelles qui a expliqu� ce que nous voulons dire par �quipe virtuelle, les raisons pour lesquelles les �quipes virtuelles sont de plus en plus nombreuses et le contexte ainsi que comment am�liorer l'interactivit� pour d�passer les challenges en travaillant en �quipe virtuelle.

  

Puis Rafik Letaief, consultant en technologies de l'information et chef de projet en solutions informatiques a pr�sent� comment comprendre le processus de travail des �quipes virtuelles globales et nous a aid� � identifier les facteurs qui pourraient favoriser ou inhiber les performances des �quipes virtuelles.

  

A part la recherche de r�duire les co�ts des projets, il y a les atouts comme un travail effectu� 24/7 en profitant des horaires de d�calages et les perspectives plus diverses qui ajoutent de la valeur. Corinne nous a propos� plusieurs d�finitions d'une �quipe virtuelle avec celle-ci qui nous a sembl� la plus parlante du �Grand dictionnaire terminologique du Qu�bec� :

  

Une �quipe virtuelle - �galement connu comme une �quipe dispers�e g�ographiquement (GDT, Qu�becois) - est un groupe de personnes qui travaillent � travers le temps, l'espace et les fronti�res organisationnelles avec des liens renforc�s par la technologie de la communication. Elles ont des comp�tences compl�mentaires et se sont engag�es � un objectif commun, de performance interd�pendants, et de partage d'une approche du travail pour lequel il faut se tenir mutuellement responsable.

 

Les mots soulign�s expliquent ce qui lie les membres d'une �quipe virtuelle.

Ensuite elle nous a pr�sent� les formes diverses des interactivit�s entre les �quipes, que ce soit les audioconf�rences ou les webinars o� les aspects interculturels sont omnipr�sent: le langage � choisir, comment g�rer l'incertitude et l'isolement (aspect relationnel), le rythme et la gestion du temps ainsi que les r�les et les statuts. Lorsqu'il s'agit des emails, nous sommes forc�ment dans l'interculturel avec le direct / explicit et l'indirect/ l'implicite. Parmi les codes culturels � prendre en consid�ration, il y a le choix de qui sera en copie, quand devrait-on l'envoyer au lieu de t�l�phoner, la mani�re d'aborder le sujet et les inattendus linguistiques de Globish - une m�lange d'anglais et d'autres langues m�lang� avec le jargon de l'industrie. Avant tout, la comp�tence interculturelle � mettre en �vidence est l'empathie - savoir se mettre � la place de l'autre avec toutes ses connaissances sur la complexit� de la culture, c'est-�-dire de la personne, de l'entreprise, de la fonction, et de l'�quipe.

 

Comment d�velopper ces comp�tences et comment mettre en place les leviers manag�riaux ne sont pas si �vident et bien au-del� d'une simple mais incontournable formation interculturelle.

 

Quand Rafik a pris la parole, il nous a pr�sent� son �tude sur Le projet Cross-Cultural Internet Project (CCIP). Avec peu de temps, il nous a quand m�me expliqu� la collecte et l'analyse des donn�es ainsi que les �tudes de cas en entreprise de Capgemini et Lafarge. En expliquant certaines des probl�mes qui ont cr�� une �norme perte de temps au d�but telle que la formation de l'�quipe (la composition), le choix des outils technologique et le contexte de d�finitions des r�les et des t�ches, Rafik nous a offerts quelques conseils � partager : Comment cr�er les �changes informelles autour d'un caf�  si commun avec les �quipes non-virtuelles ? Il faut les programmer quand il s'agit des �quipes virtuelles : les pauses, les espaces intranet avec les photos et les moments de reconnaissances. Les encouragements peuvent �tre financi�re comme �tait le cas chez LaFarge pour celui qui offre les plus d'id�es via un forum ou simplement une f�te compos� avec de la musique -une chanson favori de l'�quipe, un po�me ou une partage des expressions idiomatique intraduisible dans autres langues ? Cette derni�re id�e peut aider les anglophones � se rappeler que leurs co-�quipiers participent en deuxi�me voire troisi�me langue.

