Around the World

Frank Flannery, Chairman of the Forum on Philanthropy, acknowledges there is a "hold your nose" aspect to a proposal aimed at encouraging Irish tax exiles to invest in charities and small business. The aid from foreign governments funds about half of Latin America's civil society, but the global economic downturn has affected some of the biggest donors.(CS Monitor.com, July 23, 2013).
