"[Transportation] is not always easily accessible, and it's not always affordable," Gipson said. "[For example], seniors can't always walk to bus stops or manage the temperature, depending on if it is cold or hot. ... We have a lot of seniors who are isolated and at home because of transportation issues."
What would it look like if we put people at the center of transit planning - if we designed a friendly system grounded in the needs, wants and preferences of all riders? Would transit be more useful? Would more people ride it?
Despite the delay, Metro General Manager Paul J. Wiedefeld said the retirement of the last of the cars is "a huge milestone." At this point, he said, Metro has received 45 percent of its order of the new 7000-series fleet, and the cars that have been delivered so far constitute 43 eight-car trains.
Mr. Cuomo's executive order would allow the authority to accelerate efforts to improve service by temporarily suspending certain laws that might "hinder or delay action necessary to cope with the disaster." Mr. Cuomo said the authority would need more resources to improve the system and called on state lawmakers to identify new funding sources.
The project will add four new interlockings to the route, allowing trains to switch tracks more often to avoid construction or areas where mechanical issues are occurring.
Dallas is trying something different. To shake things up at DART, the Dallas City Council is appointing a new slate of board members. Long-time board members are being replaced with regular riders, transit advocates, and people with real transit policy expertise.

Tomorrow, two high-speed rail lines open in France, providing new corridors for trains to slice through the countryside at 200 mph (320 km/h). One is a 302-kilometer link that will connect Paris to Bordeaux in the southwest part of the country. The other is a 182-kilometer line connecting Paris to western France. They'll provide riders the equivalent of linking Washington, D.C. to Charlotte in just over two hours (versus an eight-hour Amtrak trip today), or Dallas to San Marcos in less than an hour and a half (versus a seven-and-a-half-hour Amtrak trip).
