21 businesses named finalists for 2017 Marketplace Governor's Awards 
Twenty-one Wisconsin companies have been named finalists for the 2017 MARKETPLACE Governors Awards, which recognize outstanding Wisconsin businesses owned by minorities, women and service-disabled veterans.
More than 400 nominations were received this year for the awards, which recognize the achievements of Wisconsin businesses of all sizes and industries. Winners will be announced at a luncheon held Dec. 14 in Milwaukee as part of MARKETPLACE 2017, the governor's conference on minority business development.

Additional Special Emergency Procurement Authority

The Department of Defense has issued class deviation 2018-O0001, dated
November 8, 2017, which provides Additional Special Emergency Procurement Authority.  This deviation delegates decision determinations to the head of the contracting activity and expands nonstatutory emergency acquisition flexibilities relating to item unique identification, receipt of only one offer, and limitations on time-and-materials contracts to include contracts that facilitate defense against or recovery from cyber attack, facilitate the provision of international disaster assistance, or support response to an emergency or major disaster.
DOD Broad Agency Announcements

The DOD 18.1 and 18.A Broad Agency Announcement (BAA) topics are now in pre-release! You can now view topics, ask questions through the SITIS Q&A system, and contact topic authors directly (contact information is listed with the topic).

This BAA will officially open for proposal submission on January 8, 2018!

FAR review sessions to begin on February 13th

The introductory session of the FAR REVIEW series is geared towards those interested in becoming CFCM certified. Subsequent sessions of this FAR REVIEW series will cover all parts of the FAR and will be beneficial to current Federal contractors and subcontractors even if not intending to participate in the NCMA certification exam. Note these sessions are being held as a webinar via GoToMeeting. While there is no cost to attend, registration is required. Registration will open soon.

DHS SBIR Pre-Solicitation Announced
The Department of Homeland Security (DHS) issued the FY18.1 Small Business Innovation Research (SBIR) Pre-Solicitation Notification November 22, 2017. The pre-solicitation includes twelve topic descriptions outlining the technical areas for which DHS Science and Technology (S&T) Directorate's SBIR Program and DHS Domestic Nuclear Detection Office's (DNDO) SBIR Program request proposals. During the pre-solicitation period (November 22 - December 12), potential offerors will have the opportunity to contact the Technical Program Managers to ask technical questions regarding the topic areas. US SBA Deputy National Ombudsman to attend Marketplace
The Office of the National Ombudsman assists small businesses facing unfair or excessive federal regulatory compliance or enforcement issues such as repetitive audits or investigations, excessive fines, and retaliation.    
Natalie Lui Duncan, a career member of the Senior Executive Service, is the Deputy National Ombudsman with the U.S. Small Business Administration (SBA).  She works with Federal agencies on behalf of small businesses to resolve regulatory disputes in accordance with the Small Business Regulatory Enforcement Fairness Act.  In support of the 2017 Presidential transition, she served as the National Ombudsman and Assistant Administrator for Regulatory Enforcement Fairness (Acting).
