What does the WBFAA offer for this compliance?
-The WBFAA offers Online courses for continuing education throughwww.wbfaatraining.net
- The WBFAA is approved by the State to certify all In-house and 3rd party manufacturers training, you or your technician takes.

In house training is defined as any training you do at your company that is part of your schedule on a given work day.
- Workplace safety seminars or meetings
- New software or operating system training
- Training on new equipment by supervisors mandatory for your job

The ECU estimates a four week process for all applications.

**Attention Employers hiring new Apprentices**
The SPRING 2015 semester will begin JANUARY 21. Please register all new apprentices to make sure they get placed in the upcoming semester.


 

Mandatory online blackboard classes resume in spring 2015
They will be scheduled for one hour per week.
Information and schedules will be sent to all employers and apprentices.

Not Reporting On The Job Training hours (OJT's) of apprentices on time to the WBFAA Training Office may affect your pay grade.
** Report all hours worked on OJT Form.  Hours should total approximately 160 a month.
 
On the Job Training Hours (OJTs): OJTs Should be sent to the WBFAA UATC Training Office by the 5th of the month and no later than the 10th to be compliant. When your hours are received, you will receive an e-mail confirmation. Total hours reported should be approximately 160 hours per month. If your reporting hours for the month are less than 140, please state the reason (i.e. vacation, illness, no work, etc.). Your instructor will contact you on the 5th and your employer will be notified on the 10th if your hours have not been submitted.

Journeymen Registration  
All Fire Life Safety Technicians should be registered with the WBFAA. Benefits include;  
  1. Online Continuing Education access with a personalized codes sent to Journeymen  
  2. Certification from 3rd party provider continuing education  
  3. Access to Prep Materials for Certification Test  
If you are not sure if a Journeymen is registered with the WBFAA, you can view your monthly billing roster and make sure there is not any PENDING information on the Billing Report. I.E. Certification numbers, Exp. Dates, E-mail address, other contact information, etc. Please provide any missing or  updated changes to the WBFAA office so that we can keep our files current.

This bulletin will give you information on how to schedule an appointment to take the exam and is an additional information guide for testing.   


 

Social Security Administration Work History Report
Effective 1/1/2012 (AB 1346) passed. This bill would require individuals desiring to be certified to submit an application for examination and certification that includes an employment history report from the Social Security Administration as proof of employment.  Proof of employment can be obtained from the DIR website or by calling (800) 809-0280

Journeyman Continuing Education 
All Journeymen enrolled in the WBFAA UATC should submit a Journeyman Registration form, contact the  WBFAA at (800) 809-0280 or email [email protected] for details. Within 24 hours of receipt by the WBFAA UATC,  the Journeyman will receive log-in information for continuing access with the TEAM Portal. These classes can be applied toward a Journeyman's 32 hours of continuing education required for recertification.  


 

Submitting Non-WBCEH Continued Education Training for WBFAA UATC Approval  
The State of California DIR accepts continuing education training from state-approved apprenticeship programs. The WBFAA UATC approves non-WBFAA training as valid fire/life safety continued education  
training on an ongoing basis for technicians who are employed by a WBFAA UATC member company and are enrolled in the WBFAA UATC Journeyman or Apprenticeship Program.  


 

When reporting non-WBFAA training for Continuing Education approval, the following material must be  submitted to the WBFAA UATC: a Copy of the Certificate / Letter of Completion including the Course, Provider, Class Date and Hours.  


 

List of Certified Electricians in California: Fire/Life Safety 
The State of California DIR/DAS publishes a list of all certified electricians in California http://www.dir.ca.gov/DAS/CA_Electricians_Certified.pdf. Included in the listing are the individual's certification number, residential zip code and expiration date of certification.

Chabot Enrollment
Each new apprentice must do a ONE TIME ENROLLMENT into Chabot-Las Positas Community College District by completing the application at the following website: Chabot Enrollement

Once the apprentice has enrolled in CLPCCD, please notify the WBFAA UATC administrative office immediately by forwarding the confirmation
e-mail to [email protected] or by calling 800-809-0280. The WBFAA will then register you in your online classes.

