Ohio Microbusiness Development Program Applications Due Friday
OCDCA welcomes current, good standing members to apply for the Ohio Microbusiness Development Program.The purpose of the Ohio Microbusiness Development Program is to provide funding for community development corporations (CDCs) to further develop a local delivery system that encourages microbusiness development, provides low- and moderate-income households with access to capital for business development and self-employment, and creates and retains long-term jobs in the private sector. Deadline is 4:00 pm on September 30, 2016.

How are Ohio's Small & Mid-Sized Legacy Cities Faring?
Ohio's older industrial cities weathered a number of challenges in recent years, including population loss, ongoing economic transition, and neighborhood instability worsened by the Great Recession and foreclosure crisis. Smaller legacy cities experienced many of these challenges like their larger neighbors Cleveland and Cincinnati, but have different opportunities and obstacles to confront in achieving revitalization.

This webinar will explore the findings of a recent report by Greater Ohio Policy Center that examined how smaller legacy cities, from Akron to Zanesville, fared over the last 15 years. GOPC will share best practices that smaller legacy cities throughout the Midwest and Northeast used to jumpstart revitalization.

Patricia Garry Nationally Recognized for Building Local Communities
At the 9th Annual National Alliance of Community Economic Development Associations (NACEDA) Annual Summit, held in Cleveland, Patricia Garry, long-time Executive Director of CDC Association of Greater Cincinnati and contributing founder of Ohio CDC Association, won the Diane Sterner Award.

Patricia is very deserving of this award, having dedicated 51 years of service to Cincinnati communities. She is retiring at the end of the year.

Variety of State Grants Make Housing Assistance Reality
The Port Clinton News Herald recently wrote up a piece about Rep. Steve Arndt, R-Port Clinton visiting OCDCA member WSOS Community Action. This visit showcased the importance of the work that state housing grants such as the Ohio Housing Trust Fund allow WSOS to fund and complete. Read it here.

Prison to Proprietor: Entrepreneurship as a Re-Entry Strategy
Every year, hundreds of thousands of formerly-incarcerated individuals re-enter their communities, hoping to make a fresh start but finding significant barriers. In the face of these challenges, opportunities may lie in business ownership and entrepreneurship. FIELD at the Aspen Institute released Prison to Proprietor: Entrepreneurship as a Re-Entry Strategy. This new strategy spotlight examines the value of business ownership and entrepreneurship as strategies to help formerly-incarcerated individuals navigate re-entry. Prison to Proprietor features several programs using business ownership to build skills, connections, and attitudes that strengthen the ability of formerly-incarcerated individuals to succeed as they re-enter their communities.
Health and Community Development
For those interested in learning more about the intersection of health and community development, the Build Healthy Places Network offers many resources. The network has also created a collection of directories to help you find the community development and health organizations nearest to you. Partner Finder helps you take the first steps to identify potential cross-sector partners in improving the health and well-being of your community.
AmeriCorps VISTA Spotlight
For the past couple of months, AmeriCorps VISTAs made great progress in increasing the capacity of their organizations to fight poverty.

During the month of July our VISTAs, in total, recruited 100 volunteers, a total of $6435 in cash resources and $6749.33 in in-kind resources were developed to assist with food security. Also, a total of 62 homes were rehabbed in support of affordable housing for low income families. These efforts include the work of Jonathan Schmitt, serving with Campus Direct, Heather Obee, serving at WSOS, Allison Hall, serving at Community Food Initiatives, as well as Joseph Linksy who is serving with Slavic Village Development Corporation.

Our VISTA members recruited over 40 volunteers, who served a total of 230 hours in the month of August. These efforts include the work of Allison Hall, Sidney Jasper, our VISTA member serving at Working in Neighborhoods in Cincinnati, and Casey Taylor, VISTA member at Supports to Encourage Low-Income Families in Hamilton.

