This training is designed for administrators and practitioners of housing rehabilitation programs funded by HOME. The requirements of the 2013 HOME Investment Partnerships Program Rule [Section 92.251(b)] will be reviewed with respect to updating property standards. HUD guidance with respect to this section of the rule is yet to be issued. The session will focus on best practices and projecting actions necessary to facilitate compliance.

Starting at Home: Using Philanthropy, Research, and Practice to Build a Better Ohio

Cleveland Neighborhood Progress Launches Financial Coaching Program

Cleveland Neighborhood Progress launched a new one-on-one financial coaching program in early March. The goal of the Community Financial Centers is to help residents of Cuyahoga County design budgets, build up their savings or mop up financial mistakes with the help of a money coach. Walnut Hills Tries to Improve Health of the Community

A recent survey indicates that Walnut Hills residents feel the community is a healthy place to live, and a new initiative will provide tools to the neighborhood to ensure an active, nutritious lifestyle.  "We are already at work in our community, addressing the areas of general health and feelings of community and security," Kevin Wright, executive director of the Walnut Hills Redevelopment Foundation said. Toledo's UpTown District Poised for Renaissance

For decades, UpTown, one of Toledo's central-city neighborhoods, has been described as the next big player in the city's comeback story. It's back at it again. The district is abuzz with new businesses and planned development projects that could finally make this the UpTown renaissance that sticks. The UpTown Association  has been working behind the scenes for years to attract new businesses and retain the ones that have settled in. Read the Toledo Blade article.

Common Wealth Promotes Local Eats with a Food Swap
On March 15th, Common Wealth, Inc. in Youngstown, OH hosted their annual Food Swap event. In this event, people bring food and other goods that they have made or grown themselves and trade for goods brought by another person. OCDCA AmeriCorps VISTA Member, Sarah Wilhelm, helps with the planning and capacity building of this event. The second Lake-to-River Food Swap will be held Sunday, May 3rd at 2pm in the Elm Street Café. Check out the WKBN press on the food swap.
Celebrate Mayor's Day with OCDCA
April 7, 2015 is the Mayor's Day of Recognition for National Service. In partnership with ServeOhio and CNCS, we are celebrating Mayor's Day in Dayton. Dayton Mayor Nan Whaley will make a proclamation, and St. Mary Development Corporation VISTA, Kevin Tucker, will give a testimonial. The event begins at 8 am at the Dayton City Hall, 101 W. Third Street. We hope we can see you there!

Powering Solutions for a Financially Healthy America

Led by the Center for Financial Services Innovation and JP Morgan Chase, the Financial Solutions Lab seeks to create innovative, lasting change through funding opportunities around the most salient financial challenges facing Americans. The first RFP seeks to develop solutions that help consumers track and understand their cash flow, predictively plan for unexpected expenses, and better evaluate trade-off costs. Applications are accepted until April 7.

HUD Capacity Building (Section 4) Grants for CHDOs and CDCs

Enterprise Community Partners announces the availability of pass-through grant funding in markets across the nation. Grant funds, made available through the Department of Housing and Urban Development's Section 4 grant program, will support and improve the capacity and production of community housing development organizations (CHDOs) and community development corporations (CDCs). LOI is due April 8.

Challenge America: Arts in Community Development

The National Endowment for the Arts' Challenge America category offers support primarily to small and mid-sized organizations for projects that extend the reach of the arts to underserved populations. Grants are available for professional arts programming and projects that emphasize the potential of the arts in community development by enhancing engagement and livability. Deadline is April 16.

Technical Assistance Only: CFPB Helps Municipalities with Youth Employment Programs

This program, led by the Consumer Finance Protection Bureau, will only provide technical assistance to existing year-round youth employment programs. More information available here; the LOI is due by April 20, 2015.

DOL ETA Face Forward-3 Intermediary and Community Grants

The Employment and Training Administration (ETA) plans to award four intermediary organization grants of $5 million each and approximately 10 community organization grants of up to $1,050,000 million each, totaling approximately $30,500,000 million, to provide services to youth between the ages of 14 to 24 that have been involved in the JJS and never convicted in the adult criminal system. Applicants may only submit one application in response to this solicitation. Deadline is April 23 at 4 pm.

Community Economic Development Healthy Food Financing Initiative Projects

This highly competitive federal funding opportunity is officially open. The CED-HHFI program's objectives are to support businesses and commercial activities that improve access to healthy foods and the overall health of community residents while creating long-term jobs. The deadline is April 24. View the RFP.

Chevron Community Fund for Workforce Development

Applications are accepted from any tax-exempt organization serving counties where Chevron Community operates, including Harrison or Tuscarawas counties for workforce development, STEM education, or basic needs. Grants range from $1,000-$5,000. Deadline is April 24.