WBFAA UATC Policy Unemployed Apprentice
  • When an apprentice becomes unemployed, except for cause, he/she shall be placed on the "Inactive Apprentice List."
  • The unemployed apprentice shall communicate monthly, in writing, with the Program Administrator indicating his/her intention to remain in the program. Failure to comply with this requirement shall cause the Program Administrator to initiate procedures to drop the apprentice from the program.
  • The unemployed apprentice shall be retained on the "Inactive Apprentice List" for a period of one year from his/her date of layoff.
  • In the event the apprentice on the "Inactive Apprentice List" is rehired or finds employment with another assented WBFAA UATC employer; he/she shall be placed on the "Active Apprentice List."
  • An unemployed apprentice on the "Inactive Apprentice List" shall NOT be allowed to attend any Related and Supplemental Instruction classes.

Public Works
NEW PUBLIC WORKS CONTRACTOR REGISTRATION LAW
[SB 854]

SB 854, a budget trailer bill that was signed into law on June 20, 2014, and became effective immediately, made several significant changes to laws pertaining to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. 
 
The fees collected through this new program will be used to fund all of DIR's public works activities, including compliance monitoring and enforcement,
the determination of prevailing wage rates, public works coverage determinations, and hearing enforcement appeals. Essentials of public works contractor registration program:
* Contractors will be subject to a registration and annual renewal fee that has been set initially at $300. The fee is non-refundable and applies to all contractors and subcontractors who intend to bid or perform work on public works projects (as defined under the Labor Code).
* Contractors will apply and pay the fee online and must meet minimum
qualifications to be registered as eligible to bid and work on public works
projects:
o Must have workers' compensation coverage for any employees and                 only use subcontractors who are registered public works contractors.
o Must have Contractors State License Board license if applicable to trade.
o Must have no delinquent unpaid wage or penalty assessments owed to           any employee or enforcement agency.
o Must not be under federal or state debarment.
o Must not be in prior violation of this registration requirement once it
   becomes effective. However, for the first violation in a 12 month period, a
   contractor may still qualify for registration by paying an additional                  penalty.
* The registration fee is not related to any project. It is more like a license that
enables the registrant to bid on and perform public works.
 

 General Prevailing Wage

 

Trust Contributions for Public Works
Any member company who performs on a Public Works job may make the required Training Trust Contribution to the WBFAA UATC. A $0.15/hour credit for any technician (apprentice; journeyman)
enrolled in the WBFAA UATC may be applied to the hourly contribution rate established for the classification/county in which the work is being performed in. This credit may only be applied by member companies making a training trust contribution to the WBFAA UATC. Training Funds are due and payable by the 15th of the month after the month the work was performed.

 

New Apprentice Hires on Public Works Jobs
A technician is not considered an apprentice until his/her DAS 1 (Apprentice Agreement) has been approved by the State of California Division of Apprenticeship Standards (DAS). In addition, the technician may not be used as an apprentice on Public Works jobs until they have been approved by the DAS. New Apprentices: SPRING SEMESTER 2015
Any apprentices registered with the WBFAA UATC from now until the Spring semester begins will submit OJT hours to the WBFAA UATC from their indenture date forward and be placed in the upcoming first 
semester. SPRING 2015 classes will begin Wednesday, January 21, 2015.

Apprentice/Journeyman Ratio: Review Your Roster
Under Article XV in the Standards for the WBFAA UATC (also outlined in the WBFAA UATC Employer Handbook), there must be at least one regularly employed journeyman per one apprentice. Each apprentice must be supervised when on the job at all times by a journeyman. An apprentice in their sixth step is eligible to work on the job unsupervised (Employer Handbook; Policy A-6). The WBFAA UATC cannot accept apprentice paperwork for a new hire if this ratio is not reflected on the member company roster. 
 
The roster of active technicians must reflect one regularly employed journeyman per one apprentice at all
times to affirm the ratio is being adhered to.
