New Study of Public Library Core Customers Demonstrates Library Reach, Relevance, and Resilience

ULC member Las Vegas-Clark County Library District (LVCCLD) recently partnered with CIVICTechnologies to complete the first public library industry report of "big data" on library use. Findings from the report, Core Customer Intelligence: Public Library Reach, Relevance and Resilience, show that
public libraries have strong, stable and consistent use by core customer groups who come from all walks of American life. The data show that public library core customer demographics mirror the unique, hyperlocal diversity and complexity of U.S. metropolitan areas.

According to Daniel Milam, LVCCLD director of development, the research data will allow the library to better understand who their core customers are and strategically guide programming to reach diverse populations in their community. The research, analyzing data from ten public libraries, was conducted by the LVCCLD in conjunction with CIVICTechnologies and funded by a 2014 National Leadership Grant from the Institute for Museum and Library Services (IMLS). The report also incorporated data from ULC members Anythink Libraries, Denver Public Library, Houston Public Library, Topeka and Shawnee County Public Library, King County Library System, Omaha Public Library, Pierce County Library System, and Skokie Public Library.

Edge: Shaping Oak Park Public Library's Strategic Planning to Better Serve Community Priorities
 
To serve as an effective digital inclusion leader in its community, Oak Park Public Library (OPPL) used data from the Edge Toolkit and its resources to shape the Library's strategic planning around technology to ensure that all members of the community have access to the resources and services needed to succeed.

According to Sharon Comstock, OPPL's assessment manager, the library believes that one of the most important ways to serve this diverse community is through digital inclusion, equity, and empowerment. Edge provided a clear lens through which OPPL could tie technology services to community priorities, identify gaps and track the effectiveness of existing programs and services.

"With Edge, we can start to figure out where technology really lives and what we can do with it," said Comstock. "We are now at a place to make decisions that make sense for us and the community. We are using Edge to redesign and reengineer what digital inclusion means with our community, not just for them."

Pew Article Highlights How Public Libraries Work to Fight Homelessness

Public libraries are committed to helping all members of their communities succeed, and a recent article from Stateline, a policy news service of The Pew Charitable Trusts, shines a spotlight on how some ULC libraries are rising to the challenge to address homelessness. The article features anecdotes and interviews with ULC members Salt Lake City Public Library, Dallas Public Library, and DC Public Library. The piece examines how 21st century public libraries go beyond providing books and storytimes to offer critical social services helping those that struggle with mental illness, addiction and homelessness. Whether it's hosting discussion forums and social gatherings in Dallas Public Library or hiring volunteer outreach workers in the Salt Lake City Public Library, public libraries are providing safe community centers that work to help people from all walks of life succeed.  
E-RATE 2016:
DID YOU KNOW?
We hope that everyone who was planning to apply for E-rate funding in 2016 filed Form 470 before midnight on Monday, April 1, 2016. This is because applicants must wait at least 28 days after Form 470 is posted to the USAC website before selecting a service provider, signing a contract and sign and submitting an FCC Form 471.

If you need assistance in preparing Form 471, consult USAC's File Along with Me that provides guidance on completing the form, including the changes in the  FY2016 Eligible Services List.

FCC Votes to Reform Lifeline Program Lowers Broadband Internet Prices for Low-Income Consumers
 
On Thursday, March 31, 2016, the Federal Communications Commission (FCC) voted to modernize the Universal Service Fund's (USF) Lifeline program. This program was created in 1985 and subsidizes telephone and mobile voice access for low-income Americans. The new rules allow the Lifeline program to offer low-income households a $9.25 a month subsidy for Broadband Internet Access at home or to add a data plan to their cell phones.

The modernization to revamp the Lifeline program is the most significant initiative ever undertaken by the federal government to promote broadband adoption. As libraries know, providing fast, reliable broadband is a must in the digital age. Libraries provide free and open access to technology, but they cannot provide the access needed to fully participate in today's society as they are not open 24 hours a day, seven days a week. Reforming this program to include broadband is an important step in connecting all Americans to resources that are essential for participating in today's society - from jobs to education to healthcare.

Library volunteers strengthen programming and help build capacity to maximize the impact of public libraries as they lead and transform communities.
