- Following Trudeau’s announcement that sales would begin October 17, NDP MP Don Davies (Vancouver Kingsway) proposed a motion to immediately pardon those convicted of cannabis offences that will now be legal. Calgary has received 241 applications for cannabis stores, and
will begin processing them in the order they were received. (CBC Calgary)
The point of legalization was to stop treating those involved in the cannabis trade as criminals—but if you’ve got a record for cannabis,

- Couillard believes because Quebec’s ban is not a part of Criminal Code provisions, the provincial law is not subject to federal intervention. (Montreal Gazette)
- Public Health Minister Lucie Charlebois later clarified that while her government believes the provincial law banning home-growing takes precedence over federal law allowing four plants, Quebec will not challenge the federal law in court, because “It will cost an arm.” Instead, they will wait for “the citizen who is affected by the fuzziness left by the federal government” to file an individual lawsuit. - Nonetheless, she cautioned Quebeckers that growing any cannabis is illegal and could result in a ticket. (Montreal Gazette)

The Saskatchewan Cannabis Control Act was passed in May, determining which regulations will be controlled by the provincial Cannabis Authority—but those regulations haven’t been established.
