CONSTRUCTION SECTOR UNDER REVIEW FROM REVENUE
In line with the increasing activity in the construction sector, Revenue will be increasing its ongoing national programme of compliance interventions in relation to Relevant Contracts

 Tax (RCT) and the construction sector in general.  
  1. Revenue's focus will be on compliance risks including the following:Proper operationof the eRCT system generally; to ensure that principal contractors are fully reportingpayments through the eRCT system, and that principal contractors are reporting "Unknown" sub-contractors.
  2. Reconciling reported activity under the Home Renovation Incentive (HRI) with VAT returns filed.
  3. Reconciling reported activity under the eRCT system, PAYE/PRSI returns, VAT returns and examining profit margins.
  4. Proper operation of the VAT Reverse Charge.
  5. Proper operation of PAYE/PRSI obligations.
  6. Ensuring employees are not misclassified as sub-contractors.
  7. Ensuring obligations of non-resident principals/sub-contractors are being fully met.
Revenue strongly encourage "self-review" by those operating in the construction sector and recommend that principals/sub-contractors regularise their affairs before any Revenue compliance intervention begins.

There will be increased interventions in the sector so taxpayers can expect additional queries, profile interviews and audits. Revenue will also increase its programme of unannounced visits to construction sites.

Retail License Portal
A new licensing portal which should help to cut red tape is to be launched in December. The new portal is being established by the Government in conjunction with An Post and Escher Groups will act as a one-stop shop for retailers to register and apply for the licences they are obliged to have for trading purposes. ISME had called for such a system in the Retail Consultation Forum and is pleased to see that it will finally be delivered. We will keep you updated on the launch date.
