T he primary role of any superintendent is to set the direction and tone of a school district.   For the past eight years in Downingtown, I have worked hard to maintain and build upon the excellent school system that was in place when I arrived here in 2009.  "A Tradition of Excellence" is the motto that most expresses that legacy and, thankfully, our community, students, our great staff and school board members have together strengthened the reputation of the Downingtown Area School District.   That effort continues today.
 
From time to time situations occur that we must be able to control with the professionalism expected from individuals holding leadership positions. Last Friday, at the Downingtown STEM Academy two protestors arrived on the sidewalk. The Dean of Students (who I hired a few years ago to take that position and who I have a lot of respect for) went out presumably to ensure that students and parents leaving the property could make the turn onto Manor Avenue. What ensued was comportment that was, quite frankly, something that I would never have expected from this educational leader.  
 
In the past two days, I have received passionate emails both in support of, and against, our decision to place this staff member on paid administrative leave pending an investigation.  Among the emails has been the suggestion that we did the wrong thing, that the incident on Friday did not rise to the level of concern to merit administrative leave.  I disagree.  
 
For the past 50 plus years of DASD's existence, dozens of your elected school board officials have created the rules, guidelines and expectations for student and staff behavior.  We will use those policies and guidelines to determine the next steps in this situation.  Board Policy #317 that states "All administrative, professional and support employees are expected to conduct themselves in a manner consistent with appropriate and orderly behavior." And that "disciplinary actions may be applied for violation of Board policies, administrative regulations, rules and procedures".   What I saw in the video that was sent to me a few days ago compelled me to take the first step that I, as CEO of this organization, am required to do. If you read further into the administrative guidelines for policy #317, you will see that our next step is to conduct "a reasonable, fair and objective inquiry".  That will happen very soon.
 
I n addition to the School District's policies, regulations of the Commonwealth of Pennsylvania establish rules of conduct for professional educators.  Some that are worthy of consideration in this matter are:
"(4) [Professional educators] shall respect the civil rights of all and not discriminate on the basis of race, national or ethnic origin, culture, religion, sex or sexual orientation, marital status, age, political beliefs, socioeconomic status, disabling condition or vocational interest. This list of bases or discrimination is not all-inclusive. * * *
(6)  Professional educators shall impart to their students principles of good citizenship and societal responsibility.
(7)  Professional educators shall exhibit acceptable and professional language and communication skills. Their verbal and written communications with parents, students and staff shall reflect sensitivity to the fundamental human rights of dignity, privacy and respect.
(8)  Professional educators shall be open-minded, knowledgeable and use appropriate judgment and communication skills when responding to an issue within the educational environment." (Emphasis added)  22 Pa.Code §235.5.
 
My job is to ensure that our students are under the care and protection of a skilled leadership team, so those next steps will include a thorough investigation into the situation that has now appeared on YouTube, TV and in the newspapers.  We need to insure that nothing like this happens again.  We need to ask whether or not police assistance was requested.   Was the response appropriate to the situation?    Were the guidelines mentioned above that we must follow as administrators appropriately considered? Unfortunately, this is now national news for our excellent school district and we need to take all the necessary and proper steps.

Honoring our retirees.  We will miss you!
With over 597 years of service between them, DASD prepares to say good-by to 26 retiring teachers, a custodian, several librarians and 2 nurses.   They have watched this district grow from a small rural community with good academic programs to the largest school district in Chester County, a district with academic programs that compete with all the best schools in the nation.   In fact,  earning a position among the nation's best school districts is  a tribute to their work as model teachers within the profession. It's safe to say that the retirees we are losing this year are among the nation's best.  We will miss you! Congratulations and best wishes on your renewed lives as retirees and thank you for all you have done for Downingtown students over the many years.

West earns Silver ranking in US News Top Schools list
A NEW INNOVATION TIME FOR ELEMENTARY STUDENTS
The  Downingtown Area School District is excited to announce, starting in the 2017-2018 school year, that all 1st through 5th grade students will participate in a <yet to be named by students> "Innovation Time." (Next month, all elementary students will vote on a name for this "Innovation Time.") The "Innovation Time" will replace the previous Rosetta Stone encore time, and students will participate in it during one day out of each six day cycle.  
 
