New Statewide Transportation Alternatives Program
(TAP) Application Period Opened
The Pennsylvania Department of Transportation (PennDOT) commenced with its application period for the Statewide Transportation Alternatives Program (TAP) on November 2, 2015.  The application period will end on January 8, 2016. Eligible applicants for TAP funds include local governments, regional transportation authorities, transit agencies, schools/schools districts, natural resource or public land agencies, tribal governments, and any other governmental agency with responsibility or oversight for transportation or recreational trails.

TAP-funded projects involve the planning, design, building or improvement of transportation alternatives. Projects that can be considered for program funding include, but are not limited to, off and on-road bicycle and pedestrian facilities, conversion of abandoned railroad corridors for trails, historic preservation of transportation facilities, environmental mitigation activities for pollution control and storm water management.

Projects must have a construction cost of least $50,000.00 with the maximum amount not to exceed$1 million, unless the project is of exceptional regional or statewide significance. The applications will be reviewed based on criteria, not limited to the following: project readiness for implementation and safety, consistency with local plans, collaboration with stakeholders, leverage of other project or funding sources, state or regional significance of the project, and the sponsor's demonstrated ability to deliver the project successfully.

The Department has allotted $9 million to be made available statewide for this funding round. The amount is subject to change if a new Federal transportation bill is enacted.

The application forms and program guidance documents can be found on the PennDOT Competitive Transportation Funding Website at the following web address:
https://spportal.dot.pa.gov/Planning/AppReg/Pages/default.aspx.
