January Issue Announcement
The January 2018 issue of VASSP EDUCATION LAW NOTES: Federal and Virginia Developments in School Law details the outcome of Penley v. McDowell County Board of Education, et al., and how this case impacts principals and assistant principals.

Most notably, the opinion issued by the United States Court of Appeals for the Fourth Circuit strongly emphasizes school b uilding administrators' investigatory and disciplinary authority in addressing personnel matters at the local level. Additionally, a concurring opinion by Judge J. Harvie Wilkinson, III o f the Fourth Circuit eloquently describes the challenges faced by public education administrators, especially in dealing with delicate personnel matters in the era of social media.

The United States Court of Appeals for the Fourth Circuit is one of twelve regional appellate courts within the federal judicial system. The court hears appeals from the nine federal district courts in Maryland, Virginia, West Virginia, North Carolina and South Carolina, as well as from federal administrative agencies. The Court is located in Richmond at the Lewis F. Powell Jr. Courthouse & Annex on East Main Street.
