Executive Director's Message:
Although leaves are falling and days are getting shorter, there seems to be plenty of work to get done before the first snowflakes fall in November and December.
Part of that work for UAPA involves preparing and planning for the 2015 Southern Utah Seminar happening on
November 17th
at the Dixie Center in St. George.
The Seminar this year will deliver on great educational topics from the importance of tack coats in pavement construction to a review of maintenance options and applications available for your road.

Highway Bill Takes Major Step Forward After Bipartisan Vote by House Transportation and Infrastructure Committee
On Oct. 22, 2015, the House Transportation and Infrastructure (T&I) Committee unanimously approved H.R. 3763, the Surface Transportation Reauthorization and Reform (STRR) Act of 2015, to reauthorize and reform Federal-aid highways and highway safety programs. The overwhelming bipartisan support reflected in a voice vote in favor of the bill came after lawmakers expressed the need to pass a fiscally responsible program that sustains America's infrastructure. Geneva Rock Purchases Wilkinson Construction
Geneva Rock Products purchased Wilkinson Construction Company, Inc., along with many other assets and real property last week, said Jim Golding, president of Geneva Rock Products since 2010. On Oct. 8, Geneva purchased 37 acres comprising the Peterson asphalt plant, another 203 acres in the county known as the Devils Hollow gravel pit, as well as equipment including loaders, dozers, crushing equipment, mobile asphalt pavement equipment, mobile asphalt preservation and maintenance equipment, and aggregate extraction and processing equipment. NCAT Report 15-05: Refined Limiting Strain Criteria and Approximate Ranges of Maximum Thicknesses for Designing Long-Life Asphalt Pavements
Long-life or perpetual pavements are designed and built to last longer than 50 years, requiring only a periodic mill and inlay of the surface layer. The pavement structure is designed using appropriate materials and layer thicknesses to prevent structural distresses that begin at the bottom of the pavement structure. Additional asphalt thickness above what is required to keep stresses/strains below the critical thresholds is unnecessary to ensure long life. Thus, the goal of perpetual pavement design is to optimize layer thicknesses to sustain heavy loads indefinitely without being overly conservative.
The objective of this study was to establish critical design thresholds and approximate ranges of maximum thickness to improve the cost-effectiveness of long-life pavements.