Empowering Communities through the Power of Free, Live Music
The Levitt AMP [Your City] Grant Awards is an exciting matching grant program made possible by the Mortimer & Mimi Levitt Foundation, a national private foundation dedicated to strengthening the social fabric of America through the power of free, live music. With Levitt AMP, the joy of free, live music is bringing communities together in small and mid-sized towns and cities across the country. Deadline is October 10.
ESPN Pilot Home Court Program
The LISC/ESPN Pilot Home Court Program is a collaboration between ESPN and LISC that provides non-profit, neighborhood-based organizations, middle schools and high schools with financing and technical assistance to improve the quality, safety and accessibility of local basketball courts in selected markets. Deadline is October 14.
Ben & Jerry's Foundation Seeks Proposals for Sustainable & Just-Food Systems
One-year grants of up to $25,000 will be awarded to nonprofit grassroots community-organizing groups to further social and environmental justice and support sustainable and just-food systems. Grants can be used to support both program and operations costs. Deadline for the pre-proposal is October 14.
Community Development Collaborative Funding - Columbus Only
The Community Development Collaborative recently released the 2017 Operating Support and Housing Production Grant Application. Grants will be awarded to increase the programmatic and organizational capacity of sustainable CHDOs and CDCs to develop new and/or rehabbed affordable housing units targeted to low and moderate income households.  The submission deadline is Wednesday, October 19, 2016 at 4:00 p.m.
Healthy Food for Ohio Funds
Finance Fund Capital Corporation developed Healthy Food for Ohio (HFFO) to increase access to affordable, fresh food in underserved areas, improve the diets and health of Ohio residents, and spur economic development and revitalization. Grants and loans are available to fund costs associated with land acquisition, predevelopment, construction, equipment, infrastructure, and related expenses for new and existing facilities. Eligible applicants include grocery chains, individual grocery stores, neighborhood food stores, co-ops, and nontraditional food projects such as farmers markets and food hubs. Projects must operate in limited supermarket access areas in Ohio. Applications are accepted on a rolling basis.

State News
OHFA Re-Opening Save the Dream Ohio
OHFA has begun accepting foreclosure assistance applications from homeowners who have suffered a hardship resulting from unemployment for its Save the Dream Ohio program. The program is administered by OHFA and funded by the U.S. Department of the Treasury's Hardest Hit Fund. Homeowners facing default or foreclosure are encouraged to visit Save the Dream.
ODSA Management
Ohio Development Services Agency Director David Goodman announced that Michael Hiler will serve as chief of the DSA's Community Services Division. "Mike's extensive experience and leadership skills brought national recognition for his work with community development programs across Ohio," Mr. Goodman said. "I am looking forward to working with Mike in his new role to ensure our programs are providing the best possible customer-service to communities and individuals in need."
QAP17 Available
The final draft of the technical amendments to the 2016-2017 Qualified Allocation Plan (QAP) is available online and was recently passed by the OHFA Board. An updated summary of stakeholder comments and OHFA's responses was also posted. Of note is the inclusion of community investment incentives, now deemed neighborhood investment, in the Exceptional Development/Economic Development section.
Summer HDGF Results Now Posted
OHFA completed its review of the summer round's Housing Development Gap Financing (HDGF) applications and reservations are now available online. Congratulations to all awardees! A final HDGF round will be offered in December for new recipients of the Federal Home Loan Bank's Affordable Housing Program (AHP). Eligible applicants must meet all HDGF program requirements and also receive an AHP award in November 2016.

Congress Passes Stopgap Measure to Keep Government Open through December 9
Yesterday Congress avoided a government shutdown by passing a short-term continuing resolution (CR), set at Fiscal Year (FY) 2016 spending levels. The CR will keep the federal government funded through December 9, and the measure now heads to the White House for President Obama's signature. The CR passed in the Senate by a vote of 72 to 26 and in the House by a vote of 342 to 85. Lawmakers were able to reach a deal after weeks of negotiations. The CR includes a small across the board cut to fit under spending caps required by the Budget Control Act, the CR includes a half percent across-the-board cut to funding levels with a number of exceptions. Congressman Tiberi on the Efficacy of NMTC
Congressman Pat Tiberi (R - Franklin County) penned an opinion editorial in The Plain Dealer outlining the importance and impact of the New Markets Tax Credit program in low-income communities. Congressman Tiberi is also a steadfast supporter of the low-income housing tax credit program.
Clinton Op-Ed Addresses Housing and Community Development
In a The New York Times Op-Ed, My Plan for Helping America's Poor, Clinton says we need "a national commitment to create more affordable housing" and proposes increasing the Low Income Housing Tax Credit in high-cost areas. To address high-poverty areas, Clinton writes: "Tim Kaine and I will model our anti-poverty strategy on Congressman Jim Clyburn's 10-20-30 plan, directing 10 percent of federal investments to communities where 20 percent of the population has been living below the poverty line for 30 years. And we'll put special emphasis on minority communities that have been held back for too long by barriers of systemic racism."
