OCDCA 31st Annual Conference Follow Up and Award Winners
Another conference has come and gone and, we've gotta say, it was a pretty good one this year. Thanks to everyone that came out to the Greater Akron Area and Kent and a huge thanks to our wonderful host committee and sponsors without whom there would be no conference at all. We are thrilled to state that 82% of the people who responded to our conference evaluation indicated that they learned about a program they plan to explore for implementation in their community. That's the type of stuff we love to hear! On a related note, check out a success story from our 2013 Cincinnati conference where Cleveland implemented the renter equity program from Cincinnati.

Four Fundraising Development TA Opportunities Available!
OCDCA is pleased to, once again, partner with Cramer & Associates to offer a fundraising development TA opportunity to our members. The brief application process should only take between 30-60 minutes.
This competitive opportunity will provide four OCDCA member organizations one-on-one fundraising TA that will analyze and address:

  • What is the most efficient and effective philanthropic program/structure?What development benchmarks need to be created?
  • What role should the Board play relative to fundraising?
  • What role should the Executive Director play as it relates to fundraising?
  • How do we increase funding from current donors?
  • Is the organization utilizing staff and volunteer time efficiently and effectively?
     
From this, selected organizations will receive customized strategic recommendations including a timeline for implementation, prioritized core goals, organizational structure, and action steps.
To apply, submit a brief application by 5 pm Friday, November 13, 2015. Please note, awarded organizations must contribute $500 as a commitment and be a current member of Ohio CDC Association. 
OCDCA Assets Ohio Receives $384,150 From Department Health and Human Services
On October 2, 2015, OCDCA's Assets Ohio Individual Development Account (IDA) Program received a fully funded award of $384,150 from the US Department of Health and Human Services Office of Community Development Assets for Independence Project. OCDCA has operated an IDA network program since 1999. This award marks our seventh federal grant for the project. IDAs are matched savings accounts for low-to-moderate income individuals to save for a first time home purchase, microbusiness, or post secondary education. Participant savers learn financial education while saving earned income into a custodial account. When the saver reaches the goal, the savings is matched from 2:1 to 8:1. Currently, the Assets Ohio project has thirteen member organizations involved. Maria Thompson Receives Louis Stokes Community Service Leadership Award
Maria J. Thompson of Third Federal Savings & Loan was selected as the recipient of the inaugural Louis Stokes Community Service Leadership Award from the Jack, Joseph and Morton Mandel School of Applied Social Sciences at Case Western Reserve University. This award is granted to an alumna who embodies the socially-minded characteristics of the late beloved and honorable Congressman Louis Stokes: Community service leadership; social justice advocacy; Mandel School volunteerism; and Mandel School community-related projects supporter. This award ensures that Congressman Stokes' legacy will live on at the Mandel School through the work of alumni who emulate his spirit in the community. She was presented this award on October 10, 2015. Congratulations to Maria!
The Detroit Story: Are There Lessons Learned for Ohio's Cities?
Lavea Brachman, Executive Director of Greater Ohio Policy Center, recently published a book review on the website The National Book Review. The review, titled " Detroit was a Golden City Once - And It Can Be Again," explores the seeds of Detroit's decline, recent revitalization strategies, and discusses possible lessons learned for Ohio's cities and neighborhoods.

AmeriCorps VISTA Spotlight
OCDCA VISTAs Bolster Volunteer Numbers & a Farewell to Andrew and Jasmine
In October, our AmeriCorps VISTA members recruited 56 volunteers, who served a total of 667 hours. Among many others, these efforts include the work of Abbey Bott, currently serving at Godman Guild in Columbus, who recruited ten volunteers from Columbus State Community College to work on a community garden initiative. Allison Hall, who serves at Community Food Initiatives in Athens, recruited eleven volunteers to assist with projects to increase food access. 

This month is also the end of the service year for our fall 2014 - 2015 AmeriCorps VISTA members: Andrew Miller, at Homeport in Columbus, and Jasmine Humphries, at LISC Greater Cincinnati & Northern Kentucky. Andrew and Jasmine have worked diligently over the last year to build the capacity of their sites to improve economic opportunities for residents in their communities. We wish them the very best as they conclude their year of service!

OHFA Housing Tax Credit Program Compliance Training

The Ohio Housing Finance Agency offers this course that focuses primarily on the basics of compliance for the Housing Tax Credit program (also known as the HTC program). Because compliance rules and procedures are frequently updated, the course is beneficial for individuals new to the Housing Tax Credit program as well as seasoned veterans. Cost is $89 for a full day training and there are eight different dates and locations from which to choose. Read more here.

2016 RWJF Culture of Health Prize
The RWJF Culture of Health Prize recognizes and celebrates communities that have placed a priority on health and are creating powerful partnerships and deep commitments to make change -- change that will enable all in our diverse society to lead healthier lives now and for generations to come. Winning communities will each receive a $25,000 cash prize and have their success stories celebrated and shared broadly to inspire locally-driven change across the nation. Phase 1 applications due November 12.
Build it With KaBOOM!
A Build it with KaBOOM! grant provides the facilitation and support of an experienced Project Manager as community members embark on a 5-12 week planning process. After selection, all partners will join together for a community Design Day, inviting play experts (the kids, of course) to design their dream playspace. Your hard work and required weekly planning will result in a six-hour community day, where you will transform your community space to include a permanent play structure (equipment will be ordered by your Project Manager from Playworld Systems, Inc.) as well site enhancements that will make your space 100% unique to your community. Deadline is November 13.
Dominion East Ohio Funds for Economic and Social Revitalization
The Dominion Foundation is offering $110,000 for economic and social revitalization projects. Projects must be located within the Dominion service in Ohio and have been completed between July 2014 and November 2015. Deadline is November 30.
Federal Head Start Funding Available
The Administration for Children and Families solicits applications from public or private non-profit organizations, including community-based and faith-based organizations, or for-profit organizations that seek to provide a high-quality, comprehensive birth-to-five program incorporating both Head Start and Early Head Start funding, or to provide for Head Start only or Early Head Start only, to children and families residing in  Clinton County , Ohio;  Geauga and Lake Counties , Ohio; and portions of  Cuyahoga County . Deadline is November 30.