In essence, the program goals are to foster students' interests, incorporate Habits of Mind strategies, stimulate excitement in STEM related activities, and help increase access to coding, programming, and robotics for all students. Students will be exposed to, but not limited to robotics, coding, STEM activities, and other innovative opportunities. Driven by student choice and personalized learning, students will play a key role in deciding the activities and outcomes. According to research: "Personalized learning is a progressively student-driven model of education that empowers students to pursue aspirations, investigate problems, design solutions, chase curiosities" (Zmuda, Curtis, Ullman, 2015).

Downingtown is very excited to begin this new adventure with our teachers and students. While all ten elementary schools will be participating in "Innovation Time," the logistics may vary from school to school (i.e. location in the building, schedule).  We look forward to providing more information to you in the near future.

Former student is a Pulitzer Prize Finalist
We recently received an email from 2017 Pulitzer Prize finalist Steve Reilly.  Steve is a graduate of DHS East.  Mr. Reilly has made Downingtown proud being only one of three journalists nominated for the Pulitzer in Investigating Reporting for this calendar year. Steve wrote, "I owe so much to my teachers at DASD, particularly in the English and Social Studies departments at Downingtown East. I was always a quiet student, and they really encouraged me to focus on my writing and took the time to notice that I was listening and participating even if I wasn't the most vocal student in the classroom. That has always meant a lot to me."
 


  

Ed Foundation Donates $5000 to EW Playground
Supporting our 16 DASD Schools

  
The Downingtown Community Education Foundation (DCEF) approved a $5000 grant request from Principal Nick Argonish to help pay for an interactive, electronic piece of playground equipment from the Kompan Icon line.   The Kompan Icon is an interactive structure that provides games that help develop children's agility, speed, memory, teamwork and strategy skills.   DCEF believes this is an innovative use of technology to promote physical activity and wellness for East Ward students and the entire Downingtown community.

Three new playground components purchased by the East Ward Playground Committee will soon be added to the East Ward Community Playground.  Principal Argonish announced that the pieces should be in place the first week of June.   Why do we call it a community playground?  Just drive by the playground on a weekend  - morning, noon or night - and you will see dozens of families enjoying the park.

Events and Happenings
On Friday, April 21, Downingtown West High School hosted 11 speakers as part of the 18th annual Holocaust Symposium. This program brings people who have been profoundly affected by the Events of WWII and the Holocaust to share their stories with tenth graders. 

Robert Yorczyk has retired (see Daily Local News story)Bob served as the school board member for Region 4, Uwchlan. Shamona Creek students and Home and School members celebrated the beginnings of their new playground with a ribbon cutting ceremony.  Donations from home and school events are paying for the new equipment.  

A great time was held by all at the annual ESL night held at East Ward Elementary School on April 21, 2017.  Thanks to all who came out to volunteer their time and talents to make our new families feel right at home   


Awards and Honors
Congratulations to DHS East students Alex Floyd (grade 9) and Chris Bogacki (grade 10) for achieving the 1st and 2nd place spots in the 10-week, H & R Block Budget Challenge competition in Mrs. Mailliard's Personal Finance classes at Downingtown East!  Alex and Chris also placed in the top 2.5% - 3% nationwide against 50,000 + other students! 

The Downingtown STEM TSA (Technology Student Association) competed at the 39th PA TSA State Conference, April 19th  - 22nd. Overall the 22 students did well as many were first time competitors and represented our chapter in a positive manner.

FUNDRAISING
There will soon be a "Community Bulletin Board" on all district websites. The Community Bulletin Board will feature all School and Non-profit organization events and flyers.  To that end, we will periodically feature some of those events in the DLink.  Here are a couple of upcoming events for your consideration. 

The DHS Music students (Band/Choir/Orchestra) are sponsoring a Clothing and Household Item Drive on Saturday, April 29, from 9:00 a.m. to 1:00 p.m. in the DHS East Student parking lot.   Click here for more information.

Turn off your electronics and Tune in to your families!

We believe that it is good from time to time to take a break from email. In promoting DASD community wellness, including digital wellness, we will again be promoting "Turn Off and Tune into your Family" and will take a break from email for a few days this spring break. Email servers will be turned off during the following times. All emails sent to the district during the off times will be saved for future review.
  Turn Off on Thursday, April 13 at 7 p.m., Back On April 17 at 8 a.m.

Advertising locations are available in Kottmeyer Stadium: Looking for a great place to spend your advertising dollar?   A limited number  of advertising locations are available in Kottmeyer Stadium for the 2016-2017 school year.  Kottmeyer is used by both DHS East and DHS West teams.  Prices for these choice locations range from $200 to $1000 per year.   All advertising dollars go to support our athletes and fields.