"Na�tre bilingue" ou le devenir par l'�cole exige de la part des acteurs un effort soutenu et durable, car le bilinguisme pr�coce ne va pas de soi, il est le r�sultat de l'adh�sion de la famille et de l'�quipe �ducative au projet. Divers param�tres du contexte familial, social et scolaire s'av�rent plus ou moins favorables � des apprentissages linguistiques performants, en harmonie avec le d�veloppement psycho-affectif et identitaire de l'enfant. Le bilinguisme pr�coce, d'�ge pr�scolaire, acquis avant 6 ans, suscite une recherche active dans diverses disciplines (biologie, sciences de l'�ducation, linguistique, psychologie...). Parents, communaut� �ducative et professionnels de la petite enfance int�ress�s par le bilinguisme pr�coce se heurtent � la multiplicit� des versions et � l'absence de consensus sur un certain nombre d'aspects (�ge optimum, m�thodes, avantages et inconv�nients...).

Rep�res Pour les Interculturalistes

Les professionnels de l'interculturel, quel que soit leur champ d'intervention et leur public, sont fr�quemment conduits � consid�rer des questions d'ordre m�dico-social. En effet, la migration et/ou la rencontre des cultures impliquent bien des ph�nom�nes psychique et physiques, document�s ou pas, mais au moins intuitivement admis. L'approche humaine est essentielle de la part des acteurs des secteurs public ou priv�, des sciences, de l'�conomie, de l'industrie... car c'est avant tout avec de l'humain que se r�alisent les projets internationaux, o� certains de vous les �paulez dans vos missions de conseil et d'accompagnement.

 

Dans ces activit�s, on appr�hende l'homme comme membre d'un groupe (familial, culturel ou national), certes � juste titre. Or il n'est pas seulement l'�l�ment d'un ensemble, mais lui-m�me un ensemble d'�l�ments physiologiques (le corps), et mentaux (le conscient et l'inconscient).

 

Corps et esprit ne sont pas dissociables de la culture dans l'esp�ce humaine. Tout �v�nement d'ordre culturel induit des processus somatiques ou psychologiques, muets ou ressentis, per�us positivement ou n�gativement, exprim�s ou dissimul�s.

 

Pour ne citer que l'exemple de l'exp�rience migratoire, le changement d'environnement engendre des manifestations constituant un stress dans sa signification m�dicale. Ce sont d'abord les effets des nouveaux stimuli (sonores, olfactifs, thermiques, gustatifs...), puis ceux associ�s � l'exposition � de nouveaux param�tres physiques, culturels, linguistiques et sociaux. S'y ajoutent des faits intrins�ques li�s au changement de statut (celui d'�tranger, d'allophone, de conjoint-suiveur...), mais c'est dans l'interaction interpersonnelle ainsi qu'entre individu et environnement que se trouvent les facteurs aggravants ou les solutions. Toutes les situations de confrontations interculturelles autres que la migration sont susceptibles d'actionner pareillement certains de ces m�canismes influant sur le bien-�tre physique, psychique et social. Ainsi, du besoin au recours, de la difficult� � l'adaptation, de l'offre � la demande, du risque � sa pr�vention, de l'incident � sa r�paration... la m�diation experte  des interculturalistes peut agir de fa�on pr�ventive et r�gulatrice.

 

La grande sp�cificit� des probl�matiques m�dico-sociales en situation migratoires et transculturelles requiert des comp�tences significatives chez les professionnels impliqu�s : de sant�, des ressources humaines, du management, de l'action sociale... Le d�ni et la n�gligence de ces questions, le d�faut d'anticipation, ou l'improvisation ont trop souvent s�vi, occasionnant des souffrances ou des �checs au niveau de l'individu et du groupe.

 

Heureusement, les exigences de notre actualit� ont suscit� une prise de conscience, dans le monde globalis� aux migrations multiples.  Autrefois limit�es � de rares �quipes m�dicales sp�cialis�es, les dispositifs de consultations m�dicales transculturelles se g�n�ralisent, faisant intervenir m�decins psychiatres et cliniciens, psychologues, traducteurs, m�diateurs interculturelles, ethnologues, anthropologues, assistants sociaux...

