Dear Neighbor,
  I hope this email finds you enjoying the beautiful weather we are experiencing. I wanted to take this opportunity to update you on recent legislation and ongoing issues in the Ward.
  Recently, Mayor Emanuel introduced legislation to implement a tax on our water bill to help fund the Municipal Worker's Pensions. Although I support fulfilling this obligation, I feel that putting the entire burden on our taxpayers is not the answer. The municipal workers of Chicago fulfilled their obligation with every paycheck. The City of Chicago neglected to meet their obligations which accounts for the bulk of this pension shortfall. I believe it is time for the City of Chicago to take a hard look at our spending. I also feel that we should be exhausting every effort to generate more revenue with options like Video Gaming, a LaSalle St. Tax and a Luxury Tax. After receiving much feedback regarding this water tax, including conducting a phone poll, it was very clear what a strong majority of the Ward wanted. I voted against this water tax. Unfortunately, only nine other Alderman joined me in a "No" vote. The measure passed the full City Council on September 14th.
  This new water tax will be just over 7% compounded over four years. This means by the year 2020 you will see a 29.5% tax added to your water bill. We are strongly encouraging all residents to consider a water meter.  Water meters ensure you are paying for actual usage as opposed to a calculation based on the size of your property. Many residents who added a water meter have experienced large savings. You will receive a seven year guarantee that your water bill will not exceed the amount you are currently paying.   Earlier this month I met with Chicago Police Superintendent Johnson and 1st deputy Superintendent Navarro to discuss recent crimes in the 016th District and the need for more police officers. I am happy to report that we were promised at least twenty more officers assigned to the 016th District by years end. The Superintendent also committed to replacing officers in 016th District at the proper rate of attrition. Additionally, we were promised that bids into the 016th District will open. This week, six new bids were opened into the 016th district. I am very thankful to Superintendent Johnson and 1st deputy Superintendent Navarro for their willingness to address our concerns. Yesterday, Mayor Emanuel announced that the City will be hiring an additional 970 police officers over the next two years. This is a very big step in the right direction and I will continue to advocate for a stronger police presence in our Ward.