The Federal Home Loan Bank of Cincinnati provides discounted advances through two programs to support housing and economic development. Under the Community Investment Program (CIP), discounted loans are available to finance the purchase, construction, and/or rehabilitation of housing and economic development projects. The Economic Development Program (EDP) provides discounted advances to promote economic development and/or job creation/retention. Available year-round. State News
Capital Appropriations Bill
The next big thing in state spending is right around the corner in the way of the Fiscal Year 2017-2018 capital bill. Slated for introduction early next year, the bricks-and-mortar legislation was the subject of a planning memorandum recently distributed to state agencies and institutions by the Office of Budget and Management. Budget Director Tim Keen said the agency will try to mirror the collaborative process of 2014 that led to early agreements for divvying up hundreds of millions in spending on higher education facilities along with a few local priority projects. The guidance bulletin posted last week by OBM provides further details and spells out a schedule that includes a Nov. 16 deadline for agencies to submit project requests and an early-year rollout of the bill, which historically has started in the House. For the second straight capital biennium, the mostly bond-backed package will include money for "community projects."
Nonprofit Developer Fee Bonus
Due to the dismantling of the CHDO operating grant program caused by the HUD HOME rules, OCDCA has advocated for changes to developer fees in OHFA's Multifamily Underwriting Guidelines in an attempt to make up for lost resources. On page 7 of the Multifamily Underwriting Guidelines is language approved for an additional $75,000 in the maximum overall developer fee to go to the "community based non-profit developer". This is intended to be above and beyond the negotiated developer fee split in the event of a joint venture and when a community based non-profit is the 100% owner. It is incumbent upon the non-profit developer to utilize this intended bonus when negotiating development agreements. Later this year OHFA will be providing additional guidance on this provision at their Frequently Asked Questions section. 2016-2017 HTC Program Application Materials
The 2016-2017 Competitive Scoring Summary and Competitive Review Tools are available on the  2016-2017 QAP webpage. The Opportunity Mapping and Policy Map Scoring Tools have been developed to assist OHFA's development partners in planning for 2016 proposal applications. Applicants can enter addresses of potential sites or adjacent sites and analyze scoring data by county and census tract. Please note that the mapping tools work best in Firefox or Google Chrome and do not work in Internet Explorer 9.
Federal News & Resources
Budget Deal Does NOT Ensure Proper Funding, Action Needed
Congress approved a two-year budget deal that will provide relief from sequestration. While this is welcome news, it does not guarantee greater funding for housing and community development programs. Advocates are requested to act now to inform their legislators of their priorities. The fate of the HOME program and the National Housing Trust Fund (NHTF) and other key programs still hangs in the balance.

Earlier this year, both the House and Senate Appropriations Committees passed their respective Transportation, Housing, and Urban Development (THUD) bills for FY16 under the constraints of the sequester caps. Both bills resulted in drastic cuts for many programs.

The enacted budget deal will raise the sequester caps by $50 billion in FY16 and $30 billion in FY17. The deal maintains parity between defense and non-defense discretionary (NDD) spending, resulting in a $25 billion increase to NDD spending for FY16. Congress must now renegotiate how it will allocate federal funds across NDD programs. Your lawmakers have the opportunity to enact a Transportation Housing and Urban Development (THUD) spending bill that provides housing and community development programs the funds they need to continue serving our country's most vulnerable families.

Congress needs to make housing and community development programs a priority. Contact your Senators and Representative and ask him or her to:
  • Stop the raid on the National Housing Trust Fund (NHTF) and leave it out of the appropriations process.
  • Stop the drastic cuts to the HOME program.

HOME Coalition Releases New Report
The HOME Coalition released its new report, " Building HOME: The HOME Investment Partnerships Program's Impact on America's Families and Communities." This first-of-its-kind report analyzes HOME's economic impact--in terms of leveraged investments, jobs supported, and local income generated--at both the national level and in all 50 states. The report also features more than 100 HOME Success Stories from communities across the nation.

According to the report, states and communities have invested $26 billion in HOME funds--leveraging an additional $117 billion in public and private resources--to build or preserve nearly 1.2 million affordable homes and provide direct rental assistance to 270,000 families at risk of homelessness since 1992. The report estimates that this investment has supported 1.5 million jobs and has generated $94.2 billion in local income.

Despite this impressive record, Congress has slashed funding for HOME by 50 percent in recent years--from $1.8 billion in 2010 to an all-time low of $900 million in 2015. In the summer, the House proposed to cut HOME funds to just $767 million or 58 percent less than in 2010. The House also proposes to essentially eliminate another important resource for local communities--the National Housing Trust Fund--and uses this funding to push HOME back to its record low of $900 million. The Senate proposes to severely cut HOME by 93 percent to just $66 million, which would essentially eliminate the program altogether.

HUD reports that if the Senate bill is enacted, approximately 36,000 fewer affordable homes will be built or preserved and nearly 8,200 fewer families will be able to access critical rental assistance annually. The Building HOME report estimates that the Senate bill will result in approximately 36,461 fewer jobs and $2.27 billion less in local income annually.
