POP Progress
Frank Urtasun and I at the POP meeting last month.
Prosperity on Purpose has formed a regional branding task force to help better define our North County region. POP's Comprehensive Economic Development Strategy (CEDS) suggested a strong need for North County to have an identity of their own. It needs to be simple, memorable and consistent with the many great resources available in North County. This identity will represent the entire region and help us promote our area to businesses looking for a home. The Task Force has already had two very productive meetings.

SDG&E has given their support to Phase II of POP. Frank Urtasun, Director of Community Relations, presented us with a $20,000 check last month at the SDNEDC membership meeting at Cal State San Marcos. Thank you Frank, Juanita Hayes and SDG&E for your stewardship.

All Aboard!
Last month, I added "Chairman of the North County Transit District Board" to my list of responsibilities. I have served on the NCTD Board for the past 18 years, but this will be my first year as Chair. The NCTD is in excellent financial standing and I look forward to continued mass transit improvements, including a possible rail station at Camp Pendleton.

Oh, the Places You'll Go
After nearly three years of construction work along South Santa Fe Avenue, I have great news. Work on the South Santa Fe Ave North project is almost complete, with all four lanes now open to traffic. Construction should wrap up completely in the next few weeks. This phase of work has improved South Santa Fe Ave from Vista City limits to the north, down to about 700 feet south of York Drive. Phase two, which is not funded at this time, will improve South Santa Fe Avenue farther south to San Marcos City limits.

A Shot in the Arm
Getting a flu shotI got one, and it's not too late for you to get a flu shot too. Flu season actually peaks in February, maybe later, and it's been a rough season so far. County Health and Human Services has reported 14 deaths as a result of influenza. The flu vaccine is recommended for anyone over the age of 6 months and is available at doctors' offices and retail pharmacies throughout San Diego. County Public Health Centers also have flu shots available for those without medical insurance. If you would like more information on where you can go to get your flu shot, click on this link or you can call 2-1-1.

Wonderful Day in the Neighborhood
The Neighborhood Reinvestment Program helps non-profit organizations provide services to San Diego County residents. Here are two projects I am pleased to support through NRP Grants.

North County Solutions for Change received a $100,000 grant. The money will help build an aquaponics farming system in Vista to grow and harvest commercial quantities of produce and fish. These products will be sold locally to wholesalers, restaurants, at farmers' markets and will be shared with other non-profit groups. The project will help sustain Solutions for Change while providing safe, fresh, organic vegetables and fish to the community. It combines job training, general education and entrepreneurship. Best of all, it offers the homeless the tools to solve homelessness for themselves.

The Pauma Valley Community Association received a $31,000 grant. The money will be used to pave the roads and parking lots of the community center. The Pauma Valley Community Association serves the public in a number of different ways, including through its health, dental, and mental clinics, sports fields, and community meeting rooms. State of the North County
State of the North County Address
It is time, once again, to reflect on the successes of the previous year, and look ahead to the exciting possibilities for North County in 2013. My staff and I are working on the details for this year's State of the North County Address. This year it will be held in Carlsbad on March 14. Stay tuned for more details on time and location.

District 5 + 1
Please help me in welcoming a new member to the District 5 staff: Land Use Advisor, Eddie Sprecco. Eddie will be assuming the duties of my former Land Use Advisor now Chief of Staff, Dustin Steiner. Eddie has served as the District Director for State Senator Joel Anderson for the past two years and spent five years in the local and Sacramento offices of two members of the Assembly before that. He is also a veteran of multiple campaigns. Eddie holds a BA in Economics from UC Davis. You can contact Eddie at edward.sprecco@sdcounty.ca.gov.

About Bill
Bill Horn knows San Diego, especially North San Diego County. And the people know and respect him. This was where he was born, this was where he went to school, and now his public life is dedicated to serving the County of San Diego.

Unlike many elected officials, Bill didn't want to get into politics. As a North County businessman and avocado and citrus rancher, Bill was appalled at local government's fiscal irresponsibility and refusal to defend individual property rights and protect young people.
