VICA was honored that U.S. Senator and Purple Heart recipient Tammy Duckworth (D-IL) joined members for a Leaders Forum at the
Airtel Plaza Hotel
this week. Senator Duckworth spoke about her experiences as a freshman Senator, working with the White House, and key upcoming issues. The Senator spoke about bipartisan efforts to address healthcare. She would "vote for anything that lowers rates and expands coverage - anything that takes the burden off employers," she said, adding that the U.S. is "the only country that places the burden of healthcare on employers, and that is affecting our global competitiveness."
What's next in Washington D.C.? "We need $3 trillion of investment in infrastructure to be on a global level with our competitors," she said. Another priority is comprehensive tax reform, she said, stating that Members of Congress "can negotiate and get there working together to put that money back into our economy."

Successful Month Urging Governor to Sign and Veto Bills |
As the deadline nears for Governor Brown to act on legislation, VICA is proud to report continued success in our legislative advocacy. The housing legislative package was a significant victory for spurring development and easing the statewide housing crisis. Senate Bills 35, 167, and 540 will help streamline housing development, while SB 2 will assist families in need of affordable housing.
In a victory for California's children, the Governor signed AB 752, which will implement the U.S. Department of Health and Human Services guidelines to avoid unnecessary expulsions from preschool and child care programs. Locally,
Providence Tarzana Medical Center will benefit from the enactment of AB 908, which will allow for investment in building their new medical center without closing down the hospital.
The Governor also signed SB 145 to streamline the process for testing autonomous vehicles on public roads, which will ultimately bring much-needed efficiency to our systems of transportation. Despite our efforts, the Governor signed AB 168 which will prohibit employers from asking job applicants about their salary history. Meanwhile, SB 231 will allow local governments to raise property fees and taxes - without voter approval - for stormwater-related projects.

Supervisor Sheila Kuehl was elected to represent Los Angeles County's Third District in November 2014. Since then, she has undertaken and collaborated in a number of initiatives and motions to improve quality of life and reform systems in the County. Her most noted accomplishments include creating the Sheriff's Oversight Commission, Women and Girls Initiative, and board membership with First 5 LA and Metro. Prior to joining the LA County Board of Supervisors, Kuehl served eight 8 years in the State Senate and six years in the State Assembly. She was the Founding Director of the Public Policy Institute at Santa Monica College, and in 2012 was Regents' Professor in Public Policy at UCLA. She was also a law professor at Loyola, UCLA and USC Law Schools. Supervisor Kuehl graduated from Harvard Law School in 1978.

Welcome Cathy Mendoza, VICA's new Office Manager! |
VICA is thrilled to welcome Cathy Mendoza as VICA's new Office Manager. Cathy will be the first point of contact for many VICA members and partners. She is responsible for the day-to-day running of VICA's office, as well as event support, communications duties, and other administrative tasks. Cathy worked for the
Boys and Girls Club of the West Valley for 11 years, and is a 21 year alum of the Club. She is also a student at Moorpark College and a lifelong resident of the San Fernando Valley.

- Michael Tou, Director of Government Relations for Providence Health & Services, provided an update on the Providence Tarzana hospital's Reimagined Project.
- Darryl Ford from the Los Angeles Department of Recreation & Parks presented on the new Park Dedication and Fee Ordinance, also known as Quimby Fee.
- The committee recommended to support two ordinances, the Permanent Support Housing Ordinance, which would streamline the approval process for projects that include Permanent Supportive Housing units; and the Interim Motel Conversion Ordinance, which would streamline the approval process to allow existing motels and hotels to be converted into supportive and transitional housing.
- The committee discussed 2018 legislative priorities, which included CEQA reform and ways to improve the onerous planning process.

- Doug Morton, Sr. Vice President of Corporate Development, provided a historical overview of Bobrick Washroom Equipment and gave a presentation on the 111-year old company's ongoing efforts to stay competitive on the international marketplace.
- The Committee toured Bobrick's state-of-the-art corporate headquarters and North Hollywood-based manufacturing plant, where they assemble bathroom partitions and soap dispensers among other commercial washroom accessories.
