Programmatic Agreement for
Review of Historic Properties

An update to the County of York's Programmatic Agreement (PA) with the Pennsylvania State Historic Preservation Office (SHPO) is available for review and comment. U. S. Department of Housing and Urban Development funds CDBG, HOME, ESG, CoC and other associated programs. The County, or its subrecipients, undertake activities through these programs, which are subject to the National Historic Preservation Act. In accordance with the Act, County staff consult with the SHPO to identify possible historic resources, and to determine if they may be affected by activities. In order to streamline the review process, the County and the SHPO have entered into PA's for many years.  T he PA defines how historic resources are identified, how effects on resources are determined, the process for identifying and mitigating adverse effects, and who is responsible for which steps in the process.

To review the document, please contact Joiann Galiano, Chief, Community Development Department at 717-771-9870 or jgaliano@ycpc.org.