 

Le savoir issu de ces exp�riences encore r�centes de mutualisation des comp�tences, est utile � la professionnalisation dans les domaines de lagestion de la diversit� culturelle, dumanagement en contexte multiculturel,  ou encore dans l'accueil et l'accompagnement de familles de professionnels migrants.

Le SIETAR participera � cette vulgarisation et vous convie aux �v�nements qui lui sont consacr�s dans son nouveau programme portant sur :

Conf�rence-d�bat organis� par 100 Ways Lab en collaboration avec SIETAR-France et le Master "Management Interculturel" de Paris Dauphine.

  

La soir�e organis�e par 100 Ways, Sietar-France et le Mast�re de Management Interculturel de Paris-Dauphine, a rassembl� diff�rentes perspectives sur le Br�sil dans une table ronde passionnante sur le management interculturel.

 

Virginie Drummond, sp�cialiste du Br�sil, qui intervient � l'Ecole de Management de Lyon, de retour en France apr�s un s�jour dans son pays natal, a fait une pr�sentation tr�s vivante du � g�ant endormi � qu'est le Br�sil : son r�veil, ses d�fis actuels et ses richesses.

 

Pierrick Sanne, Directeur chez PSA, longuement expatri� au Br�sil, a partag� sa vision du Br�sil, les sp�cificit�s br�siliennes, et surtout ce qui fait qu'un manager devient un manager � interculturel �.

 

Michel Sauquet, auteur de � L'Intelligence de l'Autre �, a pr�sent� avec humour son approche de l'interculturel et de la communication interculturelle.

 

Ensuite Jean Fran�ois Chanlat et Philippe Pierre, qui co-dirigent le Mast�re de Management Interculturel sont intervenus, en mettant en perspective le management interculturel. Nous sommes pass�s d'une vision centr�e sur le manager expatri�, puis � la perspective de l'impatri�. Ensuite sont apparues les questions li�es la coop�ration et la confiance dans les �quipes internationales et � distance. Nous entrons maintenant dans une nouvelle phase o� ce sont les pays BRIC qui deviennent actionnaires et les entreprises occidentales les filiales : un d�fi � l'ethnocentrisme qui est sous-jacent � beaucoup de nos mod�les et pratiques en management interculturel.

 

Le d�bat s'est enclench� autour de ce nouveau profil du manager, aux identit�s multiples et complexes. Cette conf�rence-d�bat �tait une belle occasion de rencontre entre professionnels de l'interculturel, managers interculturels et le monde universitaire. Nous entendons reproduire des �v�nements de ce genre !

 

Je ne peux pas ne pas �tre sensible � une remarque de Michel Sauquet. Il a remerci� Sietar-France pour sa biblioth�que, qui l'a aid� � mettre le pied � l'�trier sur les concepts et th�ories de l'interculturel, dans un lieu qui rassemblait les meilleures ressources sur l'interculturel � Paris.

 "The workshop by Adam proved to be a stimulating and challenging look at a too-often overlooked factor (the X factor!) in the field of intercultural relations. The day allowed us to look at theory and practice and also reflect on our own personal acculturation strategies. As all the participants were long-term expatriates or people who had experience of living abroad for significant periods, the link between theory, practice and personal experience was interesting and gave rise to a number of "aha! moments.""

Woodard, Colin, American Nations: A History of the Eleven Rival Regional Cultures of North America

Given that North Americans by and large have been quite a migratory lot, is it possible that the author could label what we would normally and vaguely identify as "regional differences" as "nations" with powerful and distinct identities? Colin Woodard, historian and journalist would have us believe that even today the North American continent embraces eleven of these, which he describes as "rival regional cultures" that beg serious attention, if we are to understand and deal with North American politics, economics, and above all social values. Woodard would have us believe that "one nation indivisible" is a myth created and sustained to cover our incompatibilities and deter our further fragmentation.

 

American nations 

 

Though I did not identify it as such at the time, my migration from Ohio to be educated in a Maryland highschool and later to take up a Fellowship to earn my doctorate in California in the mid-1970s involved substantial amounts of what we describe today as culture shock. Caught in the midst of what Woodard in retrospect calls "culture wars" I was mostly just humored by the bumper stickers worn on cars from the Pacific Northwest that read, "Don't Californicate Oregon," and "Water in Oregon is pasteurized: it flows through pasture after pasture,"--the aim was to deter the surge of unbridled urban expansion and development into pristine, "wide-open spaces."