State News

New Affordable Home Ownership Resource

For the last couple of years affordable home ownership has been an ineligible use in the Ohio Housing Finance Agency's (OHFA) Housing Development Gap Financing (HDGF) program. At OCDCA's urging, OHFA is creating a new affordable home ownership program pilot of $1 million. OHFA is currently preparing draft guidelines and anticipates three to four non-profit developers to be awarded. Funds could go for affordability assistance and/or gap financing. Additionally, rehabilitation and new construction would be eligible at 80% AMI or below per the Ohio Revised Code. The draft guidelines will be ready around April 3rd and circulated for a comment period of 30-days. It's anticipated that OHFA's multi-family committee will review in April and May and that a final decision will go to the OHFA board in May for a summer 2015 application period.

Draft 2016-2017 Qualified Allocation Plan

The first draft of the 2016-2017 Qualified Allocation Plan (QAP) is now available on the OHFA website. OHFA partners are encouraged to respond to this and future drafts of the QAP by attending scheduled public hearings and by providing written comments to [email protected]. Written comments will be accepted through April 30, 2015.  A second draft of the QAP is tentatively scheduled for release in early April 2015 to be followed by a second public hearing on April 18, 2015.

Neighborhood Infrastructure Assistance Program Reintroduced
Senator Bill Beagle (R - Tipp City) has reintroduced the Neighborhood Infrastructure Assistance Program (NIAP) from the last General Assembly (GA) into the 131 st GA as Senate Bill 40.  The program would provide tax credits to for-profit corporations that invest in place-based, catalytic community projects and is intended to help leverage private dollars for community projects critical for the attractiveness and economic competitiveness of the state. 

Attorney General Touts Results of Demolition of Program

Attorney General Mike DeWine issued a report showing 14,600 blighted properties demolished under Ohio's program. The Columbus Dispatch reported on the positive impacts and the need for additional demolition funding.

Sign-On Letter Urges Strong THUD Allocation

The House and Senate Committees on Appropriations will soon determine the fiscal year (FY) 2016 Transportation, Housing and Urban Development and Related Agencies (THUD) 302(b) allocation.  Sign a letter urging the Appropriations Committee to allocate the highest possible level of funding to the THUD Subcommittees in FY 2016.

Americans Prefer Local Action to Improve their Community

The recent Heartland Monitor Survey indicates decreasing faith in federal solutions to local community issues and growing confidence in local solutions from community organizations to address challenges. Read more about the survey in The Atlantic

ULI Launches Online Housing Portal

The Urban Land Institute (ULI), with support from the John D. and Catherine T. MacArthur Foundation, launched an interactive web portal that offers up-to-date news and research on a broad range of housing topics.  Learn more about the How Housing Matters portal. Also, listen to the NPR story about how housing plays a role in health.

Low-Income Housing Tax Credit

Recently Representatives Pat Tiberi (R-OH-12) and Richard Neal (D-MA-1) introduced legislation (H.R. 1142) to create permanent minimum Low-Income Housing Tax Credit (Housing Credit) rates. The bi-partisan legislation is co-sponsored by eight Republicans and eight Democrats. "I've seen first-hand the benefits of the Low-Income Housing Tax Credit during my visits to low-income housing developments in my district," Representative Tiberi said in a statement. "It's an effective, successful program and by making a permanent floor on the credit rate, we're creating certainty for developers to create construction and renovation jobs while increasing housing availability for more low-income families, veterans, seniors and individuals living with disabilities."

Study Finds Mortgage Interest Deduction Disproportionately Benefits Homeowners in High Income Zip Codes

A new analysis of zip code level tax and demographic data conducted by researchers at the Tax Policy Center titled The Mortgage Interest Deduction Across Zip Codes, shows that most tax payers who claim and therefore benefit from the mortgage interest deduction (MID) live in zip codes that are disproportionately white, middle-aged, and married. Over one third (36.9%)  of all tax returns that claim the MID are from zip codes in the top decile by adjusted gross income. 

Call for Entries: First Annual HUD Secretary's Award for Healthy Homes

The U.S. Department of Housing and Urban Development, in partnership with the National Environmental Health Association (NEHA), announces the first annual Secretary's Awards for Healthy Homes. These awards will recognize excellence in healthy housing innovation and achievement in three categories: Public Housing/ Multifamily Supported Housing, Public Policy, and Cross Program Coordination among Health, Environment and Housing. The activities or policies nominated must show measurable benefits in the health of residents and be available to low and/or moderate income families. Applications must be submitted by April 30, 2015.
