Review of Aerospace policy launched, could mean more funding for sector

More funding may be coming to Canada's Aerospace and Space sectors by year's end after the federal government announced the launch last week of a new Review of Aerospace and Space Programs and Policies.

The review will examine how the government can maximize its efforts, along with industry, to sustain Canada's leadership position in the international marketplace. It will also address key issues, including: innovation, market access and development, skills development, procurement, and supplier development.

The review will be headed by David Emerson, a former Liberal and Conservative cabinet minister. Mr. Emerson will be joined by a three-member advisory council: Sandra Pupatello, Director of Business Development and Global Markets for PricewaterhouseCoopers; Jim Quick, President and CEO of the Aerospace Industries Association of Canada (AIAC); and Dr. Jacques Roy, professor and Director of the Department of Logistics and Operations Management at HEC Montreal.

Following the announcement, the Montreal Gazette reported that Emerson and Industry Minister Christian Paradis have hinted that there will be "a major expansion in the type and breadth of support the industry receives, including public funds, but not limited to that."

The newspaper reported that the sector's hallmark fund, the $350-million Strategic Aerospace and Defence Initiative (SADI) program, may be boosted. Mr. Quick also told the Gazette that a review could bring funding for technology demonstrations, an area where support has been lacking.

The Canadian aerospace and space sectors represent 80,000 jobs, 400 companies and $22 billion in revenues. The commercial aviation sector is expected to double by 2030.

Those interested can send a submission to the government by June 30, 2012.

Compute Canada allocates $80M worth of computing resources to Canadian researchers

Compute Canada announced last week it has granted nearly $80 million worth of state-of-the-art computing, storage, and support resources to 159 leading edge Canadian research projects across the country. Researchers also gained direct access to more than 40 programming and technical experts.

Compute Canada is a national platform of High Performance Computing (HPC) resources and partners connected through CANARIE and regional advanced networks.

Each year the organization accepts requests from researchers across the country whose projects require cutting-edge computing resources, storage, and expertise. The projects-which range from aerospace design and climate modeling to medical imaging and nanotechnology-produce results and breakthroughs that in many cases simply wouldn't be possible without these resources.

Budget 2012 update: Mark your calendars for March 29

The federal government has confirmed that Budget 2012 will be released on March 29.

Last Monday, Minister of State for Science and Technology Gary Goodyear said that the government is studying the recommendations of the Jenkins report on federal support for R&D. The report recommended streamlining Canada's largest tax incentive program for businesses, SR&ED, and called for the creation of an online funding portal.

"We received the report, and while we don't necessarily subscribe to all of its recommendations, we do agree with the direction of the changes that need to be made to address the challenges faced in business-related R&D, and we will act soon," Minister Goodyear said.

Drummond Report update: Ontario government moving towards online funding portal

Ontario's Minister of Economic Development and Innovation, Brad Duguid, has indicated that the provincial government will attempt to better coordinate industrial support programs and put in place a single-window portal to facilitate access for businesses, the Globe and Mail reported last Tuesday.

Last month, the Drummond report on Ontario's public service was released, calling for a complete revamping of the province's industrial support programs. The report proposed that Ontario rethink its support programs, which represent $1.13 billion in direct support and $2.3-billion in indirect support.

The report suggested that some programs are out-of-date, and that the government keep only those that prove effective. It also called for a single-window online portal grouping all available industrial support programs.

On Tuesday, Minister Duguid indicated that the government agrees with the Report's general approach and will review its business support programs, eliminating and reducing some of them, as well as undertake a single-window approach.

Duguid also said that the province's film tax credits won't be affected.

The Funding Portal welcomes the efforts of the Ontario government to promote access to industrial support programs. All programs available in the province are currently available on the Portal.