 

Perhaps the key distinction here is that, according to the author, nations are what have culture; states try to create them. He reminds us that the dynamic of artificial boundaries, "bringing states into existence" are a result of colonization or political gerrymandering, and not necessarily coherent or coterminous with the cultures of the people enclosed by them. While most of us are familiar with this concept from analyses of the discord in sub-Saharan Africa, where European colonial powers carved up and negotiated political boundaries with little or no sense of the peoples, both sedentary and migratory living across them, we have not thought much about how the concept may apply elsewhere. Some are beginning to recognize in the bloodshed of revolution and in the turmoil of the Arab Spring, that this is the case as well in what we call the "Middle East." Woodard would extend this as well to the colonization of the North American continent with the eventual establishment of the United "States," where the cultural blocs he describes as "nations" thrive across boundaries, despite how politically and geographically fixed they appear on maps.

 

For the reader's reference I list here Woodard's eleven "American Nations," (along with his mapping of them), each with a couple of identifying cultural descriptions. I leave it to the reader of the book to enter into the complexity of the cultures, their development and their geographical reach, along with their alliances and their enmities that are detailed in the book itself:

 

1. First Nation: indigenous peoples, today reclaiming sovereignty and influence.

2. New France: liberal, earthy, egalitarian, including a nation in waiting (Quebec).

3. Yankeedom: once religious, now secular Puritan moralism, in pursuit of the greater good. Communitarian but authoritarian, feudal, and declining, but by migration extending its cultural influence over the northern Midwest and the Left Coast.

4. New Netherland: A global commercial trading society, tolerant, pragmatic and creative. Dutch in many ways, despite declining numbers of those of actual Dutch origin

5. Tidewater: historically influential aristocratic gentry, declining influence due to its geographical isolation to the mid-Atlantic coast and the size and strength of its neighbors' cultures.

6. Deep South: British colonial origins in Caribbean slave plantations, polarized on racial lines, frustrated nation state, bellicose, currently struggling to maintain recently acquired political ascendency.

7. Greater Appalachia: Scots-Irish roots, warrior ethic, seeking above all individual liberty, culturally insouciant, often impoverished, rural.

8. The Midlands: Germanic, government skeptical, trying to mind its own business, passive and sometimes pacifist, includes the core of English-speaking Canada, as well as a swath across the center of what we commonly call "the Midwest."

9. El Norte: Hispanic, divided by a militarized border, growing, a potential reconquista.

10. The Far West: developed, colonized, and exploited by the seaboard nations, big business and federal controls.

11. The Left Coast: Related to Yankeedom in values, at war with a libertarian-corporate agenda of the Far West and the values of the Deep South.

  

The critical question which the book raises and which the interculturalist must ask, is: Does the cultural discourse, values and behaviors of these "nations" actually persist and acculturate the constant flow of newcomers from the other "nations" as well as from abroad, given the mobility of Americans and the constant stream of immigration? If so, how, and to what degree? What are the dynamics of hybridity? What is stable within them and what has shifted over time? How is the culture of each shaped and perpetuated? The author cites ample evidence in mental and behavior patterns that persist and, despite the ingrafting of substantial immigration and mobility, still bear fruit from their founders' cultural roots. We are reminded that these cultures are alive and well to the degree that they consistently and currently steer the efforts of politicians to get elected on both the local and national tickets and are inevitable predictors of legislative positioning on many national issues. They can also be traced linguistically by the present day distribution of accents and speech patterns.

 

Part One of American Nations is called "Origins" and addresses the period from 1590 to 1769. These opening chapters are dedicated to describing the detailed history of the founding of the first eight of these nations. It is briefly interrupted by a chapter describing "The Colonies First Revolt," which took place against the policies of King James in the 1680's, roughly a century before the wars for independence from Britain and from each other, commonly lumped together as the "Revolutionary War" were set in motion.

