It has now come to the time of the year when we need to do what we call a "unit inventory." Here are a few FAQs to help better understand this exercise.
What is a unit inventory?
It's the process in which the unit's roster of registered youth and adults is simply compared to the roster that we have in ScoutNET. This helps us identify any youth and/or adults who are not properly registered.
What's the purpose of a unit inventory?
The purpose is to insure that all youth and adults who are participating in the scouting program are properly registered. We want to make sure we are doing things the right way. Keep in mind that only registered youth members of the BSA can actually earn advancements. Therefore if a youth is not registered, then technically advancement work doesn't count. Also, those who are not properly registered are not covered under the BSA's accident insurance.
How do you do a unit inventory?
It's actually very easy. Simply send your District Executive "your roster" of youth and adults (excel file, word file, PDF, a list from Pack Master or Troop Master, or other file) and we'll compare your list against our ScoutNET list. If we find any members from your list that are not on ours, we'll notify you and ask that you help us secure a completed application and registration fee. This way we can get everyone registered before the end of the year. A Scout is trustworthy; if they filled out an application and turned it in to the unit they trust the unit will complete the process in a timely manner.
How about if I just hold on to the applications until our re-charter is submitted?
No, please do not hold on to the applications until re-charter. It's key that we get these in as soon as possible. Again, keep in mind that advancements don't count and any unregistered youth and adults are not covered under insurance. If you collected fees for membership and Boy's Life, we are obligated to register them when they paid. Every day delays the first issue of Boy's Life and often leads to parents who are very upset that they paid for something and didn't get it for several months. Also, technically, if you collect money and do not register the person, that is fraud, and while no one would ever be prosecuted for it, the act is certainly not what we teach in Scouting.
What's the timeline?
We'd like to have this done by December 11th. This way, if we do have a few applications to follow up on, we still have time before the end of the year. We will be happy to reprint your unit roster if you have additions to assist in re-charter. This will make it much less confusing for everyone.
