Mount Hope Park Moves To The Engineering Phase

The future development of Mount Hope Park was discussed February 13 at a Committee of the Whole Meeting of the Delta Township Board.  Delta Township purchased 60 acres for the use of a park last year next to 60 acres it already owned.  A full conceptual plan was presented along with plans for phase 1 and phase 2 development.  The Township also received a DNR grant for the Phase 2 development in 2016.  The first two phases will provide several soccer fields, four ball fields, restrooms, pavilion, playground equipment, parking, and infrastructure improvements for the entire park.  The Township will be soliciting bids for engineering and design of the two phases shortly.  Full pictures of the conceptual design can be found below.  The development of facilities in the western part of the township have been in discussion for nearly 20 years and the design and engineering represent the next step towards construction of the park and fulfilling that goal.

Eaton County Road Commission Releases Preliminary List of 2017 Delta Township Projects

The Eaton County Road Commission has submitted a preliminary list of projects for this construction season.  One of the primary projects will be the repaving of Willow Highway from Waverly to Elmwood.  The project will also include bike lanes.  In addition, the Township will be installing sidewalks to connect Grand Woods Park to Elmwood.  Another project will be the resurfacing of Canal Road between Mt. Hope Highway and Osborn (Windsor Township). 
 
A list of local roads to be completed can be found on the Eaton County Road Commission website.  2017 marks the third year of the local road millage program.  The following table is a summary of projects completed in Delta.

The Eaton County Road Commission prepares a bid package each year for proposed road work.  Each year the costs can vary based on different circumstances such as asphalt prices and condition of the individual roads.  As an example, in the first year of the program 2015, the average cost of a mile of paved road for resurfacing was $162, 863.  In 2016, the average cost was $123,000/mile.  As part of the local road program, Eaton County also resurfaces gravel roads and provides county-wide dust control for gravel roads.
 
The Delta Township Board will provide feedback on the proposed projects in March and the Eaton County Road Commission will host its annual meeting on March 27 at 7:00 p.m. at their offices at 1112 Reynolds Road, Charlotte, Michigan.



Delta Township Annual Audit Underway

The Township is currently undergoing its annual finical audit.  All municipalities must follow state audit requirements.  Delta Township's 2015 audit is available on our website  here

The 2016 audit report should be completed and presented in April or May of 2017.  Delta Township has consistently had very positive audit reports which illustrate the Township follows all government accounting standards and best practices. 

Annual Change o f Assessment Notice
 
The Assessing Department mailed out the annual Change of Assessment Notices in late February.  The purpose of this change notice is to notify you of the proposed 2017 Assessed and Taxable Value of your property.  The Assessed Value represents 50% of the estimated Market Value, and the Taxable Value represents the amount your 2017 taxes will be based on.  Taxable Values for 2017 can not increase greater than the rate of inflation, unless you purchased your property in 2016 or have made physical improvements.  The inflation rate, expressed as a multiplier, to be used for 2017 is 1.009 (9/10th of 1%).  If you have any questions regarding your change notice, please call the Assessing Department at 517-323-8520.
 
March Board of Review for Property Value Appeals
 
The purpose of the March Board of Review is to hear appeals regarding your property valuation.  If you plan to appear before the Board of Review, please be prepared to present evidence in support of your estimated market value. 
 
The 2017 Board of Review will meet in Room A, located on the second floor of the Delta Township Administration Building - 7710 W. Saginaw Highway, Lansing, MI 48917 on the following dates: March 13 - 9:00 a.m. to 5:00 p.m.; March 14 - 1:00 p.m. to 9:00 p.m.; and March 15 - 9:00 a.m. to 5:00 p.m. If you wish to protest your value to the Board of Review, you must have an appointment. New Changes for the Noxious Weed Ordinance take Effect this Spring

With the recent spring-like weather we saw just last week, we are all looking forward to the warmer temps coming to stay. As Spring approaches we would like to draw your attention to a couple of changes in our Noxious Weed Ordinance.  

Last Fall, the Delta Township Board passed an amendment to the ordinance decreasing the maximum length a lawn can reach without fines from 12 inches to 8 inches.  Additionally, the commencement of the regulated growing season has been bumped back from April 15 to May 1. 

An annual notice is published in local newspapers during March informing property owners lawns must be in compliance beginning May 1 and through October 31, or the lawn will be cut by the Township or its agent at the expense of the property owner.

Residents may submit a complaint regarding unmown weeds and grass online here or may call the Township Engineering Department at 517-323-8540 and file a complaint.  Please also direct any questions to the Engineering Department.

  • Electronics Recycling - The Township offers a monthly (Saturday) event for electronics and Freon recycling. A fee of .25 cents per pound will be charged for electronics and a fee of $15.00 each will be charged for items containing Freon. Examples of electronics include microwaves, PCs, laptops, servers, printers, copiers, scanners, LCD screens, plasma/LED/flat screens, CRT monitors, CRT TVs, projection monitor/TVs, cell phones, answering machines, kitchen appliances, remote controlled items, or anything with a cord. Collection of these items will take place between 9:00 a.m. and 12:00 p.m. on the following dates:

  • It is winter warm up time! Delta Township, along with seven other area communities, Blue Cross of Michigan and Playmakers are providing a free Couch to 5K training program. The training program will meet on Tuesdays and Thursdays from 8:30 a.m. to 9:30 a.m. through March 23 at the Lansing Mall Food Court. Time in the two weekly sessions will be spent with certified Good Form Running and Walking coaches from Playmakers Fitness Foundation.  In addition, participants will received a weekly e-newsletter with training and nutrition information. Most of the sessions will be held outdoors so layer for warmth.   • Mobile Hotspots now available at Delta Township District Library - Why rely on public hotspots when you could take your own WiFi with you? The library now has mobile hotspots available to checkout for seven days with a current library card. For more information, please call 517-321-4014. 
     
  • Delta Senior Council Presents "Delta Then and Delta Now"  The Delta Senior Council has invited Tom Moore, V.P. of the Delta Township Historical Society and Adult Librarian at the Delta Township District Library to present a program on "Delta Then and Delta Now." The event will take place Monday, March 13 at 4:00 p.m. at the Delta Township Enrichment Center located at 4538 Elizabeth Street.
     
  • Mother Son Dance  -  Tuesday, March 14 from  7:00 p.m. to 9:00 p.m. at the Crowne Plaza Lansing West. Pre-registration is required.  Register online at our  website   or by calling 517-323-8555.  
Delta In the News
  • Stoplight Project Has Setback
    Delta Township and the Eaton County Road Commission recently learned that they won't be receiving grant money to have a traffic light installed at the intersection of Saginaw Hwy. and Broadbent Road. The two entities are working together on a plan to move the project forward.
Pardon the Potholes

As the snow begins to melt those pesky potholes begin to peak through, some in a not-so subtle way.  While we know potholes are a problem this time of year, we also know that the Eaton County Road Commission (ECRC) and the Michigan Department of Transportation (MDOT) are committed to getting those problems fixed in a timely manner.  Both departments work hard to make sure their crews are out working to identify and correct problem areas, however, if you know of a specific location that needs some attention, please utilize their "Pothole Reporting Services (listed below).



Overnight Parking Reminder

Please note that no  person shall   park  any vehicle, including a vehicle used for commercial or recreational purposes, or any trailer on either side of any highway, freeway, street, or roadway located within the township between 2:00 a.m. and 6:00 a.m. of any day.

A person who violates this section will receive a municipal civil infraction. The civil fine associated with this section shall be set from time to time by the township board by resolution.
