Council  Meets Monday, March 7 - 5 PM
The Sikeston City Council will hold its regular monthly meeting at 5 PM, Monday, March 7 in Council Chambers of City Hall, 105 E. Center Street. An overview of the meeting's agenda follows.

Strategic Plan Commission Presents Update
In 2008 residents of Sikeston developed a long-term strategic plan identifying five key areas in Sikeston's future and establishing benchmarks in each respective area. The achievement of these benchmarks is intended to move Sikeston ever closer to the city participants envisioned. Members of Sikeston's Strategic Plan Implementation Commission will present a progress report on the implementation of the plan and provide recommendations for changes and additions.

Update on TIF Infrastructure Costs
Council will be updated on infrastructure costs associated with the 60 West TIF Project. These expenditures include costs for concrete streets, stormwater inlets and piping, water lines and sanitary sewer lines with manholes. 
Briefing:  Rail-to-Trail Master Plan
With the City's acquisition of the former Union Pacific Railroad corridor along Malone Avenue, staff recommends engaging an architectural or engineering firm to create a master plan for the trail.  This would be a conceptual plan showing trail alignment, trailhead locations, street crossings and linkages to other trails/parks/sidewalks and commercial areas. The plan would include recommendations for landscaping, signage and safety features. 

With a master plan in place, the city would be situated to apply for construction grants. Additionally, the plan would provide guidance as requests are made for development of land adjacent to the proposed trail. 

Staff is requesting Council authoriization to issue requests for proposal for rail trail master planning services. 
Consideration of Bill 6012, 
Installation of Stop Signs at E. Gladys and S. Prairie
Upon receiving a request for the installation of stop signs by Leigha Knoeppel and subsequent study of traffic at this intersection, the Traffic Committee has recommended the the installation of these stop signs.  Council will be asked to approve Bill 6012, authorizing their installation. 
First Reading of Bill 6013, 
Re-adoption of City's Fair Housing Policy
As required by State and Federal funding sources, the City must re-adopt its fair housing policy every two years. 
This an administrative measure to which no changes have been made since the previous adoption. 

The Sikeston Housing Authority Commission administers this city policy.
Library Board of Trustees and
Board of Adjustments Candidates Sought
Council is accepting applications for an interim appointment to the Board of Adjustments for a term ending in September 2020. The Board of Adjustments is a quasi-judicial body created by state statute and city ordinance whose purpose is to make rulings on appeals to zoning ordinance decisions or to grant relief from the literal enforcement of zoning ordinances in certain hardship cases.  The board meets on an as-needed basis. Applications will be accepted through March 21. 

Applications are also being accepted for appointment to a 3-year term on the Library Board of Trustees. These applications will be accepted through April 18. 

Residents interested in serving are asked to submit an on-line Resource Bank Application.Forms are also available at City Hall.