 

Part Two tells the story of "Unlikely Allies, 1770 to 1815." By the beginning of this period, each of the eight eastern nations had formed substantial cultural roots, derived from class, ethnicity, common experience and regional interests. The period is marked, according to Woodard not by one, but six "revolutionary wars," between the nations as well as against their British overlords, and the attempts to found workable alliances despite stark culturally rooted divisions in both loyalist and independence minded camps. The shaky alliance, while it laid the basis for confederation and then union, was threatened repeatedly by secession from the very beginning and in fact consolidated the national identities in the not so "United" States. Independence did not necessarily equate with coherent democracy, sometimes explicitly rejected by the cultural discourse of certain nations and, where not, often eliminated on a practical level by wealth, class and disenfranchisement. The existence of democracy is still being fought over along these traditional lines.

 

Part Three is entitled, "Wars for the West," and traces the period 1816 to 1877. The first four chapters document the westward spread of Yankeedom, Midlanders, Greater Appalachia and the Deep South and the conflicts that occurred in the movements and cultural rub of the westward migrants with each other which often meant conflict not only of manners but verbally and physically bellicose behavior. This also, inevitably, meant the cultural and military conquest as well as genocide perpetrated on the native peoples whose lands were being appropriated.

 

Part Four, "Culture Wars: 1878 to 2010," begins with a history of the founding of the Far West, a more detailed description of the wars for the West that concluded the previous part. The story begins with mineral booms ends with industrial exploitation of the terrain and its inhabitants, at first the railroads in cahoots with the federal government, offering worthless farmland to settlers, then the mining conglomerates and other big business. The resultant deep resentment of the federal government is now exploited by both the cartels and the politics of the Deep South.

 

A chapter on "Immigration and Identity" follows, in which the author starts to answer many of the questions the reader may have about if and how these cultural "nations" sustain their original values and acculturate newcomers to them. In the author's own words, "Immigrants didn't alter 'American culture,' they altered America's respective regional cultures", actually accentuating the differences among them. Accustomed as we are to looking at US diversity through the lens of hyphenated American groups in terms of their origins, we are not used to looking at their settlement patterns according to region and density in the influences that had on their acculturation in the various American "nations" where they settled. Immigrants did not become "Americans," because, according to the author, "It is fruitless to search for the characteristics of an "American" identity because each nation has its own notion of what being American should mean.

 

Religion is the topic of the next chapter, "God and Missions," helps to explain the great divide found in today's polarized religious climate, providing historical perspective on the secularization of Puritan communitarian ideals and the fundamentalist orientation of the Dixie bloc, exploding in the culture wars of the 1960's and persisting to this day Its influence on both the domestic and international policies as well as the search for individual identity.

 

The final two chapters of the book provide copious examples of how the nations and their alliances continue to influence contemporary politics, foreign policy, and the endless propensity to go to war. The epilogue discusses possibilities for the future or non-future of the union. This wrap-up is persuasive about how the influence of the archetypal cultures that shaped the earliest nations of America continues within and beyond the borders of the contemporary United States.

 

Frankly, I could not lay the book down, not only because I'm somewhat of a history buff, a discipline of which I find all too rarely utilized in intercultural work, but because it literally made me reflect on who I am, adding a dimension unfamiliar to the sense of diversity that I have lived out to this point. History can both explain how we got to where we are and substantiate who we are. US Americans often seem to be engaged in a search for self-esteem in order to build an identity frustrated by the very individualistic denial of the substance of diverse identities. In other words, "identity crisis" describes a vicious cultural circle. We wonder how neighbors and even family members can become so different from each other, trying to avoid stereotypes while experiencing rock solid differing perspectives, beliefs and values.

 

American Nations provides a perspective that led me to hear me repeatedly saying to myself, "Yes, of course! That's it. That's why." It helped me understand how and when I connected to and disconnected from others in the US context. We live and work in a time when cultural diversity has been promoted to the point where its significance is called into question on both practical and moral grounds, and in particular where the influence of culture is pooh-poohed despite clearly identifiable strains of cultural discourse in the pooh-poohers. There are many ways of picturing US demographics, e.g., urban and rural, red and blue States, diversity of ethnic origins, etc. Woodard's perspective helps us bring a lot of these together and helps us make better sense of them.
