Transportation Learning Center talks Career Pathways at the Corps Network National Conference  

On February 9th, Tia Brown, Program Manager participated in Corps Network workshop titled Down the Road on Transportation Projects. This workshop was intended to provide Corps with information about new activity and partnerships between DOT and CNS and new opportunities for Corps on transportation and transit projects and partnerships. Tia Brown discussed the FTA Integrating Career Pathways: Rail Car Maintenance and Beyond project with a particular focus on the Transit Core Competencies Curriculum (TC3). This TC3 Curriculum is being developed with the assistance of the Mile High Network (a Corps member), who has agreed to pilot the curriculum once it is developed.

Public Transportation
Progressive Railroading - February 10, 2016  
Amtrak on Monday said that its on-time performance (OTP) should be measured by taking into account arrival times at both intermediate stations and at endpoints.   The national passenger railroad's comments came in response to the Surface Transportation Board's proposed rulemaking late last year that would evaluate on-time performance by a train's arrival only at route endpoints.

A transit advocacy group wants L. Brooks Patterson and other metro Detroit leaders to support a regional transit effort and will use Patterson's State of the County speech tonight to make their first push. The Motor City Freedom Riders says it will launch a petition drive outside the Patterson speech in Pontiac tonight.
Transit System/Partners
The Metropolitan Transportation Authority (MTA) has developed a plan to "engage in detailed community consultation" on how to proceed with repairs for the Canarsie Tubes, which carry MTA New York City Transit (NYCT) L trains under the East River between Brooklyn and Manhattan. The MTA plans to meet regularly with residents, businesses and other affected by the Canarsie Tube work.

The Federal Transit Administration has outlined sweeping measures aimed at improving public transit safety as part of proposed regulations published in the Feb. 5 Federal Register. The agency split its proposals into separate documents, both of which were required by Congress in the Fixing America's Surface Transportation Act. FTA's first item is a notice of proposed rulemaking for the Public Transportation Agency Safety Plan; the second item is a notice of availability for the proposed National Public Transportation Safety Plan.
Labor News
A bill in the Oregon Legislature would authorize TriMet and other transit agencies to double-dip on payrolls, collecting taxes from both employers and employees.  TriMet already collects payroll tax paid by employers within the transit district, generating revenue that makes up more than half of its $531 million budget. The tax, calculated as a percentage of wages, sits at $7.337 per $1,000 of payroll and is expected to rise to $8.237 over the next decade after the TriMet board approved a phased increase last year. Senate Bill 1521 would allow transit agencies that collect a payroll tax to also collect up to $1.85 per $1,000 in wages from employees. Rather than being paid by the employer, the new tax would be deducted from the employee's paycheck. 
Rail unions officials said today that their members have authorized a strike against NJ Transit, but are hoping the agency returns to the bargaining table.
"We are certainly hopeful that NJ Transit gets back to the negotiating table," said Stephen Burkert, general chairman of the SMART Union transportation division, which represents conductors. "We have no official date." Another negotiating session has been scheduled, said Dennis Martin, interim NJ Transit executive director. However he did not recall the date. Burket said the unions haven't been notified of talks.

U.S. transit agencies are always on the lookout for new amenities or services that will help make passengers' daily commutes more convenient and comfortable - from free WiFi to bicycle-repair kiosks to coffee carts and food vendors. But in St. Louis, the parent company of Metro Transit is thinking along different lines: health care services. The Bi-State Development's research arm is looking into the possibility of opening clinics that would offer services such as basic medical care, dental checkups and eye exams.

A lot of people still have big, existential questions about the expansion of MARTA's rail system. Big questions like "Why?" and "Should we?" and "Why?" again. Some of these questions - and answers - are even coming from Atlanta's leading newspaper. So fear not! In a recent "Gridlock Guy" column for the AJC, Mark Arum brought up some big questions - that he conveniently answered himself - concerning MARTA's expansions into Alpharetta, along I-20 East and along the Clifton Road corridor.
