York County's 2017 Annual
Action Plan for the Community
Development Block Grant (CDBG), Home Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) Programs
   
The Housing and Community Development Division of the York County Planning Commission is currently in the process of preparing the County's 2017 Annual Action Plan for the Community Development Block Grant (CDBG), Home Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) Programs. The Annual Action Plan will set forth anticipated funding, plus a list of projects/activities that the County proposes to fund with the grant monies.
 
All proposed projects/activities must be consistent with the goals and objectives set forth in the County's FY 2015-2019 Consolidated Plan in an effort to meet identified housing and community development needs.

You are invited to participate in the following public hearing at which information on the anticipated funding and proposed projects/activities will be presented:

All citizens of York County, as well as representatives of municipalities and public service agencies, are urged to participate in the meetings. Public input is an essential component of the County's Consolidated Planning effort.


The Green Light-Go: Pennsylvania's
 Municipal Signal Partnership Program
 
 
 
The Green Light-Go: Pennsylvania's Municipal Signal Partnership Program (Green Light-Go Program) is designed to improve safety and mobility by reducing congestion and improving efficiency of existing traffic signals on state and local highways. The Program was recently updated [Act 101 of 2016 (Enhancing Pennsylvania's Green Light-Go Program)] and is a competitive application and reimbursement grant program requiring a 20% match for municipalities, counties, or planning organizations requesting financial assistance for existing traffic signal maintenance and operations activities identified in 75 Pa.C.S. § 9511(e.1). The total amount available for Year 3 (SFY 2016-2017) of the Green Light-Go Program is up to $40 Million. The Green Light-Go Program requires a minimum 20% municipal match to participate in the program.

The Department invites municipalities or metropolitan or rural planning organizations to submit electronic applications.

York County Zoning Ordinance Content Guide
 
For those municipalities looking to update your zoning ordinances, or create your own zoning ordinance, the York County Planning Commission has developed the York County Zoning Ordinance Content Guide. This guide is intended to serve as a model starter's kit for local municipal zoning ordinances.

Section 601 of the Pennsylvania Municipalities Planning Code (PA MPC) states that... "The governing body of each municipality, in accordance with the conditions and procedures set forth in the act, may enact, amend and repeal zoning ordinances to implement comprehensive plans and to accomplish any of the purposes of this act."

In York County, all but two (2) local municipalities possess and maintain their own municipal zoning ordinances. These zoning ordinances reflect the policy goals of the statement of community development objectives, and give consideration to the character of the municipality, the needs of the citizens, and the attributes and special nature of particular parts of the municipality. These ordinances vary in complexity and content.

However, there are a number of municipal zoning ordinances that are showing their age. These ordinances may not accurately address the current conditions and state of their municipalities, and could be due for an upgrade.

It is our hope that this "Content Guide" will aid municipalities by serving as a reminder of the key components commonly found in a comprehensive zoning ordinance. Like any zoning ordinance, this guide should be updated and revised as conditions change, and as needed locally.

Course in Community Planning
 
"The Course in Community Planning" is a program of the Pennsylvania Municipal Planning Education Institute sponsored by:

APA/PA Chapter - Central Section

This three-session, ten-hour course is designed for new, as well as experienced, planning commission and zoning hearing board members, local elected officials, municipal staff and engaged residents who wish to gain a better understanding of the PA Municipalities Planning Code (MPC) and community planning.
