YORK COUNTY COMPREHENSIVE PLAN AMENDMENT
GROWTH MANAGEMENT PLAN
 
The York County Planning Commission (YCPC) invites all interested parties to review and provide comment on a proposed amendment to the York County Comprehensive Plan. The amendment is a complete update of the Growth Management Plan component.
 
The draft Plan will be available for public review at the YCPC Office, 28 East Market Street, York, PA, 17401, during normal business hours, beginning October 23, 2017. The draft Plan will also be available for reviewat http://www.ycpc.org/public-participation-opportunities.html . Written comments must be submitted no later than December 5, 2017, to the YCPC, attention Anne Walko, at the YCPC office address, by email ( awalko@ycpc.org ), or through the OpenComment website ( http://ycpc.civicomment.org ).  
 
The York County Planning Commission (YCPC) will hold a Public Meeting to provide an overview of and take comment on the Growth Management Plan at 6:30 pm on Tuesday, November 21, 2017. It will be at the York County Emergency Services Center, 120 Davies Drive, York, PA 17402. 
 



 

 
York County Stormwater BMP Tours

The York County Conservation District received a grant to educate the residents of York County about stormwater.  They collaborated with the York County Planning Commission (YCPC) and came up with two stormwater tours.  Stormwater management is hot topic. When many think of stormwater management, the typical large retention pond comes to mind.  But there are so many other options available!  The first tour was for the elected and appointed officials and staff of our municipalities.  This was a bus tour and included 7 different sites with speakers at each location.  The second tour, intended for the general public, can either be a virtual tour or a self-guided tour of the many different types of Stormwater Best Management Practices (BMPs).  This self-guided tour is an online story map that the IS division of the YCPC created and includes pictures, descriptions, and directions to various BMP sites in York County.  Click here to view the story map.  Many of these projects have been completed by municipalities who are participating in a regional group effort to comply with MS4 requirements and to clean up the waters of York County.  As more projects are completed, they will be added to the story map.

Financial and other support for this project was provided by the Pennsylvania Association of Conservation Districts, Inc. through a grant from the Pennsylvania Department of Environmental protection under Section 319 of the Clean Water Act, administered by the U.S. Environmental Protection Agency.

 
 County's 2018 Annual Action Plan for the Community Development Block Grant (CDBG), Home Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) Programs.
The Housing and Community Development Division of the York County Planning Commission is currently in the process of preparing the County's 2018 Annual Action Plan for the Community Development Block Grant (CDBG), Home Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) Programs. The Annual Action Plan will set forth anticipated funding, plus a list of projects/activities that the County proposes to fund with the grant monies.

All proposed projects/activities must be consistent with the goals and objectives set forth in the County's FY 2015-2019 Consolidated Plan in an effort to meet identified housing and community development needs. You are invited to participate in the following public hearing at which information on the anticipated funding and proposed projects/activities will be presented:

All citizens of York County, as well as representatives of municipalities and public service agencies, are urged to participate in the meetings. Public input is an essential component of the County's Consolidated Planning effort.


 
PA Construction Codes Academy 
Announces a New Class

The focus of this full-day program is on challenges created for municipalities by types of special residential uses. A few of the uses explored will be: boarding houses, alcohol and drug treatment facilities, congregate care facilities, group homes, halfway houses, shelters, bed and breakfasts, adult and child care in residential dwellings. A close examination will be provided of these special residential occupancies from both a zoning and Uniform Construction Code perspective. Special emphasis is placed on how to properly classify the intended use using IBC Chapter 3 classifications and careful attention will be paid to the triggers for changing an R-occupancy to an I-occupancy, and their impact on the applicable code requirements.
 
Case studies and examples will be used to illustrate the most critical elements of the discussion.

PA Construction Codes Academy 
Announces a New Class
 
Pennsylvania's Uniform Construction Code has adopted the International Residential Code (IRC) for the design and construction of single family, two-family dwellings and townhouses not more than three stories in height.  While many requirements of the IRC apply equally to all residential structures within its scope, there are certainly unique requirements and challenges that apply solely to two-family dwellings and townhouse construction.  This course will address these unique issues in a practical manner.   Topics include:
  • Exterior walls and fire separation distances
  • Fire rated assemblies
  • Maintaining fire rating of penetrations of a rated assembly
  • Air sealing and fire blocking challenges
  • When accessible units are required
  • Challenges for dryer exhaust systems
  • Fire separation issues created by unusual geometrics, decks and garages
  • A virtual inspection of a townhouse inspection
Please note:  This course is intended for experienced building code officials, inspectors, designers, and builders who have a strong working knowledge of the IRC.

Statewide Grant Workshops and Webinars for DCNR's Recreation and Conservation Partnerships Grant Program
The Department of Conservation and Natural Resources (DCNR) Bureau of Recreation and Conservation (BRC) 2018 grant program for statewide, regional and local recreation and conservation projects will open on January 22 and close on April 11, 2018. Opportunities for training and technical assistance on this grant program are being offered through statewide workshops and webinars. On-line pre-registration is required for both the workshops and webinars. Visit DCNR's calendar of events webpage to register (http://events.dcnr.pa.gov/. )
 
 
Statewide Grant Workshops
 
In partnership with the Pennsylvania Recreation and Park Society, DCNR is offering free, in-person grant workshops at six locations across Pennsylvania between November 1 - 21, 2017.   These workshops will provide technical assistance to potential applicants on DCNR grants available for recreation, conservation, riparian buffer, trail, and community parks projects. Attendees will have the opportunity to interact with staff and receive information on grant program selection criteria, eligibility, and documents required for various types of applications. Community leaders, municipal officials, consultants, board members, trail managers, land conservation professionals, and park and recreation professionals are encouraged to attend. If you are interested in applying to this grant program, attending a grant workshop is strongly encouraged.
