Presentation of Texas Comptroller Transparency Star Award for Debt Obligation-
The Texas Debt Obligation Star was presented to the Finance Department as the second of five stars in the Comptroller's transparency program.
Lone Star Groundwater Conservation District- Council adopted a resolution of opposition to a rate increase. The resolution is to be presented to the LSGCD and also to Montgomery County Commissioners' Court. Vote was 5-0.
MCAD Budget- Council asked staff to prepare a resolution of opposition to the 2017-18 proposed budget of the Montgomery County Central Appraisal District. Action will be taken at the next meeting.
Committee Need Assessment - Council discussed committees and took the following action: Parks and Recreation - Council and staff will prepare charge for the committee (5-0), Policy - voted to dissolve (4-1), Charter - tabled action (4-1), Special Events Center- suspend meetings at this time (4-0) and Internet- no changes (4-0).
Water/Sewer Bank Account- Council discussed closing the Wells Fargo water/sewer account left open when other accounts went to pooled cash accounting in 2016. Action will be taken at next meeting.
Water Plant #4 Financing- Council was informed that MDD will fund $350,000 of the plant's cost and tabled action until the budget workshop in August.
David Memorial Drive Landscaping-- Council approved the phase 1 landscaping by a vote of 5-0.

RFP for Auditing Service- Council directed staff to bring an agenda item at the next meeting to approve BrooksWatson & Co.'s RFP.
Committee Appointment - Council appointed Charlie Bradt as Council representative to the Parks and Recreation Committee. Vote was 4-0 with one abstaining.
Police Sponsored Events- Council discussed National Night Out (Oct. 3) and Halloween Safe Street (Oct. 31) activities sponsored by the Police Department. Halloween Safe Streets' plan utilizes Cedarwood Drive, Maplewood Drive, Driftwood Lane, Saddlewood Circle, Thornwood Drive, and Cherrywood Drive. They will take action at next meeting.
Civic Club Board Member Appointments- Council approved the appointment of Council Members Ted Fletcher and Charlie Bradt and seven voting members to the Civic Club board members for 2-year terms. Vote was 4-0, 1 abstaining.
Employee Handbook Policy- Council discussed/took action on the following policies: approved Hiring Practices (5-0) and tabled action on Criminal Background Checks(5-0), Communication (5-0), and Chain of Command and Organizational Chart (4-1).
Purchasing Policy - Council tabled action on revisions to the City's Purchasing Policy pending requested staff input. Vote was 5-0.
Sign Ordinances- Council approved changes to the Memorial Hermann Hospital signage (5-0) and tabled action on real estate directional signage by vote of 4-1.
City Administrator Meeting Summations- Council tabled action on City Administrator meeting summaries by vote of 5-0.
Surplus Equipment Procedures- Council discussed current procedures for declaring and disposing of surplus equipment.
